The European Union’s microplastics rules are already applying, but they do not ban every microplastic or take effect on the same date for every product. They restrict certain synthetic polymer microparticles intentionally used in products, with category-specific transition periods, while a separate EU regulation addresses losses of plastic pellets. Company-reported product changes show that some brands acted before or alongside these rules; textile-fiber shedding remains a harder measurement problem.

What the EU microplastics rules cover

Commission Regulation (EU) 2023/2055 began applying on 17 October 2023. It restricts synthetic polymer microparticles on their own or intentionally added to mixtures, subject to defined exclusions, derogations and phase-in dates. The restriction is part of the EU’s REACH chemicals framework.

This legal category is narrower than the way “microplastics” is often used in public discussion. It does not amount to a universal ban on all tiny plastic particles, nor does it treat every particle produced as a product wears down as an intentionally added ingredient. The European Commission’s explanatory guide is intended to help stakeholders and member states apply the restriction, but the Commission says the guide is not legally binding. The regulation itself and its category definitions determine what applies to a particular product.

When do the cosmetic transition dates apply?

Some uses have no transition period; others have later dates. The following are key dates for specified cosmetic categories under the EU restriction. They are not a substitute for checking the regulation’s exact definitions, formulation conditions and exceptions.

Advanced Microplastics in Water Test Kit | Specialized EPA Certified Drinking Water Labs | 100% Unbiased
  • RECOMMENDED: For targeted testing and identification of microplastics in drinking water.
  • TESTS FOR: Reported results will include detailed analysis of microplastic concentrations broken down by size category and polymer type–for example polyethylene, polypropylene, polyvinyl chloride, and polystyrene particles. Particles between 1 micron (μm) and 5 mm in size are quantified, and polymer types are identified for particles >10 μm.
  • EASY-TO-USE AT-HOME TEST KIT: This SimpleLab water test package provides all required materials to properly collect and submit a sample for certified laboratory testing.
  • NOTE: This testing package is designed for drinking water (tap or bottled water) only and cannot be used to analyze marine or surface water.
  • METHOD: Methods for microplastics analysis are still developing and currently have many limitations. This test combines optical microscopy with polarized light microscopy to get a higher accuracy count of microplastics at small particle sizes (1-10μm), as well as Raman spectroscopy which is accurate at identifying polymer types down to 10μm.
Product category Transition date or requirement
Rinse-off cosmetics 17 October 2027
Leave-on cosmetics 17 October 2029
Make-up, lip and nail products covered by the transition 17 October 2035
Specified make-up, lip and nail products still covered by the transition From 17 October 2031 through 16 October 2035, the label statement “This product contains microplastics” is required.

These dates do not mean that every product in a named category contains restricted particles until its deadline, or that all formulations are treated alike. The date matters only where the product and its use fall within the regulation’s definitions and transitional provisions.

How pellet-loss rules and the 2030 target fit in

Plastic pellets

Regulation (EU) 2025/2365 creates a separate framework to prevent plastic pellet losses. The Council describes requirements concerning risk management, packaging, handling, training, equipment and cleanup after accidental losses. This addresses pellets lost during handling and transport, rather than only particles intentionally incorporated into a product.

Policy target and projected impact

The European Commission’s microplastics policy page sets a target to reduce microplastic releases by 30% by 2030. That is a target, not a report that releases have already fallen by that amount.

In 2025, the European Commission estimated that the REACH restriction could prevent about half a million tonnes of microplastic releases over 20 years, with estimated total costs of up to €19 billion. Both figures are projections associated with the restriction, not measured outcomes.

Why textiles remain a difficult part of the problem

Some microplastic particles form unintentionally as materials wear. The European Chemicals Agency identifies synthetic textile fibers as one source. In its 2025 annual-report sustainability section, adidas describes microfiber release across production, consumer use and end-of-life, and says that developing comprehensive, reliable and scalable measurement methods across those stages remains a challenge. The account describes the company’s own work and position; it is not an independent assessment of the whole apparel sector.

This measurement gap makes textile shedding different from checking whether a particular formulation intentionally includes a restricted ingredient. The relevant release can occur at multiple stages, and the available account does not establish a single comprehensive method for measuring all of them. It also does not establish how much any one garment sheds or the effect of a specific household intervention.

Are brands removing microplastics?

Some companies report product changes, including actions before or alongside EU regulation. Their claims use different definitions and cover different product groups, markets and milestones, so they cannot be treated as a like-for-like scorecard or proof that brands generally have—or have not—kept pace with lawmakers.

Company Company-reported action Important boundary
Beiersdorf The company says it stopped using polyethylene peeling particles worldwide in 2015; its brands’ rinse-off products were free of microplastics from 2019; NIVEA met its stated UNEP-based definition in 2021; and Eucerin reached a company-stated milestone for its cosmetics portfolio at the end of 2023. These are Beiersdorf’s reported milestones. The definitions and product scopes are company-specific.
Henkel The company says its consumer brands’ products have been free of plastic microbeads used as exfoliating or abrasive particles since 2016. It also reports completing a shift to natural-origin or biodegradable opacifiers in hair and body care products in early 2022. Henkel says work on laundry and home-care formulations continues. Its scope and definition differ from Beiersdorf’s.

These examples establish reported actions by named companies, not independently audited comparisons of all brands or products. A fair comparison would need to align the product category, definition of “microplastics,” geography, milestone date and type of evidence. Without that alignment, “brand progress” can describe unlike things.

What is established about health concerns?

The European Commission Group of Chief Scientific Advisors’ 2019 opinion, recited in the EU’s 2025 pellet-loss regulation, says there are “significant grounds for concern and for precautionary measures to be taken”. This supports a precautionary policy framing; it is not proof that every proposed human-health effect has been demonstrated.

The US Food and Drug Administration’s position is narrower than the general debate about microplastics. Its FAQ says it has no evidence suggesting that plastic microbeads, as used in cosmetics, pose a human-health concern. The FDA also explains that the US Microbead-Free Waters Act of 2015 does not address consumer safety. That law prohibits manufacturing, packaging and distribution of rinse-off cosmetics containing plastic microbeads; the FAQ also covers products that are both cosmetics and non-prescription drugs, such as toothpaste. Its definition concerns small solid plastic particles intended to exfoliate or cleanse. The FDA statement should not be extended to other particle types, exposure routes or health outcomes.

What to check when evaluating a product or company claim

  • Product category: Is the claim about cosmetics, personal care, laundry, textiles or another use?
  • Definition: Does “microplastics” mean intentionally added polymer particles, plastic microbeads, or fibers released through wear?
  • Geography: Does the claim apply worldwide, in a particular market, or only where a regulation applies?
  • Milestone: Is the date a completed change, a regulatory transition deadline or a future commitment?
  • Evidence: Is the statement company-reported, regulator-defined or independently assessed?

For clothing, the distinction between intentionally added ingredients and fibers generated during use is especially important: the EU ingredient restriction and textile shedding concern related environmental issues, but they are not the same regulatory or measurement question.
