A sound life insurance recommendation starts with a needs analysis, not a preset income multiplier. In the United States, ask who depends on the insured, what costs and services would need replacing, which resources already exist, how long the need will last, and what premium and policy features the household can sustain. The answers should be documented and matched to the policy contract. This is general consumer information, not an individualized recommendation; state rules and contract terms vary.

The National Association of Insurance Commissioners (NAIC) frames the conversation around six consumer questions. Use them as the agenda for a fact-finding meeting, then test each proposed policy against the resulting obligations, resources and time horizon.

What a life insurance needs analysis is supposed to establish

The purpose is to estimate the financial consequences of the insured’s death and identify which of those consequences need insurance. A complete review separates:

  • Support and services: income, childcare, household work and other help the insured provides.
  • Costs and obligations: final expenses, debts, housing, education, bills and possible estate obligations.
  • Resources: savings, existing individual policies and employer coverage that could meet some of those needs.
  • Time: when each obligation begins and ends, rather than assuming every need is lifelong.
  • Affordability and contract mechanics: premiums, guarantees, exclusions, cash value and how the policy behaves over time.

NAIC consumer materials do not establish one universal calculation or an official income multiple. A worksheet can organize facts, but the final recommendation must reflect the household’s circumstances and the actual policy documents.

The six questions to ask before discussing a benefit amount

“Does anyone depend on me financially?”

Identify every person who would lose financial support if the insured died. Children and a spouse or partner are common examples, but dependent parents, relatives with disabilities and other household members may also rely on the insured. Ask whether the dependence is total or partial and whether another adult could replace any of the support.

Record the dependent’s age, expected period of dependence and major milestones. A child’s need may extend through school; an adult relative’s need may be ongoing. Do not treat a person who shares a home as financially dependent without examining the actual flow of money and services.

“How much of the family income do I provide?”

Use after-tax or take-home cash flow records as well as gross salary, because the surviving household must replace spending power rather than an abstract salary figure. Include commissions, bonuses, self-employment income and benefits only to the extent they are reasonably expected and relevant to the household budget.

Income is not the only contribution. A parent who provides daily childcare, transportation, cooking, home maintenance or care for an adult relative may create a large replacement cost even without a paycheck. Estimate what the family would have to purchase or arrange if those services disappeared, and for how many years.

“How will my family pay my final expenses and repay debts after my death?”

List one-time obligations separately from continuing support. One-time items can include funeral and burial or cremation costs, medical bills, taxes due at death and immediate legal or administrative expenses. Debts may include credit cards, personal loans, auto loans, mortgages and education loans. Check whether a debt is individually owed, jointly owed or secured by property, because the survivor’s legal responsibility can differ.

Then list recurring costs that would remain: housing, utilities, food, insurance, transportation, childcare, eldercare and other monthly bills. Add goals such as education funding when the family expects to preserve that option after the insured’s death. The NAIC identifies final expenses, debt repayment, family support, childcare, monthly bills, education and possible estate taxes as items to consider; whether an estate tax applies depends on the facts and jurisdiction. See the NAIC’s purchase tips for its consumer checklist.

“Do I have life insurance through my employer, and is it enough to meet my financial obligations?”

Obtain the employer plan certificate, not just a benefits-summary estimate. Confirm the death benefit, eligibility rules, exclusions, reduction schedule, cost to the employee and the date coverage ends. Ask whether the benefit is a fixed amount or tied to salary and whether it changes when the employee changes roles or pay.

Portability is critical. Employer coverage may end when employment ends, and a conversion or portability option can have different premiums, deadlines and underwriting rules. Treat workplace insurance as one resource in the analysis, not automatically as the foundation of a decades-long plan. Compare its duration with the years the family expects to need support.

“Will these financial obligations change over time?”

Map obligations on a timeline. A mortgage balance may decline, children may become independent, education costs may end, and a surviving partner’s income or retirement resources may change. Conversely, a new child, business loan or caregiving responsibility can increase the need.

Ask what is expected to change and what is uncertain. Document assumptions such as planned debt repayment, a future return to work or an anticipated pension, and identify which assumptions would trigger a review. A policy that fits today’s budget can become unaffordable after a job change; a benefit that looks large today can become inadequate after a new obligation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“In how many years do you anticipate the need for death benefits?”

Assign an expected end date to each need where possible. Income replacement for young children, a mortgage balance and a business obligation may have different horizons. The coverage period should follow the obligation rather than an automatic assumption that every need lasts for life.

The NAIC describes term insurance as protection for a set period and notes that it can suit a limited-time need or a specific obligation such as a mortgage. A permanent policy may be considered when a lifetime need is intentional, but the analysis still has to show why lifetime protection is needed and how premiums will be maintained. The NAIC’s life insurance topic page, updated November 14, 2025, explains these broad categories: life insurance topic page.

Turn answers into a documented needs picture

1. Quantify support and replacement services

Prepare a household cash-flow statement for a normal month and a separate list of non-cash services. For each contribution, note the amount, recipient and expected duration. For example, record a parent’s annual earnings, the number of years until children are expected to become self-supporting, and the market cost of full-time childcare if the parent who provides it dies.

Do not double-count. If a surviving partner can continue working, the analysis may need to replace only the lost share of income and services. If that partner must reduce hours to provide childcare or eldercare, the reduction becomes part of the need.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Separate immediate cash needs from ongoing needs

Create two lists:

  • Immediate: final expenses, urgent medical or legal bills, debt payments due soon and a short-term cash reserve.
  • Ongoing: housing, household spending, childcare, education, care for dependents and income replacement.

For every ongoing item, write the number of years it is expected to continue and the event that would end it. This makes it possible to match a policy term or a permanent objective to an actual need instead of using one undifferentiated total.

3. Inventory resources that offset the need

Gather account statements, beneficiary designations and policy documents. Include:

  • Individual life insurance: insurer, policy type, death benefit, premium, term or maturity date, riders and ownership.
  • Employer insurance: current benefit, eligibility, cost, reduction provisions and portability or conversion rights.
  • Savings and investments that the family could realistically use without undermining another essential goal.
  • Other resources, such as survivor benefits or business arrangements, only when their eligibility and amount are documented.

Subtract resources only when they are liquid, available to the intended survivor and likely to remain available at death. A retirement account with restrictions or a benefit payable only under specific conditions should not be treated like cash in a checking account.

4. Make assumptions visible

Write down assumptions about inflation, investment returns, salary growth, debt repayment and future household income. These are planning assumptions, not guaranteed policy values. Showing them lets the household see which part of the conclusion is solid and which part would change if circumstances change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Revisit the worksheet after marriage or divorce, a birth or adoption, a major job change, a home purchase, a new business or a change in caregiving responsibilities. A beneficiary designation review should accompany those life events.

Match the coverage period to the need

A term policy can be aligned with a defined period such as the years until children are independent or a mortgage is scheduled to be repaid. Check the policy’s level-premium period, renewal terms, conversion provisions and what premiums become after the initial period; the contract controls.

Cash-value insurance combines a death benefit with a savings feature and generally costs more than term insurance in the early years, according to the NAIC consumer page. The analysis should state whether the household needs lifetime death benefits, a cash-value feature, or simply protection for a temporary obligation. Do not present projected cash value, dividends or other non-guaranteed amounts as certain. Use the policy illustration and contract to identify what is guaranteed and what can change.

Test affordability and policy mechanics

Questions about premiums

  • Is the premium level, increasing, or subject to a scheduled change?
  • What is due now, and what could be due later?
  • Can the household continue payments after retirement, a job loss or a reduction in income?
  • What happens after a missed payment, during a grace period or when cash value is insufficient to support charges?

Ask for the insurer’s guaranteed premium schedule and distinguish it from any current or illustrated values. A lower initial premium is not automatically cheaper over the period the family expects to keep coverage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions about guarantees, exclusions and values

  • Which death benefit and premiums are contractually guaranteed?
  • Which values depend on dividends, interest rates, expenses or other assumptions?
  • Are there exclusions, contestability provisions or waiting periods that affect the intended protection?
  • How do loans, withdrawals, surrender charges or reduced paid-up options affect coverage and value?

Explain these items from the proposed policy’s documents. Product categories alone cannot establish the answer because contracts differ.

Compare two policy options without hiding trade-offs

When more than one policy could address the need, compare similar policies on the same time horizon and benefit objective. The NAIC recommends comparing similar policies across insurers, understanding guarantees and affordability, and reviewing an existing contract carefully before replacement. Use this framework:

Comparison axis What to verify Why it matters
Duration Years of protection, renewal terms, conversion rights and any maturity date Coverage should last through the identified obligation.
Premium path Current premium, scheduled increases, payment period and consequences of missed payments A policy that cannot be sustained will not protect the family.
Guarantees Guaranteed benefit and premium versus values based on assumptions The survivor’s plan should not rely unknowingly on non-guaranteed amounts.
Cash value and mechanics Whether cash value exists, how it grows, charges, loans, withdrawals and surrender terms These features change both flexibility and risk.
Existing coverage What would be lost, changed or reset if a current policy were replaced Replacement can affect cost, underwriting, contestability and accumulated values.
Insurer and jurisdiction Financial-strength information, state requirements and available consumer protections Rules and contract enforcement are state-specific.

Keep the current policy in force until replacement coverage has been issued and reviewed. The NAIC warns that canceling first can leave a gap; health changes may make new coverage more expensive or unavailable. Its October 12, 2026 consumer article discusses choosing among policy types and the risks of replacement: What type of life insurance is right for you?

A practical meeting workflow

  1. Set scope. Explain that the discussion is U.S. general information, not a promise of eligibility or an individualized recommendation, and identify the state whose rules apply.
  2. Collect documents. Request income records, debts, household spending, dependent information, employer-plan materials, existing policies and beneficiary details.
  3. Ask the six NAIC questions. Capture both numeric answers and qualitative services such as childcare.
  4. Build the timeline. Mark when each obligation starts, ends or could change.
  5. List offsets. Document savings and existing coverage, including portability and access restrictions.
  6. Define the objective. State whether the goal is temporary income and debt protection, lifetime protection, final-expense funding or a combination.
  7. Compare policies. Use the same benefit objective and duration, then show premiums, guarantees, exclusions and policy values from contract materials.
  8. Stress-test affordability. Ask how the household would pay after unemployment, retirement, a move or a change in caregiving responsibilities.
  9. Review before application. Check names, owners, insureds, beneficiaries, replacement disclosures and underwriting answers for accuracy.
  10. Schedule a review. Set a date or life-event trigger to revisit the analysis and beneficiary designations.

Common errors and how to correct them

Using a fixed income multiple as the answer

A multiplier can omit debts, services, existing resources and the years a need lasts. Use the NAIC questions and a documented timeline instead; the reviewed NAIC materials do not endorse a universal multiplier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting employer coverage as permanent

Verify portability, conversion deadlines and benefit reductions. If the coverage ends with employment, it cannot be treated as a guaranteed resource for a long-term obligation.

Ignoring unpaid work

Price childcare, household management and caregiving that the insured provides. Replacing those services may be necessary even when wage income is modest.

Confusing illustrations with guarantees

Label every value as guaranteed or non-guaranteed and show the policy year and assumption. Never describe a projected dividend, interest credit or cash value as certain.

Replacing a policy too early

Do not cancel existing coverage until new coverage is issued and accepted. Compare surrender charges, new underwriting, contestability, premiums and lost benefits before signing a replacement form.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to state the time horizon

A benefit amount without an end date cannot be tested against a mortgage, education goal or dependent’s age. Assign an expected duration to each obligation and explain what would cause a change.

When to involve licensed professionals

A licensed insurance agent can explain available contracts and state-specific requirements; a state insurance department can answer jurisdictional consumer questions. Tax, estate, business-ownership or special-needs issues may require a qualified tax or legal professional. The needs worksheet should inform those conversations, not substitute for advice tailored to the household and the governing policy language.
