Both Login.gov and ID.me let you sign in to VA.gov, VA mobile apps, and other VA online services, and the Department of Veterans Affairs says both meet current federal security standards. The practical choice depends on your identity-verification situation: whether you have a U.S. Social Security number, where you live, which identity documents you hold, and whether you can complete a camera-based check. Login.gov is maintained by the U.S. government. ID.me is maintained by a non-government provider and is the route VA identifies for several circumstances, including users without a U.S. Social Security number.

Your choice does not change eligibility for VA benefits or health care. If neither online account works for you, VA still provides phone, mail, and in-person ways to manage your benefits and care.

Login.gov vs. ID.me at a glance

VA treats a Login.gov account and an ID.me account as sign-in credentials for the same VA services. Neither account is itself a VA benefit, and creating one does not determine whether you qualify for disability compensation, health care, education benefits, claims assistance, or any other program.

Living outside the United States May not fit the verification requirements described by VA VA identifies ID.me as the option to choose
No current state-issued identification Online verification requires a current valid state-issued ID or U.S. passport book VA identifies ID.me as the option for people without a current state-issued ID

What you can do after signing in

A verified account can provide access to VA.gov, VA mobile apps such as VA: Health and Benefits, and other VA online services. Depending on the service, you can:

  • Apply for VA benefits and review application information.
  • Check the status of a claim.
  • Update contact information.
  • Address benefit overpayments or copay bills.
  • Refill prescriptions.
  • Message a health care team.
  • Schedule some appointments.
  • Review available lab and test results and other health information.

VA describes identity verification as a one-time step in ordinary use. You may have to verify again if you lose access to your multifactor-authentication method, recreate an account, or VA asks for reverification. VA’s current account guidance says setup often takes about 10 minutes. That is an estimate, not a guaranteed completion time; document problems, device issues, or a need for in-person review can make the process longer.

When Login.gov is the better fit

You want a government-maintained account

Login.gov is the choice that matches a preference for an account maintained by the U.S. government. VA distinguishes the account provider from VA itself: you create a Login.gov account, then use it as a credential to reach VA services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You have the documents and information for Login.gov’s online process

VA’s detailed Login.gov instructions say to prepare an email address for your username, a password, a valid driver’s license or other state-issued identification, or a U.S. passport book, plus your Social Security number. Online verification also uses a U.S. phone number and a camera-equipped smartphone or tablet.

These requirements are not interchangeable. A document that is expired, not issued by a state, or not one of the accepted forms can prevent the online check from completing. Check the current VA instructions before starting, because identity-document and authentication rules can change.

You can use an alternative when a U.S. phone or camera is a problem

VA notes that a letter may be an option for someone without a U.S. phone number. Someone without a camera-equipped device can use in-person verification at a participating post office. Availability and appointment details should be confirmed through the current VA and Login.gov instructions before you travel.

When ID.me is the better fit

You do not have a U.S. Social Security number

VA says a person without a U.S. Social Security number needs to verify with ID.me. VA’s guidance also says a valid U.S. passport must be shown as one of the identity documents in this situation. This is the clearest circumstance in which the choice is not simply a matter of preference.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You live outside the United States

VA identifies ID.me as the option for people outside the U.S. International users should follow the current ID.me path presented through VA.gov rather than assuming that a domestic phone number, state ID, or U.S.-specific online step will work from abroad.

You lack a current state-issued ID

VA identifies ID.me for people who do not have a current state-issued identification document. ID.me’s self-service route accepts a valid, unexpired U.S. driver’s license, state ID, passport, or passport card. Other documents may be considered during a video call or an in-person process, so an inability to use self-service does not automatically mean you have no verification route.

Your phone plan is not in your name

VA lists ID.me as a potentially appropriate route for some people whose phone plan is not in their name and who want to complete verification online. Because the exact decision can depend on your documents and account details, use the route VA presents after you start at VA.gov.

How to choose before you start

  1. Start at VA.gov. Use the sign-in or account-creation option shown by VA instead of beginning at an unverified third-party page.
  2. Check your Social Security number. If you do not have a U.S. Social Security number, choose the ID.me route identified by VA.
  3. Check your location. If you live outside the United States, VA identifies ID.me as the option.
  4. Inventory your identification. Note whether you have a current state-issued ID, a valid driver’s license, a U.S. passport book, a passport card, or another document accepted by the route you select.
  5. Check your equipment. Online verification may require a camera-equipped smartphone or tablet. ID.me also allows a computer to upload images of identification documents.
  6. Plan multifactor authentication. Both account systems use multifactor authentication as part of protecting access. Make sure you can receive and approve the required authentication method before you begin.
  7. Choose an in-person path if online verification is not practical. Login.gov offers verification at participating USPS locations. VA also describes in-person options for ID.me.

If you meet Login.gov’s requirements and specifically prefer a government-maintained account, Login.gov is a reasonable choice. If one of the special circumstances above applies, follow VA’s ID.me route even if you would otherwise prefer Login.gov.

Login.gov setup: documents, devices, and fallback options

Prepare the required information

  • An email address to use as your Login.gov username.
  • A password that meets the current Login.gov rules.
  • Your Social Security number.
  • A valid driver’s license, another state-issued ID, or a U.S. passport book.
  • A U.S. phone number for the online process.
  • A camera-equipped smartphone or tablet for online identity verification.

Keep the physical identity document available. The process may require you to photograph it and capture an image of yourself with the camera-equipped device.

Complete the online path

  1. Open VA.gov and select the sign-in or account-creation control.
  2. Select Login.gov when VA presents the available account providers.
  3. Create or sign in to your Login.gov account with your email address and password.
  4. Set up multifactor authentication using a method you can continue to access.
  5. Enter the requested personal information, including your Social Security number.
  6. Use the camera-equipped device to submit the required identity-document and identity images.
  7. Return to VA.gov after Login.gov confirms verification and finish signing in.

Use an alternative if the online check fails

If you do not have a U.S. phone number, VA notes that a letter may be available as an alternative. If you do not have a camera-equipped device or cannot complete the camera-based process, use in-person verification at a participating USPS location. Bring the documents specified in the current instructions; do not assume that any post office offers the service.

ID.me setup: self-service, video, and in-person routes

Prepare for self-service verification

  • Your Social Security number, when you have one.
  • A valid, unexpired U.S. driver’s license, state ID, passport, or passport card for the self-service route.
  • Access to multifactor authentication.
  • A camera-equipped smartphone or tablet, or a computer that can upload images of your documents.

VA says people without a U.S. Social Security number must use ID.me and show a valid U.S. passport as one of their identity documents. The general ID.me guidance also says other documents may be accepted during a video call or in person.

Complete the online path

  1. Begin at VA.gov and select the ID.me option shown on the VA sign-in page.
  2. Create or sign in to your ID.me account.
  3. Set up multifactor authentication and retain access to the chosen method.
  4. Provide the requested personal information.
  5. Use a phone or tablet camera, or upload document images from a computer, when prompted.
  6. Submit the identification documents and complete any additional identity questions.
  7. If self-service cannot verify you, follow the offered video-call or in-person instructions rather than repeatedly submitting the same failed images.
  8. Return to VA.gov and complete sign-in after ID.me confirms your identity.

Know when another ID.me route is needed

An expired document, a lack of a current state ID, an international location, or a phone-account mismatch can make self-service unsuitable. VA identifies ID.me for several of these situations and describes video-call and in-person possibilities for documents that are not accepted by self-service. The exact route shown to you is controlled by the current verification rules, so read the on-screen requirements carefully.

What multifactor authentication and identity verification protect

Identity verification checks that the person creating or accessing the account is the person represented by the submitted information. Multifactor authentication adds another proof, such as access to an approved phone or authentication method, after the password step. VA describes both safeguards as measures intended to stop another person from opening an account in a veteran’s name or accessing personal information and benefits.

These safeguards can also create recovery work. Losing the phone, number, authenticator, or other factor used for sign-in can trigger a new verification step. Keep recovery information current, and do not share passwords or authentication codes with anyone claiming to be able to “speed up” VA access.

Troubleshooting common verification problems

Your document is rejected

  • Confirm that the document is one of the types accepted for your selected route.
  • Check that it is current and unexpired where the instructions require that.
  • Retake images in good light with all corners visible and no glare.
  • Use the video-call or in-person option if the document is not eligible for self-service.

You do not have a camera-equipped device

For Login.gov, VA describes in-person verification at participating USPS locations. For ID.me, use a computer to upload document images if that option is offered, or select the available video-call or in-person route.

You cannot receive the authentication code

Check that the phone number, authenticator, or other multifactor method belongs to you and is currently accessible. If you lost access, use the provider’s account-recovery process; VA may require identity reverification before restoring access.

You are outside the United States

Use the ID.me route VA identifies for people outside the U.S. Domestic Login.gov assumptions about state IDs and U.S. phone numbers may not fit an international situation.

You do not have a U.S. Social Security number

Choose ID.me. VA states that identity verification in this circumstance requires ID.me and that a valid U.S. passport must be shown as one identity document.

You cannot complete verification online at all

Do not create multiple accounts in an attempt to bypass a failed check. Review the current in-person choices: Login.gov verification at participating USPS locations and the in-person options VA describes for ID.me. You can also manage VA matters by phone, mail, or in person without creating an online account.

Can you use VA services without either account?

Yes. VA says people who do not set up an online account can still manage benefits and health care by phone, mail, or in person. Those channels may be the better choice when you cannot obtain an acceptable identity document, do not have reliable internet or a camera-equipped device, or prefer not to create an online credential.

The trade-off is convenience: without an online account, you will not use the account-based features described above, such as online claim-status checks, prescription refills, secure care-team messaging, or electronic updates to contact information. Contact VA through the current official channel for the service you need and ask what identification or forms are required.

Privacy, provider status, and what VA does not compare

Login.gov and ID.me are separate account providers. An ID.me account is not a VA account, and a Login.gov account is not VA itself; each is a credential used to reach VA services. Use the provider name shown on VA.gov so you know which account you are creating or using.

VA’s guidance establishes that both options meet current federal security standards. It does not provide a head-to-head measurement of uptime, verification success rates, processing time, privacy terms, support response, or user satisfaction. Consequently, claims that one is universally safer, faster, or easier go beyond the available VA evidence.

Provider requirements can change. Before beginning, read the current account-creation and identity-verification instructions displayed through VA.gov, especially if you are using an older document, living abroad, replacing a phone, or returning after a long period without signing in.

Decision guide for specific situations

Your situation Practical starting point Why
You want the account maintained by the U.S. government and have a current state ID or U.S. passport book Login.gov It matches your provider preference and the documents described for Login.gov verification.
You have no U.S. Social Security number ID.me VA says ID.me verification is required; a valid U.S. passport must be shown as one identity document.
You live outside the U.S. ID.me VA identifies ID.me for this circumstance.
You lack a current state-issued ID ID.me VA identifies ID.me as the option in this circumstance and describes additional review routes.
Your phone plan is not in your name Check ID.me through VA.gov VA identifies ID.me as potentially appropriate for some users who want online verification.
You cannot use a camera online Login.gov in-person USPS verification or an ID.me in-person route VA describes in-person alternatives for both providers, subject to current location and appointment availability.
You do not want an online account Phone, mail, or in-person VA service VA says these channels remain available and account choice does not affect eligibility.

Bottom line

Choose Login.gov if you meet its verification requirements and want an account maintained by the U.S. government. Choose ID.me if you have no U.S. Social Security number, live outside the United States, lack a current state-issued ID, or fit another circumstance for which VA directs users to ID.me. If online verification is not workable, use the available in-person path or contact VA by phone, mail, or in person. Either account can unlock the same broad set of VA online services, and neither account changes your eligibility for benefits or care.
