Neither technology is universally cheaper or better. Air cooling remains a practical choice when rack loads, airflow paths, climate and plant capacity fit within its limits. Direct liquid cooling becomes more compelling as high-density processors push racks toward the 50–100 kW and higher range, or when a site values more compute in the same floor area. The correct comparison is between complete facility designs: IT heat capture, distribution, heat rejection, electrical infrastructure, controls, water use and operating capability.

Liquid cooling transfers heat from chips or the back of a server into a recirculating liquid loop. Air cooling transfers heat into room air, which a separate air-handling and refrigeration system removes. Hybrid facilities use both. A liquid loop can still reject heat through a cooling tower, and an air-cooled room can still use economizers and careful containment to reduce refrigeration. Site conditions and the planned computing workload determine the result.

What the two approaches actually include

Air-cooled data centers

In an air-cooled design, server fans move room air through heat sinks and across components. The heated air leaves the rack, travels through a hot-aisle or return-air path, and reaches computer-room air handlers, air-side economizers, chilled-water coils or direct-expansion units. Those systems transfer heat to outdoor air or to a water loop and ultimately to a cooling tower, dry cooler or other heat-rejection device.

Air performance depends heavily on airflow discipline. Hot and cool air must be separated so that server inlets do not receive exhaust air. Blanking panels, sealed floor or ceiling paths, correctly sized fans, and controlled temperature and humidity reduce bypass air and recirculation. The U.S. Department of Energy recommends hot-aisle/cold-aisle separation and evaluates both air-side and water-side economizing in its Best Practices Guide for Energy-Efficient Data Center Design (July 26, 2024).

Direct-to-chip liquid cooling

Cold plates attach to high-power processors and sometimes memory or voltage-regulation components. A coolant distribution unit (CDU) pumps treated fluid through those plates, collects the warmed fluid and transfers its heat to a facility-water loop or another secondary circuit. The facility loop then rejects heat through a chiller, cooling tower, dry cooler or a combination of equipment. Server fans may still cool components that are not connected to cold plates, so direct liquid cooling is not automatically fanless or air-free.

Rear-door heat exchangers

A rear-door heat exchanger replaces or supplements a rack door with a liquid-cooled coil. Server exhaust air passes through the coil before it enters the room. This captures a large share of rack heat without modifying every server, but it still relies on server fans and room-air circulation. It can be useful when a facility needs more rack capacity but cannot convert all equipment to direct-to-chip cooling.

Hybrid systems

Hybrid designs liquid-cool the highest-power servers while room-air systems handle storage, networking, low-power servers and residual heat. The liquid and air systems may share a heat-rejection plant or use separate loops. Hybrid zoning lets an operator deploy dense AI racks in one area while retaining conventional racks elsewhere, but it adds controls, piping routes and operational procedures.

Capacity: when density changes the design basis

Rack density is the first screening variable. Conventional enterprise racks may be supportable with well-designed air cooling, while accelerated-computing racks can exceed the airflow and fan-power limits of an air-only room. ASHRAE’s AI data-center framework discusses direct-to-chip and rear-door technologies for 50–100 kW and higher racks and describes technology-cooling systems for purpose-built AI facilities routinely above 50–120 kW per rack. Those figures describe design scenarios, not a universal crossover point.

The practical limit depends on more than the nameplate kW. GPU and server models, inlet temperature, allowable component temperature, rack geometry, containment quality, fan curves, altitude, outdoor design temperature and the amount of heat each liquid loop actually captures all matter. Two racks with the same electrical load can require different cooling systems if one has a higher fraction of heat removed by liquid or a tighter inlet-temperature requirement.

Why liquid can fit more compute into a room

  • Liquid carries heat with far less volume than air, so large supply and return-air paths are not required for the liquid-cooled portion.
  • Removing heat at the processor reduces the airflow and server-fan work needed to keep inlet temperatures within specification.
  • Fewer, denser racks can leave floor area for additional compute, storage or power equipment.
  • Rack densification can reduce some electrical and network distribution runs, although the remaining feeders, busways and protection equipment must be sized for the higher rack loads.

Liquid does not create capacity by itself. The building still needs enough utility power, switchgear, UPS capacity, heat-rejection area and structural loading. A CDU, manifolds and leak-detection system also occupy space. Capacity should therefore be measured as delivered IT kW per usable square metre after all supporting equipment is included, not as processor watts alone.

Where air remains the better capacity choice

Air is often sufficient for moderate-density racks, widely distributed loads or facilities with abundant raised-floor and mechanical capacity. It avoids liquid connections at the server and can accommodate a broad range of equipment without special cold plates or liquid-qualified components. If the planned workload will not approach the room’s airflow or heat-rejection limits, converting to liquid may add complexity without increasing useful capacity.

Total installed cost: compare the facility, not a rack accessory

There is no broadly applicable cost-per-kilowatt or payback figure in the cited evidence. ASHRAE identifies piping materials, insulation and installation labor as additional liquid-system costs, while also noting that denser racks may avoid some electrical and network distribution work. The balance changes with building age, rack density, utility tariffs, water availability and whether a new heat-rejection plant is required.

Cost element Air-cooled design Liquid or hybrid design What determines the result
Rack and server hardware Standard heat sinks, fans and rack airflow management Cold plates, manifolds, quick disconnects, CDUs or rear-door coils; some air hardware remains Server compatibility, liquid fraction of the heat load and equipment refresh cycle
Distribution Supply/return-air plenums, containment, air handlers and duct or floor paths Supply and return piping, valves, insulation, manifolds, CDUs and leak detection Pipe distance, redundancy, ceiling or floor access and installation labor
Heat rejection Chillers, coils, economizers, cooling towers or dry coolers Facility-water heat exchanger plus chiller, tower, dry cooler or another rejection system Water policy, outdoor design temperature, redundancy and available footprint
Electrical and network distribution More racks can mean more row-level distribution and network links Fewer, denser racks may reduce some distribution runs but require high-capacity feeders Rack count, voltage, redundancy and topology
Controls and commissioning Air balancing, containment verification and humidity control All air controls plus flow balancing, water chemistry, leak detection and CDU controls Operating team capability and required availability
Published universal price or payback Not stated in the cited evidence Not stated in the cited evidence Project scope and site conditions prevent a single industry-wide value

For a defensible estimate, price at least two complete options at the same IT load and availability level. Include demolition, outage windows, temporary cooling, structural work, commissioning, spare pumps and valves, water treatment, controls integration and training. Compare the avoided cost of extra rooms, switchgear, network cabling and future expansion against the liquid system’s added hardware. A lower rack quote can still produce a higher project cost if the building needs new piping and heat rejection.

Energy use and PUE

Liquid can reduce cooling energy in several ways. Warm-water loops may carry heat directly to a heat exchanger without compressor-based refrigeration for much of the year. Processor cold plates can also reduce server-fan power. Whether those gains lower whole-facility PUE depends on pumps, CDUs, chillers, cooling towers, controls and the electrical overhead of the rest of the building.

A documented ASHRAE 2021 SuperMUC-NG case reported about 30% energy savings. The result combined servers operating without fans, 40–45°C direct warm-water cooling, energy-aware workload scheduling and reduced mechanical refrigeration; it was not an isolated measurement of liquid cooling alone. The described system reported a partial cooling PUE below 0.07. Treat this as a specific high-performance-computing case study, not a promise for every commercial facility.

How air systems can narrow the gap

  • Use hot-aisle or cold-aisle containment and seal bypass openings.
  • Raise supply-air temperature within the server manufacturer’s allowable envelope instead of overcooling.
  • Use air-side economizing when outdoor conditions permit and water-side economizing when a chilled-water loop can reject heat without compressors.
  • Control fan speed, static pressure and humidification from actual inlet conditions.
  • Zone high-load racks so the entire room does not operate at the most demanding setpoint.

These measures improve an air-cooled facility and remain valuable in a hybrid design because residual heat still enters the room. The DOE guide cautions that no design guide can offer “the most energy-efficient” data-center design; its recommendations provide efficiency benefits across a wide variety of scenarios rather than a single prescription.

Water use, dry cooling and climate limits

The label liquid cooling describes how heat leaves the IT equipment, not whether the facility consumes water. A liquid-cooled system may send heat to a cooling tower that evaporates water, or to a closed-loop dry cooler that rejects heat directly to outdoor air. Conversely, an air-cooled room may still use chilled-water coils and cooling towers at the plant.

Cooling towers

Cooling towers can reject large heat loads efficiently, especially in climates where evaporative cooling is effective. They require makeup water, blowdown management, water treatment and a reliable source that meets local restrictions. Drought rules, discharge permits and seasonal water quality can make tower operation difficult even when the IT-side loop is closed.

Closed-loop dry coolers

ASHRAE’s dry-cooler example avoids evaporative water use but requires more physical footprint than a cooling tower and can reach an ambient-temperature limit. When outdoor air is too warm, controls may need to reduce IT load or allow thermal throttling to keep components within safe limits. This is an attribute of that dry-cooling architecture, not of all liquid systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Climate analysis should use the site’s design dry-bulb and wet-bulb temperatures, not an annual average. Check peak-hour conditions, smoke or dust exposure, winter freeze protection, condenser approach temperatures and the number of hours when economizing is available. A water-constrained site may accept a larger dry-cooler yard; a space-constrained site may prefer towers but must secure water and discharge capacity.

Footprint and heat-rejection infrastructure

Liquid distribution can shrink the room’s air-handling requirement while increasing the need for pipe shafts, CDU rooms, service clearances and outdoor heat-rejection equipment. Dry coolers need more exterior area than towers for the same duty in the cited ASHRAE scenario. Chillers and towers may be smaller in a warm-water design, but pumps, heat exchangers and redundancy still consume plant space.

Map the entire heat path: processor or server, rack manifold, CDU, facility loop, heat exchanger, chiller or economizer, and final heat rejection. Every interface needs isolation valves, instrumentation, drainage and a maintenance route. A design that fits racks but cannot replace a pump without taking down a zone is not an available design.

Retrofit complexity and operations

Retrofitting air-cooled rooms is usually less disruptive when the existing air handlers and power distribution have spare capacity. Adding direct liquid cooling may require new supply and return pipes, penetrations, CDUs, floor loading checks, leak detection, controls integration and a planned outage. Rear-door exchangers can be less invasive than server-level cold plates but still need water distribution and door service space.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Capabilities an operations team needs

  • Water-quality monitoring, filtration and corrosion control for the selected coolant and materials.
  • Procedures for connecting and disconnecting quick couplers without introducing air or contamination.
  • Leak sensors, automatic isolation logic, absorbent response materials and documented escalation paths.
  • Spare pumps, valves, sensors and CDU components sized to the required repair time.
  • Training on mixed air/liquid zones, firmware limits, flow alarms and thermal-throttling behavior.
  • Commissioning records that prove flow, temperature, pressure and failover performance at design load.

Air systems have their own operational risks: blocked filters, failed fans, poor containment, humidification faults and unexpected recirculation. Liquid cooling adds a different failure mode rather than eliminating maintenance.

Heat reuse opportunities

Liquid loops can deliver warmer water than conventional chilled-water systems, making heat recovery technically easier. A 40–45°C loop may be useful for domestic hot water preheating, space heating or an adjacent process when the receiving system can accept that temperature and operate year-round. Heat recovery still needs a matched sink, a heat exchanger, pumps, controls and a plan for periods when the heat user is unavailable.

Air systems can also recover heat, but the lower temperature and diffuse airflow often require larger heat exchangers or heat pumps. Evaluate reuse on an annual profile: the value is limited if the neighboring load is seasonal or far from the data center.

A decision framework for a new build or expansion

Use the following sequence before selecting equipment. It prevents a rack-level choice from locking the facility into an unsuitable plant.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Measure current and planned density. Record average, design and worst-case kW per rack, the percentage of liquid-addressable heat, inlet-temperature limits and the growth schedule for GPUs or other accelerators.
  2. Confirm electrical headroom. Check utility service, UPS, generators, busways, branch circuits, transformer loading and the effect of consolidating loads into fewer racks.
  3. Model the complete heat path. Size air handlers, CDUs, pumps, heat exchangers, chillers, towers or dry coolers for design-day conditions and required redundancy.
  4. Screen water and climate constraints. Document tower makeup water, blowdown permits, drought restrictions, ambient extremes, freeze protection and the footprint available for dry coolers.
  5. Price equivalent availability. Compare capital, commissioning, maintenance, spares, outage costs and expected energy at the same N+1 or 2N requirement. Do not compare an air system with redundancy to a liquid system without it.
  6. Check equipment compatibility. Obtain manufacturer-approved cold plates, manifolds, coolant specifications, rack limits, warranty terms and service procedures for every server generation.
  7. Assess the operating model. Confirm 24-hour response, leak monitoring, water treatment, incident drills, vendor support and staff training before committing to liquid distribution.
  8. Value capacity and heat reuse. Quantify the revenue or mission value of additional compute per square metre and any usable heat offset. These benefits can outweigh a higher first cost, but only when they are documented.
  9. Choose zoning rather than a forced binary. Keep air cooling for compatible moderate-density racks, use direct-to-chip or rear-door methods for dense zones, and connect the zones to a plant sized for their actual heat loads.

When each approach usually makes sense

Project condition Likely starting point Reason
Moderate rack loads, spare air-handler and floor-path capacity Air cooling with containment and economizing Lowest change to server compatibility and operations
New AI zone with sustained 50–100 kW or higher racks Direct-to-chip, rear-door or a hybrid design Airflow, fan power and room distribution may become limiting
Water-constrained site with exterior space Liquid loop plus closed-loop dry cooler, subject to ambient limits Avoids evaporative water use but trades for footprint and hot-weather controls
Existing room with mixed server generations Hybrid zoning or rear-door exchangers Adds dense capacity without converting every server
High electricity prices and many hours suitable for warm-water operation Warm-water liquid design, if compatible heat rejection is available Can reduce refrigeration and fan energy; savings are design-specific
Little plant or service-space headroom Improve air management first, then reassess density Liquid hardware and heat rejection still need space and maintenance access

Common mistakes and recovery steps

Calling a liquid system water-free

Failure: The IT loop is closed, but the plant uses an evaporative tower that was omitted from the water budget.

Fix: Trace the final heat-rejection device, calculate makeup and blowdown, and compare it with a dry-cooler option under peak ambient conditions.

Using a single kW threshold as a rule

Failure: A project adopts liquid cooling solely because a rack crosses an arbitrary number, or rejects it because the rack is just below that number.

Fix: Model equipment airflow, inlet temperature, containment, climate, expansion and the value of floor space together. ASHRAE’s density figures are design guidance, not a universal engineering boundary.

Fix: Request a total-installed-cost estimate with identical redundancy, service life, expansion allowance and temporary cooling assumptions.

Ignoring residual room heat

Failure: A direct-to-chip deployment assumes room air can be switched off even though memory, disks, power supplies and network equipment remain air-cooled.

Fix: Quantify the uncaptured heat and retain room-air capacity, even if it is much smaller than in the original design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Retrofitting without a leak and maintenance plan

Failure: Pipes are installed, but there is no isolation strategy, spare CDU or trained response team.

Fix: Commission leak detection and failover under load, document valve boundaries, stock critical spares and rehearse a contained leak response before production use.

Bottom line for planners

Choose air cooling when density, airflow and plant capacity remain comfortable and the value of conversion is low. Choose direct liquid or rear-door heat exchange when processor density, fan power, floor area or warm-water economizing creates a measurable advantage. Choose a hybrid when workloads and server generations are mixed.

The winning design is the one that meets the required IT load and availability with acceptable capital cost, energy, water, footprint and operational risk. Evaluate rack density, electrical distribution, heat rejection, local climate and water, retrofit downtime, staff capability, tariffs and heat-reuse demand as one system. DOE’s guidance is deliberately scenario-based, and the ASHRAE case studies reinforce the same lesson: outcomes depend on the architecture surrounding the cooling medium.
