Mexico has presented a decree that would require covered digital platforms to stop children and adolescents from accessing, being exposed to, or being recommended violent and sexually abusive or explicit material. The framework also addresses hate speech, violent extremism, suicide and deliberate self-harm, eating disorders, school violence, harassment, cyberbullying and illicit conduct. The announcement was made on October 9, 2026; the decree’s enforceable timing depends on its publication in Mexico’s Diario Oficial de la Federación (DOF).
What Mexico’s proposed platform rules cover
The measure is broader than a rule about material a minor has already opened. Platforms would be expected to prevent access, reduce exposure and stop recommendation systems from directing minors toward covered harmful content.
The categories named in the government announcement include:

- Content promoting eating disorders
- School violence
- Harassment and cyberbullying

President Claudia Sheinbaum Pardo summarized the intended approach in Spanish: “Las plataformas tendrán que desarrollar todos los mecanismos para que niñas, niños y adolescentes no puedan tener acceso a estos contenidos.” In practical terms, that points to prevention built into platform design rather than relying only on users to report material after a child encounters it.

What covered platforms would have to do
The official release lists five main groups of obligations.

Safety-by-design is the central requirement
Age classification, parental supervision, reporting tools and protective defaults are presented as a connected system. A platform would not satisfy the policy simply by adding a warning screen if its recommendation system continued to promote the same material to a minor. The announcement specifically includes exposure and recommendation, not only deliberate searches.
Rapid removal and emergency cooperation
The removal duty focuses on accounts and content that promote or generate violence. The separate investigator-cooperation duty requires an always-available contact point, evidence preservation and handover. Where content threatens life, the release calls for an immediate alert to authorities.

Which apps and services are covered?
Mexico’s Consejería Jurídica describes covered platforms by function rather than by a closed list of company names. The definition reaches internet services that allow users to interact, communicate, generate, disseminate or share content.
That wording could encompass many kinds of interactive services, including services that combine messaging, user posts, video, live broadcasts or other content-sharing functions. The announcement does not publish a definitive list of apps, nor does it establish that every website or internet service is covered. The final scope will depend on the decree’s published legal text and any implementing rules.
When would the decree take effect?
The presidency said the decree would enter into force during the week after publication in the DOF. The October 9 announcement and the enforceable text are therefore separate checkpoints.

- Watch for the decree’s publication in the DOF.
- Read the published text for the exact effective-date clause and definitions.
- Check subsequent implementing rules for agency responsibilities, compliance procedures and technical details.
Until the DOF publication is verified, it is more accurate to describe the measure as a presented decree rather than an already operative platform rule. The announcement itself does not establish a complete compliance timetable for individual services.
Is age verification already Mexican law?
No. Two entries in the official legislative database are proposals, not proof that those provisions have been enacted.
April 15, 2026 age-assurance initiative
One initiative proposed progressive age verification, blocking access for children under 13 and requiring verified parental authorization for older minors. The proposal should not be reported as an existing nationwide requirement unless a later legislative or regulatory action gives it legal force.

Grooming and digital-evidence proposal
A separate proposal addressed grooming-related criminal-law changes, platform reporting and digital-evidence protocols. Its presence in the legislative database likewise does not make it enacted law.
The presented platform decree does call for age classification and parental supervision tools, but those duties are not the same as a confirmed statutory age-verification mandate.

On October 2, 2026, Sheinbaum announced a workgroup coordinated by the Consejería Jurídica. Participants named in the announcement include the Secretariat of Security and Citizen Protection, the Secretariat of Public Education, the National Intelligence Center, the Agency of Digital Transformation and Telecommunications, and academic institutions.

The group’s stated first objective was to require platforms to remove communications or actions tending toward violence, abuse or harassment and to develop additional regulatory proposals. This coordination effort explains why the October 9 decree announcement may be followed by further rules rather than serving as the final word on platform obligations.
What remains unsettled
The official materials available for the announcement do not provide a complete sanctions schedule, identify every enforcement agency or describe a platform appeal process. They also do not supply a closed list of covered services or a final technical specification for age classification, recommendation controls or parental tools.
Those details require review of the published DOF decree and any later implementing regulations. Platforms, parents and schools should treat those documents as the authoritative source when they become available.
What the announcement means for families and platforms
For families, the expected direction is toward stronger default protections, more visible reporting channels and tools that allow a parent or guardian to supervise a minor’s use of an interactive service. For platforms, the policy points to changes in content classification, recommendation systems, account enforcement, emergency response and evidence handling.
The most important distinction is that the framework targets the path by which harmful material reaches a minor: access, exposure and recommendation. A service would need to consider all three, not only whether a child intentionally searched for or opened a prohibited item.
