Methane cuts are being planned and enforced with an incomplete evidence base. Country inventories provide broad annual totals, while atmospheric measurements reveal intermittent and unusually large leaks that standard calculations can miss. The practical answer is not to choose one method: governments and operators need measurement-informed reporting that combines inventories, satellites, aircraft, drones, ground sensors and continuous monitors.

Why methane measurement matters for climate policy

Methane is short-lived in the atmosphere but highly climate-active. The United Nations Environment Programme said in 2025 that human-caused methane emissions are responsible for roughly one-third of the planet’s current warming. Cutting methane can therefore slow near-term warming, but only if regulators know where emissions occur, how large they are and whether reductions persist.

The International Energy Agency (IEA) estimated in its Global Methane Tracker 2025 that global energy-related methane emissions are about 80% higher than the total countries report to the United Nations Framework Convention on Climate Change (UNFCCC). That is not evidence that every national inventory is wrong by the same amount. It shows that methods, coverage and reporting quality vary enough to create a major global difference between reported and measurement-informed estimates.

IEA describes robust measurement, monitoring, reporting and verification (MMRV) systems as essential for tracking reductions. Without them, a government can set a target without a reliable baseline, an operator can repair a known facility while missing another large source, and an enforcement agency may struggle to distinguish a genuine improvement from a change in measurement.

Why are methane emissions hard to measure?

Bottom-up inventories depend on activity data and emission factors

Most national inventories use a bottom-up calculation. Analysts count activities such as producing gas, operating coal mines, raising livestock, transporting fuel or managing waste, then multiply those counts by standard emission factors. The approach is scalable: a country can estimate emissions across thousands of facilities without measuring each one individually, and the results fit established UNFCCC reporting formats.

Its weakness is that an average factor cannot describe every real-world facility. A leaking valve, a damaged compressor seal, a poorly maintained well, an abandoned mine or an unregistered waste site may emit far more than the assumed average. Emissions can also change rapidly during maintenance, accidents, pressure releases or unusual operating conditions. If the activity is missing from a registry, the calculation may not include it at all.

Top-down observations measure methane in the atmosphere

Top-down methods detect methane after it has entered the atmosphere. Satellites, aircraft, drones and ground networks measure methane concentrations or plumes, then use atmospheric-transport models to infer an emission rate and, where possible, assign it to a facility or sector. These observations provide a reality check on inventories and can reveal so-called super-emitting events that dominate a region’s emissions for a short period.

Top-down estimates have their own uncertainties. Wind direction and speed, atmospheric mixing, cloud cover and the timing of a survey affect the result. A plume can cross several facilities, making attribution difficult, while a brief survey can miss a source that is intermittent. Instruments also have minimum detection rates, so a non-detection does not prove that a site emits nothing.

Why the two approaches cannot simply be substituted

An inventory offers broad administrative coverage and a consistent annual framework, but it may smooth away abnormal events. A plume survey can identify a large leak with high precision at a particular moment, but it cannot automatically provide a complete national total. Measurement-informed reporting reconciles the two: inventories establish the activity structure, observations test the assumptions, and revised factors or facility data feed back into the inventory.

How large is the reporting gap?

The IEA’s 2025 estimate of an approximately 80% difference between global energy-related methane emissions and UNFCCC-reported totals is the clearest headline measure. It combines evidence from multiple sectors and observation systems, so it should not be read as a uniform correction applied to every country.

Coverage is geographically uneven. The IEA’s 2024 assessment found the clearest measurement picture in the United States and Canada. Uncertainty is significantly higher in major emitters including Russia, Venezuela, India, China, Brazil and Nigeria. In these countries, fewer direct campaigns, difficult access, limited public data or complex terrain can make it harder to validate national estimates.

China’s coal-sector estimates illustrate methodological spread

Different studies and reporting systems produced substantially different estimates for China’s coal-sector methane emissions for 2025. The figures below are not competing measurements of the same experiment; they reflect different methods, boundaries and assumptions.

Estimate Source and year What it demonstrates
21.4 Mt Zhang et al., 2025 A high estimate from a research study
Around 14 Mt East et al., 2025 A lower independent study estimate
22 Mt IEA, 2026 An agency estimate using its own methodology
21 Mt UNFCCC reporting The figure reported through the national inventory process

The spread does not by itself identify which number is correct. It shows why analysts need transparent activity data, comparable definitions and repeated atmospheric checks before using a single value for compliance or trend claims.

One airborne campaign can change the picture for a region

Fiehn et al. (2025), summarized in the IEA Global Methane Tracker 2026, reported roughly 150 kilotonnes of offshore oil-and-gas emissions from an airborne campaign over Angola based on 2022 observations. A campaign result is not a complete national inventory, but it can expose a source category that routine reporting or sparse ground checks underrepresent.

Do satellites detect all methane leaks?

No. Satellites are powerful for finding large or persistent plumes, but they cannot provide a complete inventory on their own. UNEP’s Methane Alert and Response System (MARS) explains that satellites offer global coverage, frequent observation and cost-effective large-scale monitoring, while warning that they are “not a silver bullet” because of technical limitations.

Conditions that block or weaken satellite observations

  • Sunlight and clouds: Optical methane instruments need reflected sunlight and generally clear skies. Nighttime, heavy cloud and haze can eliminate usable observations.
  • Surface type: Snow and ice, water, dense forests, mountains and complex urban areas can make methane retrievals difficult or unreliable.
  • Detection thresholds: Every instrument has a minimum emission rate or concentration contrast it can detect. Smaller leaks can remain invisible even under ideal conditions.
  • Temporal sampling: A satellite may pass a site only periodically. An intermittent release can occur between overpasses, and a single clear image may capture an unusual event rather than a typical operating rate.
  • Attribution: A plume can drift from its source. Where facilities are close together, assigning it to one operator may require aircraft, drone or ground follow-up.

More than 25 methane-capable satellites can now provide emissions insight, according to the IEA’s 2025 tracker. That growing fleet improves the chance of detecting events, but additional satellites do not remove cloud, terrain, threshold or attribution constraints.

What recurrent sources tell us

Carbon Mapper’s analysis of more than 2,000 oil-and-gas plumes found about one quarter of detected sources were recurrent. A recurrent source is repeatedly observed; it is not necessarily the largest source in a country, and a source observed once may still be important. The finding supports repeated monitoring and repair verification rather than one-time surveys.

Which monitoring method fits which question?

No instrument performs best on every dimension. The following comparison describes typical strengths and limitations; actual performance depends on instrument design, weather, terrain, survey planning and data access.

Method Spatial coverage Temporal frequency Minimum detectable leak Facility attribution Weather and terrain sensitivity Cost and access Inventory compatibility
Bottom-up inventory National or sector-wide Usually annual or periodic Not detection-based; depends on emission factors Usually limited to registered activity Low direct sensitivity because it uses modeled factors Relatively scalable; depends on data systems Directly aligned with UNFCCC reporting
Satellite imaging Regional to global Repeated overpasses, not continuous Instrument-specific; strongest for large plumes Good where sources are separated and conditions are clear High sensitivity to clouds, sunlight, surface type and terrain Large-area monitoring can be cost-effective; access varies by mission Useful for checking and updating inventory assumptions
Aircraft survey Targeted regions, basins or offshore areas Campaign-based Often lower than broad satellite screening, depending on sensor Strong when flight data and wind modeling are available Affected by wind, flight conditions and atmospheric mixing Expensive and logistically intensive Provides detailed validation and emission-rate estimates
Drone survey Facility or small-area scale On demand Can be very sensitive at close range Excellent for individual equipment and repair checks Wind, airspace, terrain and battery limits matter Lower area coverage; requires trained operators and permissions Useful for verifying facility-level inventory data
Ground sensors and continuous monitors Point or facility network Continuous or near-continuous Depends on sensor placement and sensitivity Strong inside a monitored site; weaker for distant sources Local wind and obstructions affect readings Equipment and maintenance costs recur over time Best for trends, alarms and verification of repairs

Which countries have the biggest methane data gaps?

The IEA identifies the United States and Canada as having the clearest measurement picture, reflecting extensive studies and comparatively accessible data. That does not mean their inventories are complete or error-free; it means independent observations are more available for testing them.

Uncertainty is higher in Russia, Venezuela, India, China, Brazil and Nigeria. The reasons differ by country and sector: large geographic areas, offshore or remote infrastructure, limited monitoring campaigns, restricted data access, rapidly changing production, informal activity or difficult atmospheric conditions. A country can have strong measurements in one basin and major blind spots elsewhere.

Global rankings should therefore be treated cautiously. A country with more satellite detections may simply have better observation coverage, while a country with few detections may be poorly observed rather than low-emitting.

What is the best way to monitor methane emissions?

The most reliable strategy is a layered MMRV program in which each method answers a different question.

  1. Build a transparent source register. Record wells, compressors, pipelines, mines, livestock operations, landfills, wastewater plants and other relevant activities, including abandoned or informal sources where possible.
  2. Calculate a bottom-up baseline. Document activity data, emission factors, operating conditions and uncertainty ranges so another analyst can reproduce the estimate.
  3. Screen broadly with satellites. Use clear-sky observations to identify large or persistent plumes and publish alert timing, location, detection threshold and confidence information.
  4. Investigate alerts with aircraft or drones. These surveys can refine emission rates, follow plumes under favorable wind conditions and separate neighboring facilities.
  5. Install ground or continuous monitors at priority sites. Use them where emissions are likely to recur, where a repair needs verification or where satellite coverage is weak.
  6. Reconcile observations with the inventory. Update equipment counts, emission factors and source categories instead of simply adding every detected plume to an annual total.
  7. Verify repairs and publish outcomes. A follow-up observation should show whether the emission fell, disappeared or returned. Public records should distinguish confirmed reductions from unresolved alerts.

UNEP’s International Methane Emissions Observatory (IMEO) illustrates this integrated model by combining satellite information with operator reports, inventories and scientific studies. Since its launch in 2021, its current public information lists 47 studies initiated and 35 peer-reviewed papers published.

Can policy move ahead while measurements improve?

Yes. Better data strengthens prioritization and enforcement, but uncertainty is not a reason to delay known controls. The IEA reports that methane pledges cover about 80% of global oil and gas production, yet about half of the industry has not set near-zero methane targets.

Policies that can proceed while measurement systems mature include:

  • Leak detection and repair (LDAR): Require regular inspections, rapid repair of detected equipment and independent verification for high-emitting sites.
  • Low- or zero-emissions equipment: Replace pneumatic controllers, pumps and other components that routinely vent methane when practical alternatives are available.
  • Restrictions on routine flaring and venting: Distinguish emergency or safety releases from normal operating practice, require records and enforce limits.
  • Measurement-informed permits: Use observed emissions to set facility conditions, prioritize inspections and revise outdated emission factors.
  • Open data rules: Publish inventories, uncertainty ranges, satellite alerts, operator responses and repair results in formats that researchers and communities can analyze.

These measures also create better data. A repair record, continuous sensor or verified equipment replacement supplies evidence that can improve the next inventory cycle.

How to interpret a methane map or alert

A methane alert is a lead for investigation, not automatically a final emissions total. Check the observation date, instrument, cloud and surface conditions, estimated detection threshold, wind field, plume duration and whether the location contains several possible sources. Look for repeat observations and for an operator or regulator response.

Conversely, an area without alerts should not be described as methane-free. Small leaks, emissions under the instrument threshold, releases during cloudy periods and sources outside the satellite’s viewing geometry can all be absent from a map.

The most defensible public claim combines the alert with corroborating evidence: a facility record, aircraft or drone measurement, ground sensor trend, repair documentation and an updated inventory entry. That chain makes the result useful for enforcement rather than merely illustrative.

The practical conclusion

Methane-emissions data gaps are both methodological and geographic. Bottom-up inventories can miss abnormal and unregistered sources; top-down observations can miss small, brief or obscured emissions and may struggle to assign a plume. Satellite coverage is expanding, but sunlight, clouds, snow, water, forests, mountains, cities and detection thresholds remain structural limits. Governments and operators get the strongest evidence by integrating inventories with satellites, aircraft, drones, ground networks and continuous monitors, then using the combined record to target abatement and verify that reductions last.
