Local-first software treats the user’s device as the primary place where working data lives. A server may still synchronize devices, support collaboration, or hold a backup, but it is not necessarily the authoritative copy. That shift can make offline work and user control more natural; it also makes developers responsible for sync, conflict handling, data recovery, and security.

“The developer’s new OS” is a metaphor for this architectural change, not a literal replacement for an operating system. Keeping data in a browser or on a device does not, by itself, make an app private or its data permanent.

What does local-first software mean?

In a server-centric app, the server usually holds the authoritative record and the device may display a cache. In a local-first app, the device holds the primary working copy, and synchronization can happen in the background. The distinction is about which copy is authoritative—not simply whether an app uses a cloud server.

Ink & Switch’s April 2019 essay, “Local-first software: You own your data, in spite of the cloud,” describes the approach as a way to combine user ownership with collaboration. The essay’s authors summarize it this way: “Local-first is a set of principles for software that enables both collaboration and ownership for users.” Those are design goals, not automatic properties of every product described as local-first.

Many apps combine local storage with a server. The useful questions are where the primary record lives, what happens when the network disappears, and how users can recover or move their data.

What changes when the device is the primary copy?

Local-first design can make an app respond without waiting for a server and let people continue working offline. It can also give users more direct control over their data. But offline access, collaboration, portability, privacy, and long-term durability are separate goals; an architecture must address each one deliberately.

Which copy is authoritative? Usually the server; the device may hold a cache. The device holds the primary working copy; servers may hold synchronized replicas.
What happens offline? Users may be limited to cached information or unable to work. Users can read or edit locally if the app is designed to support it; later synchronization still needs to be implemented.
How does collaboration work? Changes can be coordinated through the server. Concurrent edits still need a synchronization and conflict-resolution design; there is no universal algorithm established by the sources cited here.
What supports durability? Depends on the service’s storage, backups, and recovery options. Depends on device storage plus explicit backup, export, and recovery plans; browser storage is not an archival guarantee.

That comparison describes common patterns, not a strict either-or. A local-first app can rely on a server for cross-device sync, and a server-centric app can use local caches. The key is to make the dependency and authority model clear to the team and to users.

Which browser mechanisms support offline and local-first behavior?

IndexedDB for structured client-side data

IndexedDB is an asynchronous browser API for storing structured data. It can let an app read and write its working data locally, including when network access is unavailable. Its same-origin boundary limits which origins can access that database. IndexedDB does not synchronize data to a server: developers who want cross-device sync must build that separately.

Service workers for offline resources

A service worker can intercept requests and cache resources, helping an app load and behave usefully when the network is unavailable. Service workers run in a worker context and require a secure context, such as HTTPS; localhost is treated as secure for local development. Caching resources is only one part of offline support. It does not provide a data model, synchronization, or conflict resolution for the app.

Browser storage for persistence—with limits

Browser storage is best-effort by default. MDN’s “Storage quotas and eviction criteria” documentation notes that browser data may be removed under storage pressure or other browser-specific conditions. Quotas and eviction behavior vary by browser, private browsing can behave differently, and writes can fail with QuotaExceededError. An app must handle a failed write rather than assuming a save succeeded.

Developers can request persistent storage, but approval behavior differs among browsers. A request does not turn browser storage into an archival guarantee. For important user-created data, explain the limits and provide an appropriate way to export, back up, or recover it.

Does keeping data on the client automatically make an app private or secure?

No. Client-side storage may reduce how much data a particular design sends to or keeps on a server, but the location of a database is only one part of a privacy and security model. Consider what data leaves the device, which code can read it, who can access synchronized copies, how backups work, and what happens if a device or account is compromised.

Scripts running in the page

Third-party JavaScript included on a page runs in the embedder’s browsing context. A local database is therefore not isolated from every script that has the page’s privileges. Minimize third-party scripts and assess their access and supply-chain risk, especially when client-side secrecy is part of the product’s privacy claim.

Encryption and key management

The Web Crypto API exposes low-level cryptographic primitives in secure contexts. Using those primitives does not, by itself, create end-to-end encryption or a safe system. Secure key management and system design remain difficult; teams should not treat a browser crypto API as a complete security plan. Sensitive-data designs may warrant specialist security review.

Partitioned browser state

Browsers use state partitioning as a privacy measure intended to limit cross-site tracking through client-side state. Developers should account for this when designing embedded experiences and should not assume that storage or other state is shared across contexts in the same way everywhere.

How should a team plan for sync, recovery, and user control?

Local-first shifts responsibility rather than eliminating it. Before choosing the architecture, decide what the app promises when a connection is absent, edits arrive from several devices, or the original device is lost.

  • Define authority: Document which copy is primary and whether a server stores a replica, backup, or both.
  • Specify offline behavior: Identify what users can view and change without a connection, and how the app communicates pending or failed synchronization.
  • Plan conflict handling: Decide how simultaneous edits are detected and reconciled. Explain the behavior to users when it could affect their work.
  • Design recovery: Address device loss, browser eviction, account loss, and service shutdown. Offer export or backup options that fit the data’s importance.
  • Make data movement understandable: Tell users what syncs, where it goes, who can access it, and how they can export or delete it.
  • Test storage failures: Handle quota errors and other failed writes, and verify that the interface does not imply data was saved when it was not.
  • Review the page’s code and dependencies: Include scripts, sync pathways, backups, and cryptographic key handling in the threat model.

For collaborative applications, Ink & Switch names Automerge as an open-source JavaScript CRDT implementation. It is an example of a tool in this area, not a universal solution: the product still needs a sync design and a conflict model that fit its data and user expectations.

What does local-first mean for privacy obligations?

Local storage does not erase legal obligations. The relevant questions include what information is collected, whether it is personal data, which technologies store or access it, what is transmitted, and how deletion and export work. The answer depends on jurisdiction and implementation.

For the UK specifically, the Information Commissioner’s Office says UK GDPR applies where information handled through storage and access technologies is personal data. That is a jurisdiction-specific point, not a universal conclusion about privacy law.
