For many low-income homebuyers, the best starting comparison is a conventional HomeReady loan and the assistance available through their state or local housing finance agency (HFA), alongside an FHA loan. Eligible service members and veterans should also compare a VA-backed purchase loan. There is no universal winner: location, household income, eligibility, available assistance, fees, and lender quotes all affect the result.
Which low-income mortgage options should you compare?
“Low income” does not mean the same thing across mortgage programs. HomeReady and its very-low-income purchase credit use area median income (AMI) tests; FHA uses county-based loan limits; HFAs set local rules; and VA eligibility depends on service-related criteria, not an income cap. Use the table to identify which options to investigate, not to assume that you qualify or that one will cost less.
| Option | Down payment or assistance | Key eligibility check | Cost or limitation to compare |
|---|---|---|---|
| Fannie Mae HomeReady | As little as 3% down; eligible gifts, grants, and Community Seconds may help fund down payment and closing costs. Program guidance allows no minimum personal contribution. | Income generally must be at or below 80% of applicable AMI; principal-residence occupancy and lender underwriting apply. | Get a mortgage-insurance quote and confirm current local AMI and underwriting requirements. |
| HomeReady very-low-income purchase credit | $2,500 credit for eligible purchases, applied to qualifying down-payment or closing-cost uses. | Income at or below 50% of applicable AMI; at least one borrower must meet the first-time homebuyer rule effective January 28, 2026. | The lender must apply and deliver the credit under Fannie Mae rules; it is not an unconditional cash grant. |
| HFA Preferred and local HFA assistance | HFA Preferred has a 3% down-payment floor; many HFAs also offer down-payment assistance. | Rules and participating lenders vary by state or local agency. | Assistance amounts, funding availability, and borrower requirements are local. |
| FHA Section 203 | Down-payment terms depend on the loan and borrower; check a lender’s written quote. | Primary-residence financing through an FHA-approved lender; limits vary by location. | Includes upfront and annual mortgage-insurance premiums; compare the county limit and total cost. |
| VA purchase loan | No down payment may be possible for an eligible borrower when the contract price does not exceed the appraised value. | Confirm VA eligibility and property requirements. | No monthly mortgage insurance is required, but a one-time funding fee may apply. |
For FHA, the 2026 national one-unit loan-limit floor is $541,287 and the ceiling is $1,249,125; the applicable limit depends on location. Those national figures do not tell you the limit for a particular county.
How do you check HomeReady eligibility and assistance?
Use the current AMI for the property location
HomeReady eligibility is location-sensitive, so an old national income cutoff can mislead. Fannie Mae’s 2026 AMIs took effect in its Desktop Underwriter, HomeReady APIs, Loan Delivery, and lookup tool on June 13, 2026. Check the current lookup for the property area and ask a participating lender to confirm how the applicable limit is used for your application.
Ask whether household resources can help cover cash to close
HomeReady can allow eligible gifts, grants, and Community Seconds to help with down payment and closing costs. Its program guidance does not require a minimum personal contribution, but that does not mean every assistance source is available to every borrower or can be combined in every transaction. Ask the lender which sources fit the loan and what documentation is required.
Check whether the purchase credit applies
The HomeReady very-low-income purchase credit is a separate benefit from ordinary down-payment assistance. The qualifying income threshold is no higher than 50% of applicable AMI, and at least one borrower must meet Fannie Mae’s first-time homebuyer rule effective January 28, 2026. The full credit must benefit the borrower through permitted down-payment or closing-cost uses, and lender application and delivery requirements apply.
Include underwriting and mortgage insurance in the quote
Fannie Mae’s consumer-facing HomeReady criteria state a maximum debt-to-income ratio of 50%, but lenders still apply underwriting requirements. HomeReady mortgage insurance may be cancelable subject to restrictions; ask the lender for the conditions and projected cost rather than assuming the premium will disappear on a particular date.

What can a state or local housing agency add?
HFA Preferred is a conventional option distributed through participating housing agencies and lenders. Its 3% down-payment floor is a program feature; any additional help depends on the HFA and its available programs. An agency may have its own income caps, purchase-price limits, property rules, approved-lender list, application process, and funding status.

Contact the agency serving the area where you plan to buy and ask about both its mortgage options and any down-payment assistance. Confirm whether assistance is a grant, a second loan, or another arrangement, and ask about repayment, forgiveness, resale, or refinancing conditions. Do not assume that a program advertised by one state or county is available in another.
Fannie Mae’s HFA Preferred information also describes a conditional $500 lender-level price-adjustment credit associated with qualifying housing counseling completed within the prior 12 months. It is not a universal $500 payment to the borrower; ask the participating lender whether the credit applies to your transaction.

When might FHA or VA be a better fit?
FHA: compare the full insurance cost and county limit
FHA Section 203 provides FHA-insured purchase or refinance financing for a primary residence through FHA-approved lenders, including in urban and rural areas. Its geographic loan limit can rule out a property or affect the amount you can borrow. Include both the upfront and annual mortgage-insurance premiums in the cost comparison, not just the down payment.

VA: check eligibility and the appraisal relationship
A VA-backed purchase loan can be an especially relevant comparison for an eligible borrower because it does not require monthly mortgage insurance, and a down payment may not be required when the contract price is no higher than the appraised value. Confirm eligibility, appraisal results, closing costs, and whether a funding fee applies before comparing it with other offers.

How should you compare actual offers?
Program descriptions establish possible features, not the interest rate or APR you will receive. Request written Loan Estimates from lenders for the same purchase scenario and as close to the same date as practical. Compare the loan terms as well as the assistance: a smaller down payment alone does not prove that a loan has the lowest total cost.
- Eligibility for the borrower and household, including AMI tests, first-time-buyer rules, and VA eligibility where relevant.
- Property location, applicable county loan limits, occupancy, and property-type restrictions.
- Cash to close after eligible gifts, grants, or other assistance, along with any conditions attached to that assistance.
- Interest rate, points, lender fees, closing costs, and any upfront program fee.
- Monthly principal and interest, mortgage insurance, and other recurring loan costs.
- How costs may change over the period you expect to own the home, including any restrictions on canceling mortgage insurance or repaying assistance.
Use the same purchase price, down payment assumptions, and borrower information when requesting quotes. If a lender offers a credit or assistance, ask how it appears in the estimate and whether it changes the loan terms. The available program information does not establish borrower-specific rates or APRs, so there is no sound basis here for ranking these options by a “best rate.”
What should you do before choosing a loan?
- Write down the state and county where you plan to buy, approximate household income, target price, first-time-buyer status, and any VA eligibility.
- Check the current HomeReady AMI information and contact the HFA serving the purchase area about its rules, participating lenders, and available assistance.
- Ask lenders whether HomeReady, the very-low-income credit, HFA Preferred or local assistance, FHA, and—if you qualify—VA can be considered for your situation.
- Request comparable written Loan Estimates and review cash to close, recurring costs, insurance, fees, and assistance conditions together.
- Consider a HUD-certified housing counselor if you want help understanding program requirements, preparing for lender conversations, or reviewing your budget.
Which option is the best starting point?
For many buyers with limited savings, begin by checking HomeReady and local HFA options, then compare FHA using the correct county limit and full insurance costs. Add VA if you are eligible. The best choice is the one you can qualify for whose documented assistance, cash-to-close requirement, and ongoing costs fit your purchase and plans—not simply the loan with the smallest advertised down payment.
