In U.S. joint doctrine, cyberspace is a global domain within the information environment made up of interdependent information technology infrastructure and resident data. It is broader than the public Internet. Cyberspace operations are the employment of cyberspace capabilities primarily to achieve objectives in or through cyberspace. These definitions belong to particular doctrine and glossary sources; they are not automatically universal across nations or organizations.

What does “cyberspace” mean in U.S. joint doctrine?

Joint Publication 3-12 (R), Cyberspace Operations, defines cyberspace as “a global domain within the information environment consisting of the interdependent network of information technology infrastructures and resident data, including the Internet, telecommunications networks, computer systems, and embedded processors and controllers.” Read JP 3-12 (R).

The definition is wider than the public Internet: it includes interconnected infrastructure and the data residing in it, including telecommunications and embedded processors and controllers. Joint doctrine treats cyberspace as one of five interdependent domains, alongside air, land, maritime, and space.

What are the three layers of cyberspace?

JP 3-12 describes cyberspace through three connected analytical layers. They help distinguish physical equipment from the relationships and identities represented through it; they are not three separate domains.

What are cyberspace operations?

JP 3-12 defines cyberspace operations as “the employment of cyberspace capabilities where the primary purpose is to achieve objectives in or through cyberspace.” The key distinction is purpose: the term refers to the use of capabilities toward objectives in or through the domain, not simply any activity involving a computer or network.

Doctrine also emphasizes integration: cyberspace operations should be incorporated into the joint force commander’s plan and synchronized with other operations during execution. The definition describes the purpose of the operations; the planning guidance addresses how they fit into joint action. JP 3-12 (R), Cyberspace Operations.

What does “defensive cyberspace operations” mean?

NIST’s Computer Security Resource Center (CSRC) glossary records this source-attributed definition: “Passive and active cyberspace operations intended to preserve the ability to utilize friendly cyberspace capabilities and protect data, networks, net-centric capabilities, and other designated systems.” NIST attributes the entry to CNSSI 4009-2022, drawing on DoD JP 3-12. NIST CSRC: defensive cyberspace operations.

This is a mission category within the terminology, not a replacement definition for cyberspace itself or for cyberspace operations generally. Retaining the source attribution matters because glossaries can collect definitions from different publications.

Do U.S. and NATO definitions mean exactly the same thing?

Do not assume so. The U.S. joint definition above comes from JP 3-12 (R). The UK government identifies AJP-3.20, Edition A Version 1, as NATO allied doctrine for planning, executing, and assessing cyberspace operations in Allied joint operations. Its discussion treats cyberspace as extending beyond the Internet and includes wired, wireless, and apparently disconnected devices. That provides NATO context, but it does not establish that every NATO term is identical to the U.S. joint formulation. The GOV.UK page was first published 10 July 2020 and last updated 17 March 2023. GOV.UK: Allied Joint Doctrine for Cyberspace Operations (AJP-3.20).

How should you interpret a definition in a glossary?

Check both the concept being defined and the authority behind the wording. NIST CSRC is a searchable terminology index, but its entries retain source attribution; it is not a single origin for all definitions. For example, its cyberspace-operations entry points to CNSSI 4009-2022 from DoD JP 3-0, while its defensive-cyberspace-operations entry points to CNSSI 4009-2022 from DoD JP 3-12. The glossary also presents multiple cyberspace formulations from different underlying sources.

  • Identify the term: distinguish the domain, operations conducted in or through it, and a mission category such as defensive cyberspace operations.
  • Identify the authority: note whether the wording comes from U.S. joint doctrine, a source-attributed glossary entry, or NATO allied doctrine.
  • Check the source chain and edition: use the cited publication and version when exact wording matters; do not merge formulations from separate sources into a supposedly universal definition.

For U.S. joint terminology, the JP 3-12 definition is the relevant formulation here. For NATO terminology, the identified AJP-3.20 reference is Edition A Version 1; the cited GOV.UK page’s last update was 17 March 2023, so that page alone does not establish whether a later edition has superseded it.
