Short answer: a Milwaukee combo kit is usually the better value when you need most of its included tools and do not already own compatible M18 batteries and a charger. A tool-only purchase is usually better when you already have the battery system, need just one tool, or would leave several kit items unused. There is no reliable universal savings percentage: the right choice comes from comparing the exact kit with the exact bare tools, batteries and charger required for your work.
Kit counts can be misleading. Two packages with the same number of tools may include different models, battery capacities, chargers or accessories. Price promotions also change by retailer, region and date. Treat the decision as a same-basket calculation rather than assuming that a larger box is automatically a bargain.
What you are actually comparing
Tool-only (bare-tool) purchase
A tool-only listing is the individual cordless tool sold without the complete battery-and-charger setup needed by a new user. It makes the most sense when you already own compatible M18 packs and a charger, or when you need one particular tool and do not want to buy unrelated equipment. Your comparison must still include any batteries or charger you would need to add; otherwise the bare-tool price looks artificially low.

The value comes from how closely that package matches your intended work. A kit tool that stays in the case is not worth its standalone retail price to you, even if the package contains many items.

M18 FUEL 2-Tool Combo Kit, model 3697-22
The documented package includes an M18 FUEL hammer drill, an M18 FUEL impact driver, two XC5.0 batteries, an M18/M12 multi-voltage charger and a case. This is a two-tool package, but it also supplies the two batteries and charger a new M18 buyer would otherwise have to purchase separately.
M18 FUEL 5-Tool Combo Kit, model 3697-25
The official listing identifies this as a different five-tool configuration and specifies two XC5.0 batteries. The exact tool set and charging equipment must be read from the current listing for model 3697-25; do not infer them from the contents of 3697-22 or from the number five in the name. The fact that both kits mention two XC5.0 packs does not make their tool selections interchangeable.

M18 Cordless Lithium-Ion 4-Tool Combo Kit, model 2696-24
This separate configuration includes a drill, reciprocating saw, impact driver and work light. It illustrates how a four-tool kit can target a different set of jobs from an FUEL two-tool or five-tool package. Its official listing states a five-year limited tool warranty and a three-year limited battery warranty. Those terms are evidence for model 2696-24 only; verify warranty language for any other kit or battery.
How to calculate the real value
Use one equation with the same useful equipment on both sides:
Complete kit cost = kit price
Complete bare-tool cost = exact bare-tool prices + batteries needed + charger needed

Then compare the two totals using prices from the same region and on the same date. If a promotion is active, record its end date or treat it as temporary rather than as a permanent list price.

Write down the jobs you expect to perform and the specific tools those jobs require. A drill, impact driver, reciprocating saw and work light are not interchangeable merely because each is a cordless tool. If you need only a drill and impact driver, a five-tool kit has to justify its extra items through genuine future use, resale value you can verify, or a sufficiently low price.
Step 2: Identify exact models
Record the model number for every tool in the kit and for the bare tool you would otherwise buy. “M18” identifies the battery platform, not a single performance tier or tool design. FUEL and non-FUEL listings can represent different products, so match the model rather than relying on a family name.
Step 3: Record battery count and capacity
Check the number of packs and their amp-hour ratings in the exact listing. The 3697-22 and 3697-25 documentation cited above specifies two XC5.0 batteries, while other Milwaukee kits can specify different packs. Count only batteries that fit your planned work and charging routine. A battery sitting unused in a drawer has no practical value equal to its retail price.
Step 4: Add charging equipment
Include the charger in the bare-tool basket if you do not already own a compatible unit. Kit listings enumerate their chargers, and the 3697-22 package is documented with an M18/M12 multi-voltage charger. If you already own a charger that meets your needs, assign the kit charger a duplicate-equipment value rather than counting it as a full saving.
Step 5: Value only what you will use
Separate the kit contents into three groups: tools you need now, tools you have a realistic near-term use for, and tools you would not buy. Compare the first group directly. Treat the second as conditional value and the third as zero personal value unless you have a confirmed alternative use. Step 6: Check the complete totals
Write the kit price and the bare-tool basket beside each other. Include sales tax, delivery charges or required accessories when they differ between options. Do not combine a current kit promotion with an old bare-tool price, or prices from different countries, and then call the difference savings.
Batteries and chargers often decide the result
Why battery count matters
A first-time buyer needs enough charged capacity to keep working while another pack charges. That does not mean every buyer needs the largest available battery. Match the count and amp-hour capacity to the duration and intensity of your work, then compare like with like. Two XC5.0 packs in a listing are a specific configuration, not proof that every M18 kit includes the same batteries.
How to treat an existing battery inventory
List the M18 packs you already own, their capacities and their condition. If they cover the tools and work sessions you plan, a bare tool usually avoids duplicate spending. A kit can still win when its price premium is lower than the value you place on additional batteries or another included item you genuinely need. Do not call the entire battery portion a saving if half of the packs will remain unused.

Confirm that your current charger accepts the battery type in the product listing. A buyer starting from zero should include a charger in the bare-tool calculation. An existing owner should remove that cost only when the current charger is compatible and serviceable. The 3697-22 documentation specifically lists an M18/M12 multi-voltage charger; other kits may list different charging equipment.
Price evidence: use snapshots carefully
A Home Depot page reviewed for a 3697-22-related bundled variant displayed $619. That listing also included a grinder, so the figure is an observed bundle snapshot, not a universal price for the base 3697-22 kit and not a permanent Milwaukee list price. Retail prices, package variants and regional availability can change. If you see a similar number, verify the model suffix, every included tool, battery count, charger and whether the grinder or another extra item is part of that specific offer.
Because no controlled market comparison establishes a fixed savings percentage for combo kits, avoid claims such as “kits are always 20 percent cheaper.” The defensible question is whether today’s exact package costs less than the same useful tools and system components purchased separately.

Warranty and model-specific terms
Warranty coverage is part of ownership value, but it cannot be generalized from one model to every kit. The official 2696-24 listing states a five-year limited warranty for the tools and a three-year limited warranty for the batteries. Read the warranty attached to the exact model you are considering, including exclusions, registration requirements and whether the battery terms differ from the tool terms. A kit that includes batteries from another line may carry different documentation.

- List the work. Write the tasks, materials and locations where you will use the tools. Mark which tools are essential and which would merely be convenient.
- Inventory your M18 equipment. Record every battery, its amp-hour rating, your charger model and whether the equipment is still reliable.
- Choose the tool models. Use model numbers, not only “M18,” “FUEL” or a tool count. Confirm that a kit’s drill, impact driver, saw or light is the model you actually want.
- Capture kit contents. Save the current listing details for tools, battery count, capacity, charger, case and accessories. Check the suffix because a retailer may show a bundled variant related to the base model.
- Build the bare-tool basket. Add the exact bare tools, the number of batteries required for your work and a compatible charger if you do not own one.
- Apply personal-use value. Remove duplicate batteries and chargers from the value you assign to a kit. Discount or exclude tools you have no realistic use for.
- Compare same-date prices. Use one region and one currency. Record promotions separately from ordinary pricing and recheck availability before ordering.
- Verify warranty terms. Read the terms for the exact tools and batteries, rather than transferring the 2696-24 terms to another model.
- Make the decision. Choose the kit when it supplies the useful tools and system components at the lower complete cost. Choose tool-only when avoiding duplication or unwanted tools outweighs the bundle advantage.

Counting every included item as a saving

Choosing by tool count alone
A four-tool kit with a drill, reciprocating saw, impact driver and work light may fit your work better than a five-tool package with a different selection. Conversely, a two-tool kit can be enough when those two models are the only ones you need. Compare the jobs and models, not the headline number.

You need both a drill and an impact driver and own no M18 batteries or charger. If a particular FUEL or other higher-tier model is the requirement, compare that model’s bare-tool listing with kits that actually include it. A cheaper kit with a different drill or impact driver does not satisfy the same need.
Evaluating a bundle with an unwanted grinder
If a retailer’s 3697-22-related $619 offer includes a grinder, decide whether you need the grinder before counting it as value. If not, compare the offer against the base kit or the exact bare-tool basket without assigning yourself the grinder’s full price.
The bottom-line test
Buy the combo kit when its documented tools match your work, its battery count and capacity fit your usage, and its charger fills a gap in your system. Buy tool-only when you already own compatible batteries and charging equipment, need a single specific tool, or would leave enough kit contents unused to erase the bundle’s apparent advantage.
