Metal Gear Solid 2: Sons of Liberty ends by revealing that its apparent terrorist crisis is also a controlled experiment in information, identity and obedience. The Big Shell is a disguise for Arsenal Gear, a platform built around GW, the Patriots’ artificial-intelligence core. GW can decide what information is retained or deleted, while institutions and citizens turn those filtered records into accepted “truth.”
Raiden has been placed inside a manufactured version of the Shadow Moses scenario. The Patriots use familiar voices, authority, emotional pressure and selective information to test whether a soldier—and a desired result—can be produced by controlling his environment. When the system collapses, Raiden removes the dog tag bearing the player’s chosen name and rejects an identity imposed by someone else. The final message is not that machines alone control history, but that people must choose what they remember, interpret and pass on.
What the ending reveals at a glance
The game resolves several mysteries at once, but not all of them in the same way. Some revelations are literal plot mechanics; others are thematic conclusions about authorship and cultural memory.

The game deliberately leaves one question open: if the twelve known Patriots are dead, who—or what—now operates the system? The answer is implied to be a continuing network of procedures, data and artificial intelligence rather than a committee of living people.

The Patriots: people, program or institutional ghost?
President Johnson describes the Patriots as a power that wants to manage the flow of digital information. Their fear is not simply an enemy army or a nuclear exchange. It is an overabundance of data: contradictory reports, uncontrolled opinions and records that make it difficult to impose a single usable account of reality. Arsenal Gear is designed to solve that problem for them by selecting what can circulate and what disappears.
The post-credits codec makes the revelation stranger. Snake and Otacon confirm that the disc contains information about twelve Patriots, but all twelve are already dead. The game says they have been dead for approximately one hundred years. This means the “Patriots” encountered during the story are not a normal board of living officials. Their names and authority have become a shell that the active system can continue to use.
That twist supports two readings at once:
- Literal reading: the known founders or members are dead, and their data is being used by a later mechanism.
- Thematic reading: a control system can outlive its creators when its rules, databases and institutions keep reproducing the same decisions.
The ending therefore does not identify a final villain who can be confronted and defeated. It shows how power can become anonymous and durable. Destroying one operator would not necessarily destroy the filtering process.

Arsenal Gear is presented first as a strategic weapon, but its more important function is informational. The Big Shell conceals it beneath the appearance of an environmental cleanup project. Inside Arsenal is GW, the Patriots’ AI core, connected to military and information systems.
Emma Emmerich explains GW’s central operation: it decides what data is stored and what data is deleted. The game script gives GW a fictional capacity of “980 trillion hammets” of parallel processing for its optic-neural AI. That number is dialogue from the game, not a real-world computer benchmark, and it should be understood as science-fiction scale-setting.

GW is not a supernatural device that directly controls every human mind. Its power is administrative and systemic. If records, reports and communications are filtered, then organizations make decisions from an edited information environment. People may sincerely believe the resulting account because the alternatives have been removed or made inaccessible.

This is why the game’s censorship is more frightening than a simple propaganda broadcast. The system does not need to persuade everyone of a lie in one dramatic moment. It can narrow the available record until one interpretation becomes the only practical one.

The Colonel and Rose communications are partly AI-mediated performances. The Patriots use familiar voices, command language and personal leverage to keep Raiden inside the exercise. The voice sounds like an authority figure Raiden already trusts, so he follows instructions before he has a reason to question the source.
The Colonel is therefore not best understood as a normal human officer secretly sitting inside Arsenal Gear. The communications are interfaces generated or manipulated by the Patriots’ system. They mix genuine information, omissions and increasingly obvious errors as GW becomes infected and loses control.
Rose’s role follows the same pattern but adds emotional pressure. The system uses Raiden’s relationship with her to make the scenario feel intimate and personally consequential. Orders do not arrive as abstract data; they arrive through voices designed to trigger obedience, guilt and attachment.

Makoto Shinkawa’s archived Konami Q&A explains the game’s euphemism directly: “when certain people in the game try to say ‘the Patriots,’ they can’t say so because they are programmed that way.” The “La-li-lu-le-lo” phrase is thus more than a joke or censorship gag. It signals that language itself has been constrained by programming.
What the S3 Plan was really testing
S3 is the Patriots’ controlled exercise using Raiden. Its purpose is to reproduce the structure and pressure of the Shadow Moses incident, not merely to train a generic soldier. Raiden is placed in a manufactured crisis with objectives, enemies, commands, rewards and revelations arranged to steer his behavior.
- Construct a familiar scenario. The operation echoes Shadow Moses closely enough to activate established military expectations and narrative patterns.
- Control the information environment. Raiden receives selected briefings, targets and explanations while critical facts remain hidden.
- Apply incentives and threats. Orders, deadlines, danger and the apparent safety of Rose keep him moving through the scenario.
- Measure behavior. The Patriots observe whether a soldier can be guided toward a desired outcome under those conditions.
- Test reproducibility. The experiment asks whether the “right” person and result can be generated by managing context rather than relying on an exceptional individual.
Solidus is pursuing his own rebellion against the Patriots. The Patriots do not create every motive in the operation, but they exploit his rebellion as the experimental setting. His political goal and their scientific test overlap temporarily, which is why the same events can serve two different agendas.
S3 is not simply a claim that Raiden is a copy of Solid Snake. It tests whether the structure around a person can produce a recognizable pattern of choices. The implication is unsettling: heroism, loyalty and even apparent personal decisions may be partly manufactured by the information and incentives surrounding them.
Why Raiden throws away the dog tag
After GW is infected and Arsenal’s control collapses, Raiden meets Snake in New York. The dog tag carries the identity entered by the player at the beginning of the game. Raiden removes it because that name is arbitrary and externally supplied; it does not tell him who he is or what he should do next.

Snake tells Raiden to decide his own name and future. The scene turns a game-menu input into a literal question of authorship. The player had supplied an identity, but Raiden now refuses to let that input define his entire life. Throwing away the tag is not an escape from identity. It is a decision to choose one rather than inherit an imposed label.
This moment also completes the contrast between Raiden and the Patriots. Their system assigns roles through data, instructions and scripted expectations. Raiden’s act is small and personal, but it is the first decision in the story that he makes outside the scenario’s commands.

Raiden and Rose then discuss what can be transmitted beyond DNA. Their conversation names environment, ideas, culture, poetry, compassion, sorrow and joy. Snake’s closing monologue expands the point: people can pass on history through speech, music, literature, film and, increasingly, digital networks.
Konami’s official explanatory archive connects this language to Richard Dawkins’s 1976 concept of memes: cultural units that move from mind to mind in a way analogous to genes. MGS2 translates that idea into a networked setting where cultural information can be copied, modified and transmitted at enormous scale.

The contrast with GW is deliberate. GW filters what survives according to a centralized system’s judgment. The characters argue instead for deliberate human inheritance: people should interpret the past, decide what deserves preservation and accept responsibility for the meanings they transmit.

Hideo Kojima later described the intended emphasis in a 2025 interview report: “In digital, everything remains.” He also said, “It wasn’t about AI, but interweaving digital data gaining a will of its own. That was the story.” In this reading, AI is the dramatic interface, while the political subject is the selection and circulation of information.
What the ending resolves—and what it leaves open

The unresolved questions are intentional. A final list of living conspirators would reduce the conflict to a conventional assassination plot. By leaving the operating layer uncertain, the game makes the reader consider systems that continue without visible authors.
How to read the final scene
As a plot explanation
The Patriots built Arsenal Gear, placed GW at its center, manipulated the Colonel and Rose channels, and used Solidus’s operation as the setting for S3. GW’s infection breaks the system’s control, allowing Raiden and Snake to act outside the scenario.

The player directs Raiden for most of the game, yet the story repeatedly shows that his instructions come from an unseen authority. The dog-tag scene reverses that arrangement: Raiden recognizes the difference between receiving commands and choosing a life.
As a warning about digital memory
Once information can be copied and filtered at network scale, control does not require one dictator to rewrite every record. A system can decide what remains visible, and society can perform the rest by relying on the surviving record.
Why the ending still matters
MGS2’s ending is often described as an AI prediction, but that description is incomplete. GW gives the story a voice and a mechanism, yet the central danger is the social process around it. The AI chooses what is retained; institutions act on the result; people inherit an edited history and may forget that alternatives existed.
The game’s answer is neither “trust every piece of data” nor “reject technology.” It is to treat transmission as a responsibility. Memories, ideas and cultural works should be examined, interpreted and passed on intentionally rather than accepted because an invisible system selected them.

That is why the final images move from Arsenal’s collapse to an ordinary street and a discarded dog tag. The Patriots’ system seeks to author the future by controlling information. Raiden’s choice begins with something smaller: refusing an assigned name and deciding that his future, and what he leaves behind, cannot be completely written by the system.
