Neither cooling method is universally better. Air cooling remains practical for racks and rooms within a facility’s airflow capacity. Direct liquid cooling becomes more useful as processor and rack heat loads rise, and a hybrid design can use liquid for high-heat GPUs while retaining air cooling for other equipment and residual room heat. The right choice depends on the whole cooling chain—not just how heat leaves a server.
How do liquid and air cooling handle AI rack heat?
Air cooling draws heat from IT equipment into room air, then uses air-handling equipment to move that heat to the facility’s cooling plant. With direct liquid cooling, a circulating loop captures heat close to components such as processors. A coolant distribution unit (CDU) commonly transfers heat from the IT loop to facility heat-rejection equipment.
In either design, capturing heat inside the data center is only part of the job: the heat still has to be rejected outdoors. That may involve chillers, cooling towers, fluid coolers or dry coolers. A liquid loop therefore does not, by itself, describe the facility’s complete cooling system.
Liquid cooling vs. air cooling: what changes?

When does an AI data center need liquid cooling?
There is no universal rack-kilowatt point at which every facility should switch. The U.S. Department of Energy’s July 2024 Best Practices Guide for Energy-Efficient Data Center Design describes HPC rack densities that rose from 60 kW in 2013 to more than 125 kW in recent deployments. That is an example of changing HPC density, not a specification for every AI rack or a cutoff for adopting liquid cooling.

ASHRAE’s AI Data Center Energy Performance Framework recommends direct-to-chip cooling for high-heat GPU loads in retrofit planning, while retaining air cooling for residual facility loads. The practical question is whether the planned servers, rack layout and facility can remove heat reliably with air—not whether a single published threshold has been crossed.
Check the whole rack and facility
- Estimate the heat load of the actual server configuration and how it is distributed across racks.
- Assess whether room airflow can deliver cooling to dense racks without problematic mixing or hotspots.
- Include non-processor equipment and room heat in the design: a liquid-cooled processor does not mean every rack component or facility load is liquid cooled.
- Confirm that downstream heat-rejection equipment can handle the heat transferred from the IT loop.
Is liquid cooling more energy efficient than air cooling?
It can be, but “liquid” alone does not establish lower total facility energy use. Compare the complete system boundary: IT-loop pumps, air-moving equipment, chillers, economizers, facility pumps and heat-rejection equipment. A liquid system may reduce the work of moving heat from high-power components, while the facility still needs to reject that heat and may still need air cooling for other loads.

Air cooling is not fixed at its least efficient configuration. The DOE’s Federal Energy Management Program recommends separating hot and cool air, limiting mixing, setting temperatures appropriately and using air-side or water-side economizers where climate and air quality allow. Its guide says hot/cold aisle isolation practices can enable higher chilled-water temperatures and reduced airflow, with a potential 20% reduction in chiller energy. That is a guide-reported potential result, not a guaranteed saving for a particular site.

These are reported motivations, not measured proof that a particular liquid system saves a given amount of energy.

Does liquid cooling use less water?
Not necessarily. The IT liquid loop may be closed and recirculating, but heat must still pass to a facility system. If that system uses evaporative cooling towers, the facility can consume water. Dry heat rejection can reduce water consumption in suitable conditions, but climate, operating temperatures and equipment configuration affect the result.
Water and energy choices are connected: a heat-rejection approach that lowers water use may have different energy demands, and outcomes depend on the site’s setpoints and climate. Compare both measures for the full cooling system rather than treating the coolant loop as a proxy for facility water use.

Can you retrofit liquid cooling into an existing data center?
Yes, a hybrid retrofit can be a practical approach: use direct-to-chip liquid cooling for high-heat GPU loads and keep existing air systems for residual heat and lower-density areas. Whether it works depends on the live facility’s infrastructure capacity, integration constraints and ability to operate and maintain the added equipment.
Plan for more than the cooling loop
- Determine how liquid distribution equipment and the CDU will fit into the facility and connect to heat rejection.
- Define maintenance procedures and sequences, including how work will be performed in a live site.
- Prepare staff to operate and service the new equipment, and account for the air-cooled loads that remain.
- Check infrastructure capacity against the intended rack load and deployment plan.

Compare complete, site-specific designs across the following factors rather than choosing by technology label alone:

- Heat load and airflow: Can the existing or planned air system serve the rack configuration without difficult hotspots?
- Facility heat rejection: What equipment will ultimately reject the heat, and can it support the proposed IT cooling loop?
- Energy and water priorities: Compare total cooling-system energy and water use under local climate and operating conditions.
- Space and integration: Account for the equipment and connections required by the chosen design, especially in a retrofit.
- Reliability and serviceability: Evaluate maintenance access, operating procedures, staff readiness and the loads that remain on air cooling.
The DOE’s 2024 guide lists ASHRAE liquid-cooling classes W17, W27, W32, W40, W45 and W+ as the classes current at the time of that guide. Treat that list as dated guidance, not a current equipment specification: check the applicable ASHRAE edition and the specific equipment’s allowable operating conditions before making an engineering decision.
As David Sickinger, an NREL researcher, put it in a DOE article about data center design guidance: “Best practices are more appropriate than a uniform mandate because there’s no one-size-fits-all solution for efficient data center design.”
