Choose Llama 4 when native multimodality or an exceptionally long context window is the main requirement and Meta’s Llama 4 Community License is acceptable. Choose Mistral Small 4 when you want one Apache 2.0 model covering reasoning, image input, coding and agentic workflows. Choose Gemma 3 or Gemma 4 when a small local footprint, Google tooling or Apache 2.0 licensing matters most.

There is no universal winner. The exact checkpoint, quantization, context length, serving stack and workload determine the result. Vendor benchmark tables are useful for understanding what a model was tested on, but they are not a substitute for running the same prompts through the candidates you may actually deploy.

Quick answer: which family fits your use case?

  • Long documents, image-plus-text prompts or native vision: start with Llama 4 Scout. Meta advertises up to 10 million tokens of context for Scout, but you still need to validate memory use, latency and the license for your application.
  • One Apache-licensed model for reasoning, vision, coding and agents: evaluate Mistral Small 4, announced in March 2026.
  • Lightweight local deployment: test the smallest Gemma 3 or Gemma 4 variant that meets your quality target. Gemma offers 270M, 1B, 4B, 12B and 27B-class choices across its current model cards, with different context limits.
  • Commercial distribution: Apache 2.0 is identified by the official Gemma 4 and Mistral Small 4 materials; Llama 4 uses Meta’s separate Llama 4 Community License Agreement. Read the exact checkpoint terms before shipping, even when a model is described as open-weight.
  • Local experimentation around a 24B-class model: Mistral’s Small 3.1 announcement cites one RTX 4090 graphics card or a Mac with 32GB of RAM as a deployment reference. Small 3.1 is now retired, so treat that figure as a historical, model-specific reference rather than a guarantee for Small 4.

At-a-glance comparison

Model or family License identified in official material Context information Input and capabilities Best starting point
Llama 4 Scout Llama 4 Community License Agreement Meta advertises up to 10M tokens Natively multimodal; text and multimodal experiences Very long documents and multimodal applications where Meta’s terms fit
Mistral Small 4 Apache 2.0 Check the current checkpoint documentation Reasoning, multimodal input, coding and agentic capabilities A single Apache-licensed general-purpose model
Mistral Small 3.1 Apache 2.0 128K tokens Text and image understanding Existing experiments only; documentation marks it retired and directs new integrations to Small 4
Gemma 3 270M or 1B Check the exact Gemma checkpoint terms 32K tokens Small-footprint Gemma variants Highly constrained local hardware or inexpensive experimentation
Gemma 3 4B, 12B or 27B Check the exact Gemma checkpoint terms 128K tokens Larger Gemma 3 variants Local deployment when 128K context and a smaller model family are useful
Gemma 4 variants Apache 2.0 Listed variants range from 128K to 256K Google’s current Gemma line with multiple size choices Apache-licensed deployment with Google ecosystem alignment

The table compares published facts, not a quality ranking. A 4-bit version of one checkpoint may behave very differently from a full-precision version, and a model’s practical context limit can be lower than its advertised maximum once memory, batching and response length are included.

Licensing: the first check before commercial use

Llama 4 uses a custom community license

The Llama 4 model card identifies the Llama 4 Community License Agreement rather than Apache 2.0. “Open-weight” therefore does not mean that Llama 4 carries the same permissions and obligations as an Apache-licensed model. Before distributing weights, embedding the model in a product or offering it as a service, read the agreement for the specific Llama 4 checkpoint and your intended use.

Pay particular attention to whether your planned redistribution, hosted service, modification, attribution and acceptable-use arrangements are covered. The agreement is the controlling document; a blog summary or a framework’s model label is not a substitute for it.

Mistral Small 4 and Gemma 4 are identified as Apache 2.0

Mistral’s announcement identifies Small 4 as Apache 2.0. Google’s Gemma 4 card also identifies Apache 2.0. That is a familiar permissive license, but you should still retain the license notice, check any accompanying assets or code, and verify the terms attached to the exact files you download. Gemma 3 variants should likewise be checked at the checkpoint level rather than assumed from the family name.

A practical license workflow

  1. Record the exact repository, checkpoint name, revision and quantization you intend to deploy.
  2. Open that checkpoint’s license and model card, not only the family’s marketing page.
  3. List how you will use it: internal evaluation, fine-tuning, redistribution, an API, an embedded application or a hosted service.
  4. Ask legal counsel to resolve any clause that affects your customers, geographic availability or distribution model.
  5. Keep the license and notices with your deployment artifact so a later model update does not silently change your obligations.

Context length: the biggest numerical difference

Context length is the amount of tokenized conversation, document text, code and other model input that can be considered in one request. A larger advertised window is valuable only if your inference engine, memory budget and latency target can sustain it.

Model Published context figure What that means for selection
Llama 4 Scout Up to 10M tokens, according to Meta’s product material Strong candidate for very large document collections or long multimodal sessions; verify the actual serving configuration and cost
Mistral Small 3.1 128K tokens A useful historical reference for the retired model, not a specification for Small 4
Gemma 3 270M and 1B 32K tokens Suitable for shorter prompts when the smaller footprint is more important than long context
Gemma 3 4B, 12B and 27B 128K tokens Balances a substantial document window with Gemma 3’s size options
Gemma 4 variants 128K–256K tokens, depending on variant Choose the checkpoint whose listed window matches your application rather than treating “Gemma 4” as one specification

Do not compare the 10M, 256K and 128K figures as if they guaranteed equal quality across the entire window. Test retrieval accuracy, instruction following and answer grounding at the document lengths your users will send. Long-context attention can also increase memory use and response time, especially when several requests run concurrently.

Multimodality, coding and agents

Llama 4: native multimodality

Meta describes Llama 4 as natively multimodal, enabling text and multimodal experiences. If your application must interpret images alongside text without bolting a separate vision model onto a text model, Llama 4 is the most direct candidate in this comparison. Confirm that the checkpoint and serving runtime support the image formats, batching and throughput your application requires.

Mistral Small 4: a broad capability brief

Mistral announced Small 4 as combining reasoning, multimodal input, coding and agentic capabilities. That combination makes it a practical first evaluation for an assistant that must read images, generate or inspect code, plan multi-step work and call tools. “Supports agents” is not the same as a finished agent framework: you still need to test tool schemas, error recovery, authentication and the serving layer you plan to use.

Gemma: select the checkpoint and tooling deliberately

Gemma is attractive when a smaller variant or Google-centered tooling is important. The supplied Gemma facts establish the family’s size and context options, but they do not make every Gemma checkpoint interchangeable for vision, tool calling or coding. Read the model card for the exact Gemma 3 or Gemma 4 variant and test the input modalities your product needs.

Local hardware and memory planning

What the RTX 4090 reference does—and does not—tell you

Mistral’s Small 3.1 announcement says the 24B-class model can run on a single RTX 4090 graphics card or a Mac with 32GB of RAM. This is a concrete reference point for local experimentation, not a universal hardware requirement or a promise that Small 4 has identical memory behavior. Small 3.1 is marked retired in current documentation, which is why new integrations should begin with Small 4.

Actual requirements depend on parameter count, weight precision, quantization format, context length, batch size, KV-cache settings and whether the runtime keeps some layers in system memory. A model that loads successfully may still be too slow for interactive use once a long prompt or multiple users are added.

A repeatable local sizing process

  1. Choose the checkpoint first. Record its parameter size, supported context and any official hardware notes.
  2. Choose a precision or quantization. Lower-bit weights generally reduce memory use, but can change output quality and compatibility. Compare quantized and unquantized versions on your own prompts.
  3. Budget for the context cache. A large context window consumes memory beyond the model weights, and the budget grows with longer prompts and concurrent requests.
  4. Measure throughput and latency. Record time to first token, sustained tokens per second and maximum useful context, not just whether the model starts.
  5. Stress the workload. Test the longest documents, largest images, tool calls and simultaneous users you expect in production.

For a small local proof of concept, begin with the smallest Gemma variant that can answer your evaluation set, then move up in size only when quality requires it. For long-context or multimodal work, test Llama 4 Scout or Mistral Small 4 with the same quantization and context settings you will use in the final service.

Benchmark scores: how to make a fair comparison

Do not declare a universal winner from vendor tables. Mistral notes that scores can vary from previously reported results because evaluations use different internal pipelines. A score without its checkpoint, prompt format, number of shots, metric and date is not enough to reproduce a decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record these details for every result

  • Exact model checkpoint and revision
  • Weight precision or quantization
  • Benchmark name and version
  • Prompt template and system instructions
  • Zero-shot or few-shot setting, including the number of examples
  • Metric, scoring script and aggregation method
  • Hardware, runtime and decoding settings
  • Evaluation date

Build a same-harness test

Create a small, representative set from your real work: long-document questions, image descriptions, code changes, structured JSON, tool calls and refusal or safety cases where relevant. Run Llama, Mistral and Gemma through the same harness, with identical decoding limits and prompt formatting. Score correctness and citation or grounding behavior, then record latency, memory use and failure modes. This catches trade-offs that a headline benchmark cannot show.

Decision guide by deployment goal

You need the longest practical document window

Start with Llama 4 Scout because Meta advertises up to 10M tokens. Validate whether your runtime can process the intended window without unacceptable latency, and confirm that the Llama 4 Community License fits your distribution model. If your documents are closer to 128K–256K tokens, Gemma 3’s larger variants or Gemma 4 may be simpler to operate, especially when Apache 2.0 is a requirement.

You need one model for reasoning, vision, coding and agents

Evaluate Mistral Small 4 first. Its March 2026 announcement explicitly combines those capabilities under Apache 2.0. Use task-specific tests rather than assuming that a broad capability list predicts equal performance on your codebase, image types or tool definitions.

You need the smallest local footprint

Begin with Gemma 3 at 270M or 1B, or the smallest suitable Gemma 4 variant documented for your task. Their smaller size can make experimentation easier, but Gemma 3’s 32K context for those two variants may rule them out for large documents. If quality is insufficient, test the 4B, 12B or 27B Gemma 3 variants with their listed 128K context.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You are standardizing on Google tooling

Gemma is the natural family to evaluate first. Keep the decision checkpoint-specific: compare the exact Gemma 3 or Gemma 4 model card, runtime integration and license rather than assuming every Gemma release has the same context or capability profile.

You have an existing Small 3.1 prototype

Plan a migration assessment to Small 4. Current Mistral documentation says Small 3.1 is retired and directs new integrations to Small 4. Re-run quality, memory and latency tests because a replacement model can change outputs and resource requirements even when the product name is similar.

Fine-tuning, serving and operational checks

Open weights give you more deployment choices than a hosted-only API, but they also move more responsibility to your team. Before committing to a family, verify that the exact checkpoint has the training recipes, adapters, tokenizer behavior and serving-runtime support your workflow needs.

  • Fine-tuning: confirm supported parameter-efficient methods, maximum sequence length and whether the license permits your intended derivative and distribution.
  • Serving: check support for the model architecture, image inputs, structured output, streaming, batching and tool calls in your chosen inference engine.
  • Quantization: compare quality at the precision you can afford; a benchmark run in full precision may not predict a 4-bit local deployment.
  • Language coverage: use the exact model card and your own test set. Do not infer multilingual quality from parameter count or from another model in the same family.
  • Observability: log checkpoint revisions, prompts, decoding parameters, latency, token counts and tool errors so a model update can be audited.
  • Security: isolate tool execution, validate model-generated arguments and treat image or document content as untrusted input.

A practical evaluation plan

  1. Define acceptance criteria. Set minimum correctness, latency, context, memory and cost targets for each use case.
  2. Shortlist by hard constraints. Remove any model whose license, modality, context or hardware requirements cannot fit.
  3. Pick exact checkpoints. Include the revision and quantization in your test record.
  4. Prepare representative prompts. Include ordinary requests and difficult edge cases, not only benchmark-style questions.
  5. Run a common harness. Keep prompts, decoding settings, hardware and scoring consistent across families.
  6. Review failures manually. Identify hallucinations, missed image details, invalid tool arguments, coding regressions and context truncation.
  7. Repeat under production load. Test concurrency, long inputs and recovery from a failed tool or incomplete response.
  8. Freeze a release record. Store the model identifier, license text, quantization, runtime version and evaluation results before deployment.

Common mistakes to avoid

  • Treating “open-weight” as one license category: Llama 4’s community agreement differs from Apache 2.0.
  • Using a family-level context number: Gemma 3 has 32K and 128K variants; Gemma 4 spans 128K to 256K; Mistral Small 3.1’s 128K figure does not specify Small 4.
  • Buying hardware from a single headline: the RTX 4090 and 32GB Mac figures are Mistral Small 3.1 references, not universal requirements.
  • Comparing vendor scores directly: different pipelines, prompts and metrics can change the ranking.
  • Ignoring quantization: the checkpoint you can afford locally may not match the precision used in a published benchmark.
  • Deploying a retired checkpoint by default: current Mistral documentation identifies Small 3.1 as retired and names Small 4 for new integrations.
  • Assuming a capability label guarantees your workflow: test your own images, code, documents and tool schemas.

Bottom line

For maximum context and native multimodality, evaluate Llama 4 Scout first and resolve the Llama 4 Community License before deployment. For an Apache 2.0 generalist that explicitly targets reasoning, multimodal input, coding and agents, start with Mistral Small 4. For efficient local experiments or Google-centered deployments, test the smallest Gemma 3 or Gemma 4 checkpoint that satisfies your quality and context requirements. The final choice should come from a same-harness test of the exact checkpoint and quantization—not from a single vendor leaderboard.
