Mexican mobile virtual network operators (MVNOs) can reduce prepaid costs, but there is no single nationwide “cheapest” or “best-covered” provider. The right choice depends on the host network available at your addresses, your phone’s bands and homologation, the data and validity you need, and conditions such as rollover, auto-recharge and port-in bonuses. Use the IFT tariff viewer and each operator’s current terms before buying.
What a Mexican MVNO is and why prices can be lower
An MVNO sells mobile service without operating a complete nationwide radio network of its own. It buys wholesale access from a network operator, then packages that capacity under its own brand, pricing and support model. You still need a compatible SIM or eSIM and a handset that can connect to the underlying network.
Mexico’s prepaid MVNO market expanded from 39 operators in 2024 to 58 in 2025. The Instituto Federal de Telecomunicaciones (IFT), now operating within the Comisión Reguladora de Telecomunicaciones, recorded that inventory in a list tied to offers available through February 21, 2025. It included Bait, Chedraui móvil, Diri, Flash Mobile, Kolors Mobile, Newww, Oxxo Cel, Pillofon, Redi Coppel, Telmovil, Vasanta, Wimo and Yobi Telecom, among others.

| Market fact | What it means for a buyer |
|---|---|
| 39 MVNOs in 2024; 58 in 2025 | There are many alternatives, and the competitive set changes. Treat the IFT inventory as a dated snapshot rather than a permanent directory. |
| Profeco’s July 6, 2024 comparison | Profeco stated that telephone recharges through MVNOs are cheaper and compared MXN 200 options from the major carriers and numerous MVNOs. |
| Red Compartida: wholesale 4.5G LTE, 90 MHz of 700 MHz Band 28 | Several low-cost offers may depend on this network. Your handset must support the relevant bands, and practical coverage must be checked at your locations. |
Profeco’s comparison is useful evidence that MVNO recharges can cost less, but a MXN 200 comparison does not identify one universal winner. A plan with more high-speed data, longer validity or North American roaming can be better value than a cheaper plan with a short expiration.
How to compare Mexican MVNO plans fairly
Record the following fields for every plan on the same date. Prices and promotions can change, so include the date, the city or state where you will use the line, and whether the plan is prepaid or postpaid.
- Total cost: Compare the amount paid per renewal and, for annual offers, the full annual outlay. Separate recurring price from a one-time port-in promotion.
- High-speed data: Note the included gigabytes before any speed reduction. A large allowance can matter more than a low headline price.
- Reduced-speed allowance and caps: Check what happens after high-speed data is consumed, including any fair-use threshold or hard suspension.
- Validity: A 30-day package and a 30-calendar-day package may have different renewal dates. Record the exact expiry rule.
- Rollover: Confirm whether unused data carries forward, how long it lasts and whether renewal must happen automatically.
- Hotspot: Verify that tethering is permitted and whether hotspot data is counted separately.
- Roaming: Check Mexico-only service versus Mexico, United States and Canada use. Confirm included data, calls, text messages and any fair-use limit.
- Port-in benefits: Record the bonus amount, eligibility, activation deadline and validity. A bonus is not the same as the regular allowance.
- Coverage: Check the host network at home, work, school and travel destinations. Wholesale coverage does not automatically match Telcel or AT&T coverage at every address.
- Support: Identify the available channels and hours before you move a primary number.
- SIM, eSIM and handset rules: Confirm physical-SIM or eSIM availability, unlocked status, IFT homologation and required radio bands.
- Auto-recharge: Determine whether the best price requires a recurring card charge and how cancellation works.
The IFT tariff viewer lets you filter by operator, price, prepaid or postpaid status, consumer eligibility, tariff status, included minutes, SMS and internet capacity. Use it to create a current shortlist, then read the operator’s own terms for exclusions and promotion dates.

The evidence supports a practical shortlist, not a permanent ranking. The entries below describe documented characteristics and the reason to investigate each one.
| Operator or group | Documented characteristics | When to investigate it |
|---|---|---|
| Bait and other Red Compartida-based offers | Low-cost prepaid positioning on a wholesale network model; compatibility with 700 MHz Band 28 can be important. | When the host network has reliable service at your addresses and you want a low prepaid cost. |
| Diri | Advertises double national coverage, number retention, auto-recharge and no forced term. Promotions have stated validity windows. | When keeping your number and avoiding a forced contract are priorities, provided the current promotion and coverage fit. |
| Newww | Supports number porting, advertises 4.5G plans and rollover, and offers time-limited port-in data bonuses. Activation requires an IFT-homologated compatible handset and a Newww SIM. | When rollover, port-in data or Mexico/United States/Canada-oriented use is valuable and your device meets the requirements. |
| Oxxo Cel, Pillofon, Telmovil, Chedraui móvil, Kolors Mobile and Flash Mobile | Included in the IFT inventory or Profeco’s comparison as part of the competitive MVNO set. | When a live tariff check shows a better combination of data, validity or coverage for your location. |
Newww’s tariff page says that, from June 29, 2026, Diri Telecomunicaciones is the responsible provider while the Newww line, service, network and plan remain the same. The same page lists registered prepaid and postpaid tariffs ranging from 2 GB to 50 GB. That corporate change does not remove the need to verify the tariff and terms you are actually buying.

Diri’s “double national coverage” wording is an operator claim, not an independent nationwide ranking. Check the exact address and travel routes before relying on it for work or emergency communications.
Coverage: host network matters more than the logo
An MVNO’s logo does not tell you how its radio signal will perform. First identify the host network or wholesale platform named in the plan documentation. Then compare that network’s coverage with the places you use the phone.
Red Compartida and Band 28
The government’s 2026–2030 connectivity plan describes Red Compartida as a wholesale 4.5G LTE network using 90 MHz of the 700 MHz Band 28. Lower-frequency spectrum can help propagation, but the presence of Band 28 alone does not guarantee indoor service, capacity or coverage in a particular neighborhood.
Before ordering, check that your model supports the relevant LTE bands and that the operator accepts it. A phone may be technically unlocked yet fail to connect if it lacks the required bands or has not been homologated for Mexico.
Use address-level checks
- Write down your primary locations: home, workplace, school, regular destinations and the routes where you need data.
- Use the operator’s current coverage map or address checker for each location.
- Ask whether the map represents outdoor, indoor or estimated coverage, and whether the plan uses a roaming partner in weak areas.
- Check recent local experience from people who use the same host network; treat anecdotes as supplementary, not as a nationwide test.
- If the number is critical, test with a secondary SIM before porting your main line.
No single published source provides an independently verified nationwide speed ranking for every Mexican MVNO. Coverage maps and local tests are therefore more useful than a blanket statement that one brand “has the best coverage.”

Phone, SIM and eSIM compatibility
Three separate checks prevent most activation failures: the handset must be unlocked, it must support the host network’s bands, and it must meet Mexican homologation requirements where the operator requires them.
Unlocked status
Insert a SIM from another network or check the phone’s network-lock setting. A carrier-financed device can remain locked even after it is paid off, depending on the original carrier’s policy. Resolve the lock before ordering an MVNO SIM.
Radio bands
Compare the exact model number, not just the phone family, with the operator’s supported bands. Regional variants can omit Band 28 or other LTE bands used by the host network.
IFT homologation
Newww explicitly requires an IFT-homologated compatible handset and a Newww SIM for activation. Other operators may state similar requirements, so read their current terms. Keep the model and homologation information available if support asks for it.
SIM or eSIM
Buy the format your phone accepts. If an eSIM is offered, confirm that your exact device and software version support eSIM and that the activation QR code is issued for Mexico. Do not cancel the old service until the new SIM or eSIM has completed activation and testing.

Number portability: keep your Mexican number
Number portability lets you move an existing number to a new operator. Newww documents number porting, and Diri advertises number retention. The exact identity checks, authorization code and timing are controlled by the operator and Mexican portability process, so follow the current instructions supplied with the order.
- Confirm that the number is active and registered to the information you will provide during the request.
- Request portability with the new operator and obtain any authorization code or validation it requires.
- Purchase and insert the new SIM, or install the eSIM profile, following the operator’s activation steps.
- Keep the old line available for calls and messages until the port completes. Do not terminate it first.
- Test incoming and outgoing calls, SMS, mobile data and caller ID after completion.
- Check banking, messaging and two-factor-authentication accounts if they depend on the number.
Port-in bonuses deserve separate scrutiny. Confirm the qualifying plan, deadline, bonus data amount and expiry. A bonus can disappear if you cancel auto-recharge or fail to renew under the promotion’s conditions.
Auto-recharge, rollover and contract conditions
Auto-recharge
Auto-recharge can prevent an unexpected expiry and may be required for a promotional price. Before enabling it, record the charge amount, renewal date, payment method, cancellation path and what happens after a failed payment. Diri advertises auto-recharge; that feature is useful only if the recurring charge matches your budget and usage.
Rollover
Rollover is valuable for irregular usage, but ask whether unused data rolls over indefinitely, for one cycle or only while auto-renewal remains active. Newww advertises rollover on its plans; the specific tariff determines the amount and conditions.
Recommended Free Tools
No forced term
Diri advertises no forced term, which can reduce switching risk. “No forced term” does not necessarily mean refunds are available for a partially used period, so check cancellation and balance-expiry rules.

Step-by-step: switch without losing service
- Define usage. Estimate monthly high-speed data, hotspot needs, calls, SMS, travel to the United States or Canada, and the locations where coverage is essential.
- Build a dated shortlist. Use the IFT tariff viewer to filter price, prepaid or postpaid status, minutes, SMS and data. Save screenshots or tariff references because promotions change.
- Read the operator terms. Verify fair-use limits, reduced speeds, validity, rollover, auto-recharge, port-in eligibility and cancellation conditions.
- Check coverage. Identify the host network and test your addresses, indoor locations and travel routes.
- Check the handset. Confirm unlocked status, LTE bands, IFT homologation and SIM or eSIM format. Newww requires all of these compatibility conditions explicitly.
- Choose the right purchase. Buy the exact SIM or eSIM for the selected tariff. Avoid assuming that a generic MVNO SIM activates every plan.
- Activate before cancelling anything. Newww’s documented flow starts by acquiring and inserting its SIM. Follow the chosen operator’s activation sequence and wait for network registration.
- Port the number if needed. Submit the portability request, keep the old line active and watch for the completion message.
- Test service. Place calls, send SMS, load websites, test hotspot if needed and verify roaming before leaving the old provider.
- Cancel unwanted recurring charges. Once the port or new line works, disable the old plan and any auto-recharge you no longer need. Keep confirmation records.
Common failure modes and fixes
The phone shows no service
- Recheck that the device is unlocked and that the SIM is seated correctly.
- Confirm the model supports the host network’s LTE bands, especially Band 28 where applicable.
- Restart the phone, enable automatic network selection and install any carrier settings supplied by the operator.
- If activation still fails, provide the exact model number and homologation details to support.
Coverage is weaker than expected
- Compare the actual location with the host network’s map; an MVNO does not inherit every carrier’s footprint.
- Test outdoors and indoors, because building materials can change results.
- Check whether the plan permits domestic roaming or relies solely on the wholesale network.
- Use a second network for critical communications if one provider cannot cover a known dead zone.
The port has not completed
- Keep the old SIM active and verify that the submitted account details match the number holder.
- Check whether the authorization code or identity validation expired.
- Contact the new operator with the request reference instead of submitting repeated orders that could conflict.
A promotional bonus is missing
- Confirm that the line was ported within the promotion window and that the selected tariff qualified.
- Check whether auto-recharge or a first renewal was required.
- Save the offer terms and activation receipt, then ask support to audit eligibility.
Data stops after heavy use
- Review the plan’s high-speed allowance and fair-use language.
- Check whether the line has moved to a reduced-speed allowance rather than lost service entirely.
- Compare the cost of an add-on with moving to a larger tariff at the next renewal.
How to decide between an MVNO and a major carrier
An MVNO is usually the stronger candidate when your priority is a low prepaid bill, flexible validity, a rollover feature or a targeted port-in bonus, and the host network performs well where you live. A major carrier may be preferable when you need a footprint that has been tested extensively in remote areas, a mature retail support network, or a bundle whose roaming and device financing terms are more important than the lowest recharge price.
Make the decision with a 90-day cost rather than a first-month price. Add the regular renewals, required auto-recharges, data add-ons, SIM or activation fees and any travel usage. Exclude a one-time bonus from the recurring calculation. Then compare the result with the value of coverage and support at your actual locations.
What “cheapest” should mean in Mexico
There are at least four different meanings of cheapest:
- Lowest entry price: the smallest amount needed to activate or recharge.
- Lowest cost per high-speed gigabyte: useful for data-heavy users, but only if the allowance is usable before expiry.
- Lowest monthly cost for light use: favors long validity and no forced renewal.
- Lowest total cost while travelling: depends on United States and Canada roaming, not just domestic data.
Because current tariffs, promotions and geography differ, a responsible comparison must name the date, location, data amount, validity and fair-use conditions. The IFT inventory and Profeco comparison establish a competitive market; they do not justify a timeless ranking.
Bottom line for shoppers
Start with the IFT tariff viewer, shortlist plans that match your data and validity needs, and verify the host network at every important address. Investigate Bait or another Red Compartida-based offer when low prepaid cost and local coverage align; investigate Diri when number retention, advertised double coverage, auto-recharge and no forced term fit your priorities; and investigate Newww when rollover, port-in benefits or Mexico/United States/Canada use matter and your handset meets its IFT-homologation and compatibility requirements. Treat Oxxo Cel, Pillofon, Telmovil, Chedraui móvil, Kolors Mobile, Flash Mobile and other listed operators as live-tariff candidates rather than fixed winners. Keep your old line active through activation and portability, and never assume a low headline price compensates for unusable coverage or restrictive fair-use terms.
