For a moving tracker, choose LTE-M (Cat-M1) when the target operator supports it. LTE-M combines low-power operation with full mobility, handover between cells and more responsive data exchange. Choose NB-IoT for fixed sensors that send small, infrequent messages and need maximum battery life or deep-indoor coverage. Choose conventional 4G LTE—typically Cat-1 or Cat-1 bis—when you need ordinary 4G availability, higher data volumes, voice or frequent firmware updates.
There is no universal “4G replacement” SIM or radio. A 4G coverage icon does not prove that LTE-M or NB-IoT is deployed. Before buying hardware, verify the operator, bands, roaming, SIM profile, certification, shutdown schedule and the exact countries in which the device will work.
What LTE-M, NB-IoT and conventional 4G actually are
LTE-M and NB-IoT are complementary 3GPP cellular low-power wide-area (LPWA) technologies. They use the LTE ecosystem but are not interchangeable labels for every 4G service. Both are designed to keep devices inexpensive and power-efficient while using licensed cellular spectrum. The GSMA Mobile IoT Deployment Guide (2026) expects both technologies to remain in service into the 2030s and beyond.
LTE-M (Cat-M1)
LTE-M, also called Cat-M1 or eMTC, is the LPWA option for devices that move. It supports full mobility and handover, so a tracker can remain attached as it travels between cells instead of repeatedly registering as a stationary sensor would. It also has lower latency and higher throughput than NB-IoT, and the profile can support voice through VoLTE when the operator and module implement it.

NB-IoT
NB-IoT (Cat-NB1/NB2) is optimized for very small, infrequent payloads, low device complexity and difficult indoor locations. It can use coverage-enhancement modes that trade speed and responsiveness for link budget and battery life. Mobility is limited compared with LTE-M, making it a poor default for vehicles, pets or people that cross cells continuously.
Conventional 4G LTE
For IoT products this normally means Cat-1 or Cat-1 bis rather than a high-end smartphone modem. It behaves more like ordinary LTE: broader existing availability in many markets, higher throughput and better support for voice, larger payloads and repeated firmware downloads. The trade-off is usually higher power consumption and a larger, more capable modem than an LPWA design.
Quick decision table
| Requirement | Best starting point | Why | Important qualification |
|---|---|---|---|
| Moving asset, vehicle, pet or personal tracker | LTE-M | Full mobility, handover and more responsive exchanges reduce re-registration while moving. | Only where the operator offers LTE-M on the required bands and permits the device’s roaming profile. |
| Fixed meter, environmental sensor or building sensor | NB-IoT | Efficient for small, infrequent messages and enhanced indoor coverage. | Limited mobility and lower throughput make it unsuitable for many moving applications. |
| Telematics with larger data, voice, images or frequent firmware updates | Cat-1/Cat-1 bis 4G LTE | Higher throughput and ordinary LTE behavior simplify larger transfers and voice. | Compare modem power draw, antenna requirements and actual local coverage. |
| Uncertain or multi-country deployment | Certified multi-mode hardware | A module and IoT SIM can support the exact LTE-M, NB-IoT and/or LTE modes needed in each country. | Test the complete device, antenna, SIM and backend in representative weak-signal locations. |
Why mobility decides a tracker choice
A tracker does more than send a position. It must acquire service, maintain registration while the radio environment changes and deliver data during stops and movement. LTE-M supports full mobility and cell handover, the behavior expected for moving assets. Its responsiveness also allows more practical location-reporting intervals and acknowledgements.
Recommended Free Tools
NB-IoT was designed primarily around stationary or slowly changing endpoints. A moving NB-IoT device may work in some networks, but it can experience delayed updates, repeated registration or gaps when crossing cells. That behavior is a deployment characteristic, not a failure that can be fixed by selecting a stronger 4G signal icon.
For a vehicle or pet, list the expected route rather than testing only beside a laboratory window. Include underground parking, rural roads, building interiors and border crossings. If the tracker must report during motion, LTE-M should be the first candidate; use NB-IoT only after the operator confirms mobility behavior for the exact service.
Battery life, sleep and responsiveness
Battery life depends on the complete design: modem, antenna, transmit power, signal quality, reporting interval, GPS receiver, sensors, temperature and firmware. Network labels alone cannot promise a number of months or years.

NB-IoT’s power advantage
NB-IoT reduces device complexity and supports deep sleep behavior for endpoints that wake, send a short message and return to sleep. Its coverage-enhancement modes can reach difficult indoor locations. ITU-T Y.4218 (2023) characterizes NB-IoT as supporting “ultra-low-power consumption in devices” and being enhanced for “20+ dB additional coupling gain.” That extra link budget is useful in basements, utility cabinets and dense buildings, although repeated coverage-enhancement repetitions can increase the energy used for one transmission.

LTE-M generally uses more energy per exchange than an aggressively sleeping NB-IoT sensor, but it is better suited to a tracker that must wake often, move between cells and receive commands. Faster transfers can also shorten the time the modem stays active. Measure energy using the intended reporting schedule and the weakest expected signal, not an idle current figure from a module data sheet.
Conventional LTE’s cost
Cat-1 and Cat-1 bis modules provide more capability, but that capability normally increases active power and can require a larger battery or more frequent charging. They become attractive when avoiding separate LPWA coverage is more important than maximizing sleep life.
Coverage and indoor performance
Coverage is technology- and operator-specific. An area marked “4G” on a carrier map may have only conventional LTE, while LTE-M or NB-IoT may be absent, restricted to selected bands or unavailable to roaming subscribers. Ask the operator for a technology-specific map and a list of supported bands at every deployment location.
NB-IoT’s approximately 20 dB additional coupling-gain figure in the ITU-T requirements table (2023) describes a coverage-enhancement capability, not a guarantee that every indoor site will connect. Building materials, antenna placement, device orientation and network configuration still matter. LTE-M can also offer extended coverage, but its value for a tracker is usually the combination of coverage and mobility rather than maximum link budget alone.

Throughput, latency and payload size
NB-IoT is intended for short telemetry such as a meter reading, temperature value or alarm bit. ITU-T Y.4218 lists approximately 60–100 kbit/s downlink and about 50 kbit/s uplink in its requirements table (2023). These are technology requirements, not a guaranteed application speed; coverage mode, scheduling and operator configuration can reduce practical performance.
Telenor IoT reported about 1 Mbps for LTE-M Release 13 and up to 4 Mbps for Release 14 in its 2019 technical guidance. LTE-M therefore leaves more headroom for frequent location messages, acknowledgements, configuration changes and moderate firmware packages. It is still not a replacement for broadband when a device must upload images or continuous video.
Cat-1/Cat-1 bis 4G is the safer choice for high-throughput telematics, image transfer, voice or frequent firmware updates. Select the exact modem category and confirm uplink as well as downlink performance; a marketing label such as “4G” does not identify a single speed or power profile.

If the product must place or receive calls, verify voice support end to end. ITU-T describes the eMTC profile as supporting full mobility and voice through VoLTE, but the operator must provision VoLTE and retain the required voice service. NB-IoT is generally a data-only choice for small telemetry. Conventional LTE Cat-1/Cat-1 bis is the least surprising option when voice, persistent two-way sessions or interactive control is a core requirement.
Can any 4G SIM replace a 2G tracker?
No. A SIM identifies a subscriber; it does not add an LTE-M or NB-IoT modem to a 2G-only tracker. A successful replacement requires all of the following:
- A device modem that supports LTE-M, NB-IoT or conventional LTE as required.
- Firmware that enables the required radio modes, bands, roaming behavior and power states.
- An antenna tuned for those bands and installed as the manufacturer specifies.
- An IoT SIM profile and APN that the operator permits on the target technology.
- Network certification and regulatory approval in each country of operation.
- A backend that accepts the new device’s identifiers, transport protocol and certificate or key scheme.
Some modules support multiple modes, but the SIM and network may still restrict which mode is selected. A Cat-1 device will not automatically attach to NB-IoT, and an LTE-M-only device will not gain Cat-1 capability by changing software. Confirm the complete compatibility matrix before ordering inventory.

How to choose a network for a new tracker
- Define movement. Document whether the device is stationary, occasionally moved or continuously traveling. Include handover, border crossing and underground operation requirements.
- Quantify traffic. Specify payload bytes, reports per hour or day, downlink commands, acknowledgement deadlines and the size and frequency of firmware updates.
- Set the energy target. State battery capacity, charging opportunities, operating temperature and the desired service interval. Include GPS acquisition energy, not only cellular sleep current.
- Check voice and interaction. Decide whether VoLTE, near-real-time commands or an always-available session is required. This normally rules out a simple NB-IoT design.
- Map each country and operator. Obtain technology-specific coverage, supported bands, roaming agreements, shutdown dates and indoor-coverage information. Verify that the exact SIM profile can use the service.
- Select a certified module. Check LTE-M, NB-IoT and Cat-1/Cat-1 bis categories, band combinations, GNSS coexistence, antenna constraints, firmware support and regional certifications.
- Test the finished product. Use the production enclosure, battery, antenna, SIM and backend. Test weak signal, cell transitions, sleep and wake cycles, GPS fixes, retries, remote commands and firmware updates.
- Plan operations. Define how you will update modem firmware, rotate credentials, diagnose failed registration and migrate if an operator changes coverage or roaming policy.
Deployment patterns and the right default
Vehicle and fleet tracking
Start with LTE-M when available. Vehicles move through multiple cells and may need frequent position reports, ignition events, geofence alerts and remote commands. Cat-1/Cat-1 bis is preferable when the fleet needs voice, larger software updates or a market where ordinary LTE is much more consistently available than LTE-M.
Pet and personal trackers
LTE-M is usually the practical choice because the device moves unpredictably and must recover service quickly. Assess battery size and charging behavior carefully: a small wearable may need a longer reporting interval or motion-triggered updates to meet its battery target.
Utility meters and environmental sensors
NB-IoT fits a fixed meter or building sensor that sends small readings at long intervals. Deep indoor coverage and sleep efficiency can outweigh latency. Confirm that the network supports the required coverage-enhancement mode and that delayed delivery is acceptable for alarms.
Industrial telematics and image-capable equipment
Use conventional LTE when payloads are large, firmware updates are frequent, voice is needed or the application requires predictable interactive behavior. Consider LTE-M only if measured traffic fits its limits and the operator coverage is dependable along the entire operating area.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Roaming, lifecycle and 2G shutdown risk
Roaming is not automatic for LPWA. GSMA documents LTE-M and NB-IoT roaming arrangements, but availability varies by visited network, home operator, bands and SIM contract. A device that works domestically can fail after crossing a border if the visited network does not support the same technology or the SIM lacks permission.
Ask for the operator’s 2G shutdown schedule and the expected LTE-M, NB-IoT and Cat-1 coverage for the product’s service life. Telenor’s guidance recommends checking shutdown timing, roaming maturity, indoor coverage, power, throughput, firmware-update needs and device lifetime together. Keep a fallback plan—such as a multi-mode module or a second operator—only if its added hardware, certification and subscription cost are justified.

Common failure modes and fixes
“The map says 4G, but the tracker will not attach.”
Confirm that the map includes the required LTE-M or NB-IoT layer, not only conventional LTE. Check supported bands, SIM provisioning, APN, roaming permissions and antenna installation. Test with network logs rather than relying on a phone’s icon.
“The tracker works when stopped but loses updates while driving.”
Investigate mobility support and handover. An NB-IoT profile may be unsuitable for continuous movement. Re-test with LTE-M or Cat-1 on the same route, and verify that the firmware is not forcing a long sleep or delaying registration after a cell change.
“Battery life is far below the estimate.”
Measure current during GPS acquisition, network attach, retries and poor-signal operation. Reduce unnecessary reports, use motion-triggered behavior, improve antenna placement and verify that the module enters its intended sleep state. A deep-coverage retry cycle can consume more energy than a short transmission in a strong signal.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches“Firmware updates time out.”
Check the update size, uplink and downlink limits, modem memory, retry logic and network timeouts. NB-IoT is a poor fit for large or frequent updates; LTE-M may work for moderate packages, while Cat-1/Cat-1 bis provides the safest margin for substantial images or repeated updates.
Product examples and buying language
Devices marketed as “LTE-M GPS trackers,” “Cat-M1 GPS trackers” or “LTE-M/NB-IoT asset trackers” may support one or both LPWA modes. For example, the cited Mictrack MT825 is described as a Cat-M1/LTE-M and NB-IoT mini GPS tracker, while the cited Teltonika FMM80A is described as a Cat-M1/NB-IoT fleet tracker with 2G fallback. Treat these descriptions as starting points only: product availability, carrier bands, subscription requirements, firmware behavior and regional certification must be checked for the deployment date and country.
Request the module model, supported bands, certification documents, supported roaming countries, SIM requirements, update procedure and measured power profile. “4G,” “global” and “long battery life” are not sufficient specifications for a production purchase.
Bottom line for a 2G migration
Choose LTE-M for a moving tracker when the local operator supports it; its mobility and responsiveness are the decisive advantages. Choose NB-IoT for fixed, low-data sensors where sleep life and deep indoor reach matter more than fast interaction. Choose Cat-1/Cat-1 bis 4G LTE when ordinary LTE availability, voice, higher throughput or frequent firmware updates outweigh LPWA power savings. Validate the exact network, bands, roaming, SIM and finished device in every target market before committing to a replacement.
