Marsh appointed Michael Crowley as its senior enterprise risk advisor for digital infrastructure on October 15, 2026, according to Insurance Journal. The newly created role is designed to help data-center, cloud, communications, power and related infrastructure clients manage risk across development, contracting, construction and operations.
Who is Michael Crowley?
Crowley brings a decade of risk-management experience at Meta. His responsibilities there included leading insurance and risk-management programs and overseeing an owner-controlled insurance program (OCIP) for Meta data centers. Insurance Journal described that OCIP as covering more than $200 billion in construction values; that figure is an attributed description of the program, not an independently audited market statistic.
Before joining Meta, Crowley worked in data-center construction sourcing at Facebook and Amazon Web Services. His background therefore spans procurement, construction and corporate risk management rather than a single insurance specialty.
What his new Marsh role covers
Marsh created the senior enterprise risk advisor position to support clients through the full digital-infrastructure lifecycle. That lifecycle includes choosing and financing a project, negotiating contracts, building facilities and networks, bringing them into service, and managing continuing operations.

The appointment does not announce a new insurance product, pricing schedule or public referral program. It adds a senior adviser whose experience is intended to connect technical, commercial and insurance decisions before risks become losses or delays.

Why digital infrastructure needs specialized risk advice
Marsh describes digital infrastructure as an interconnected ecosystem rather than a collection of standalone buildings. It includes data centers, cloud and hosting providers, communications networks, enabling technologies, power and energy companies, construction firms, investors and operational providers.
Demand for computing and connectivity is increasing at the same time as competition and technology change. Marsh says that combination is accelerating risk faster than many organizations can adapt their controls. Crowley said that “investment and development continue to outpace the industry’s ability to manage the risks that come with it.”

For these projects, a failure in one part of the ecosystem can affect several others. A power constraint can delay a facility; a delayed facility can affect financing and customer commitments; and a supplier or technology failure can create both operational downtime and contractual exposure. Risk decisions made during design and contracting can therefore determine the options available during operations.

Large, technically complex projects face risks from design errors, changing specifications, construction defects, accidents, commissioning problems and schedule overruns. Insurance and contractual requirements need to reflect the responsibilities of owners, general contractors, specialist trades and equipment suppliers.
Power and energy
Digital facilities depend on reliable electricity, generation, fuel and grid connections. Scarce capacity, price volatility, interconnection delays and failures in electrical or cooling systems can threaten both a project’s completion and its operating performance.

Technology and counterparty dependence
Marsh’s global digital-infrastructure FAQ identifies dependence on scarce graphics-processing units (GPUs) and foundational artificial-intelligence models as emerging exposures. Concentration in a small number of technology or hardware suppliers can make substitution difficult when a vendor fails, a component is delayed or access terms change.

Cyber incidents, software faults, physical damage and utility outages can interrupt services that customers treat as continuous. Controls, incident response, backup arrangements and business-interruption analysis must be considered alongside traditional property protection.
Contractual liability
Service-level commitments, performance guarantees, indemnities and delay damages can transfer substantial financial risk. A policy may not respond to every contractual promise, so insurance terms and negotiated obligations have to be reviewed together.

Regulation and finance
Digital-infrastructure projects can face changing privacy, cybersecurity, environmental, energy and permitting requirements. Financing structures add their own risks through covenants, debt-service obligations, investor expectations and exposure to schedule or cost changes.
