NASA’s announced near-term direction is to develop infrastructure for sustained operations on the lunar surface, not to continue Gateway in its previous form. That is a program choice, not proof that a surface habitat is simpler, cheaper, or safer than an orbital one. Building on the Moon could put people and equipment close to surface work and make use of local regolith; a habitat in orbit could provide living, work, research, and staging space without constructing directly on the ground. Both approaches still depend on transport, power, life-support systems, maintenance, and reliable operations. NASA’s former Gateway configuration is paused, and the future plan for a crewed lunar-orbit habitat is unsettled.

What is NASA pursuing now: a surface base or an orbital habitat?

As of October 2026, NASA’s public program direction emphasizes phased development of a lunar south-pole surface base. In March 2026, the agency said it would pause Gateway in its current form and focus on infrastructure for sustained surface operations. A May 2026 directive consolidated lunar work outside the Artemis program into a Moon Base program, including Gateway work relevant to surface operations. NASA Administrator Jared Isaacman described the objective as enabling “a sustained U.S. presence on the Moon by 2030.” That date is a stated goal, not an accomplished milestone.

This shift answers the immediate program-status question, but it does not settle the engineering comparison. A surface base and an orbital habitat serve different functions and face different operating conditions. NASA has not selected a replacement crewed lunar-orbit habitat in the sources available here, and the current surface program is a development effort rather than a completed habitat system.

What the announced surface effort includes

NASA describes Moon Base development as phased and iterative, with an emphasis on the lunar South Pole. Its August 2026 update says Phase I, running through 2029, involves plans for more than twenty robotic landings and describes repurposing Gateway-derived HALO hardware for surface demonstrations. NASA’s 2026 solicitation seeks industry demonstrations to address gaps in infrastructure, power, and communications, positioning, navigation, and timing. These are plans and demonstration objectives; they should not be read as a record of completed landings or as proof that a permanent base is operational.

NASA’s April 2026 Moon Base User’s Guide also discusses repurposing work on the Gateway Power and Propulsion Element for the Space Reactor 1 (SR-1) Freedom nuclear-electric propulsion demonstration. The example illustrates that program hardware and capabilities may be redirected as priorities change; it is not evidence that the former Gateway architecture remains on its old schedule.

What does “building on the Moon” mean?

Lunar construction is not one step in which a complete house is made from Moon soil. NASA’s MMPACT work describes a range of potential infrastructure made with regolith-based materials: landing pads, roadways, berms, blast shields, shelters, and eventually habitat structures. The nearer-term value of using local material is potentially reducing how much bulk structural material has to be launched from Earth. The concept does not eliminate the need to deliver and engineer pressure vessels, seals, life-support equipment, power systems, construction machinery, and other specialized components.

Why infrastructure comes before a finished habitat

Construction can support surface operations without first producing a crew-ready building. Pads, berms, roads, and shields are examples of useful infrastructure that may be built from local material. They are also distinct from a pressurized habitat: a shelter intended to protect people from the lunar environment must be integrated with pressure containment and the systems needed to keep occupants alive and working. NASA’s cited MMPACT material describes development goals and technical challenges, not a habitat already built from lunar material and ready for crew use.

This distinction matters when interpreting claims about “Moon-made” buildings. A project that demonstrates moving or shaping regolith would establish a capability relevant to construction, not by itself demonstrate a habitable, long-duration structure. The available NASA descriptions do not establish a completed end-to-end system that extracts local materials, constructs a habitat, and supports people inside it.

What construction would have to solve

Using lunar material does not make the construction process automatic. NASA identifies autonomy, operation in the lunar environment, hardware lifetime, construction scale, and materials and standards as challenges for regolith-based construction. Its broader surface technology priorities include reliable power, local-resource extraction, construction, dust mitigation, robotics, and regolith transport. These are linked problems: construction equipment must be powered and maintained; material must be moved and handled; and systems need to work with limited direct human supervision.

A useful way to think about the development path is as a series of capabilities rather than a guaranteed schedule:

  1. Demonstrate equipment and operations. Robotic systems need to function in the target environment and perform useful construction or site-preparation tasks. NASA’s current solicitations and planned robotic activity address capability gaps; they do not establish that those gaps are already closed.
  2. Establish enabling infrastructure. Surface operations need dependable power and communications, positioning, navigation, and timing as well as the ability to move material and maintain equipment. A construction method is only useful to a base if it can be deployed and operated as part of that broader system.
  3. Use local material for appropriate structures. Regolith-based construction is proposed for infrastructure and protective structures. The NASA material identifies a range of applications, but does not specify that every component of a habitat can be made locally.
  4. Integrate crew systems. Any occupied habitat also requires the pressure-containing structure and operational systems appropriate to human habitation. The cited construction program does not amount to a demonstrated, crew-ready habitat.

This is a conceptual sequence for understanding the dependencies, not a published NASA construction schedule. The agency’s MMPACT presentation dates some demonstrations to the mid-to-late 2020s, but those are targets in a 2022 document, not proof that demonstrations were completed on time.

What would an orbital habitat do?

An orbital habitat puts people and their pressurized living and work space around the Moon rather than on its surface. NASA’s earlier Gateway concept assigned that kind of role to pressurized modules: crew living and work space, opportunities for research, and a staging point for expeditions to the lunar surface. In that former plan, NASA said the HALO and Lunar I-Hab elements together would permit astronaut stays of 30 days or more.

That description is useful for understanding the orbital-habitat concept, but it is historical program architecture. NASA’s Gateway reference page once described an assembly plan beginning no earlier than September 2028. Because NASA paused Gateway in its previous form in March 2026, that former plan and schedule are not current commitments. No replacement crewed lunar-orbit habitat has been established in the cited sources.

What orbit avoids, and what it still requires

An orbital habitat avoids construction directly on the lunar ground. Modules and systems instead have to be launched and assembled or integrated in orbit. It still relies on transport, visiting vehicles, logistics, orbital maintenance, docking, and a way to move people and cargo between orbit and the surface when surface expeditions are part of the mission. Orbital infrastructure is therefore not a way to remove logistics; it locates the habitat and its operations in a different place.

Orbit also does not mean an absence of environmental hazards. An orbital habitat has spacecraft radiation exposure and microgravity operations to contend with, alongside maintenance and logistics needs. The information available here does not quantify how those factors compare with the hazards of a surface base, so it cannot support a numerical safety ranking.

Question Lunar surface construction Lunar-orbit habitat
Primary role Place infrastructure and crew near surface science, operations, and potential local resources. Provide pressurized living and work space, research, staging, and transfer functions, as in the former Gateway concept.
Construction inputs Could use regolith for bulk construction. Habitat pressure vessels, seals, systems, and specialized equipment still need engineering and delivery. Modules and systems need to be launched and assembled or integrated in orbit; no lunar ground construction is required.
Local-material potential NASA is developing local-resource extraction and regolith-construction capabilities. The cited Gateway concept relies on transport and resupply; the sources do not establish local-material construction in orbit.
Operating environment Must address lunar dust, temperature extremes, surface power, terrain, and long-duration equipment operation. Must address spacecraft radiation, microgravity operations, orbital maintenance, docking, and logistics.
Connection to surface work Provides direct access to terrain and surface equipment, while requiring surface mobility and construction capability. Can stage or support expeditions, but crew and cargo need transfer systems between orbit and the ground.
Evidence and program status NASA describes developmental technologies, demonstrations, and goals; a regolith-built crew habitat is not established as operational. Gateway had defined module plans, but its former configuration is paused and a later crewed orbital plan is unresolved.
Comparative cost or construction time No direct surface-versus-orbit cost, construction-time, or safety statistic is established in the cited sources.

Which architecture fits which mission?

The decision turns on where a mission needs its people and capabilities, and what infrastructure it can support. The differences below are functional trade-offs, not proof that one architecture will outperform the other in a particular mission.

When surface infrastructure is the priority

  • Work on the ground: A base near surface science, operations, and local equipment avoids making every task depend on a crew or cargo transfer from orbit.
  • Potential use of local materials: If regolith-based construction and local-resource extraction become practical, some bulk infrastructure may be made using material already at the site rather than delivered from Earth.
  • Infrastructure built for repeated surface activity: NASA’s current program emphasis is sustained surface operations, for which power, communications and navigation, construction, dust mitigation, and equipment reliability are foundational needs.

The trade is that the site itself is a demanding operating environment. Surface construction brings terrain, dust, temperature extremes, power, material handling, robotics, and long-lived equipment into the same problem. Local material can reduce dependence on imported bulk material only if the extraction and construction systems themselves can be delivered, powered, and maintained.

When orbital living and staging are the priority

  • Living and working in orbit: The former Gateway concept was designed around pressurized habitation, research, and staging rather than construction of a base on the ground.
  • Supporting expeditions: An orbital outpost could serve as a point from which surface expeditions are supported, provided the mission also has the vehicles and logistics needed for transfers.
  • Avoiding ground construction: Orbit removes the need to build the habitat directly on the lunar surface, but substitutes launch and orbital integration of modules and systems.

The trade is continuing dependence on transportation, visiting vehicles, docking, resupply, and surface-transfer systems when crews or cargo need to reach the ground. The cited sources do not establish a current NASA commitment to build a successor to Gateway in orbit.

  • 2030: NASA’s May 2026 Moon Base directive states an objective of enabling a sustained U.S. presence on the Moon by 2030. It is an agency goal, not a completed achievement.
  • More than twenty robotic landings through 2029: NASA’s August 2026 update describes this as Phase I scope. It is a plan, not a count of landings already completed.
  • $2.8 billion to $5.9 billion, and up to seven years: NASA’s Office of Inspector General reported that the combined contract value for selected terminated or repurposed Artemis campaign systems rose from $2.8 billion to $5.9 billion, with delivery dates extended by up to seven years. Those figures concern a group of systems, not a surface habitat versus an orbital habitat, and should not be converted into a cost estimate for either architecture.

There is no direct comparative cost, construction-time, or safety statistic in the cited sources for lunar-surface and lunar-orbit habitats. Their published program and contract figures cannot answer which would be cheaper or faster to build. A valid comparison would need matching definitions of the habitat and mission, plus the supporting transport, construction, power, maintenance, and operating systems. Those matched estimates are not established here.

What is the practical answer?

If the question is what NASA is emphasizing now, the answer is lunar surface infrastructure under a phased Moon Base effort; Gateway in its prior form is paused. If the question is which habitat architecture is inherently better, the evidence does not support a universal winner. A surface base is oriented toward sustained work on the ground and may use local material, but relies on construction systems that can function in a harsh surface environment. An orbital habitat can provide living, research, and staging space without lunar ground construction, but depends on launched modules, orbital operations, logistics, and transfers to the surface.

The important boundary is between a program direction and a proven architecture. NASA has announced its current emphasis, and it has described development goals for regolith construction. Those announcements do not establish a completed surface habitat, a successor orbital habitat, or a quantified cost or performance verdict between them.
