Short answer: A license plate reader (ALPR) usually records a vehicle only when it passes a camera at an instrumented location. GPS tracking can report a device or connected vehicle’s position repeatedly or continuously. A single ALPR sighting may reveal little; a retained, searchable set of sightings can reveal routines. GPS generally starts with a denser route history, but its privacy impact still depends on precision, retention, who can access it, sharing, and secondary uses. Neither technology is automatically more intrusive in every deployment.
What each technology actually records
License plate readers: observations at fixed points
An ALPR system uses a camera and software to detect a license plate, convert the characters into searchable data, and attach context. A typical record can contain the plate number or an image of the plate, the date and time, the camera’s location, and a photograph or attributes of the vehicle. Some systems also retain an image of the surrounding scene.
The collection event is tied to the reader’s physical location. If no reader covers a road, parking lot, or private driveway, that passage normally creates no ALPR record there. Coverage can still be extensive when an agency or a network of agencies operates readers on major roads, bridges, entrances, patrol cars, or other high-traffic points.

GPS tracking: repeated reports from a device or service
“GPS tracking” describes several different arrangements rather than one product. A government-installed device, a vehicle’s connected service, a phone or app, and another location service may all generate GPS-based data. Depending on configuration, the source can send points every few seconds, every few minutes, when the vehicle moves, or only when an event occurs.

A GPS record commonly includes latitude and longitude, a timestamp, and an identifier that can be linked to a vehicle, account, device, or driver. Additional information may include speed, direction, ignition status, route events, or diagnostic data. The resulting series of points can show not just that a vehicle passed a known place, but the route it took between places.
Side-by-side comparison
| Privacy axis | License plate readers | GPS tracking |
|---|---|---|
| Collection event | A camera observes a vehicle at a particular, instrumented point and stores plate, time, camera location, and often an image. | A device, vehicle service, or other location source reports position at configured intervals or continuously. |
| Record shape | Discrete sightings. A network of readers and a retained database can turn them into a searchable movement trail. | Repeated or continuous points can form a detailed route history, including travel between reader locations. |
| Main risk multipliers | Number and distribution of readers, retention length, cross-system searches, identity matching, and sharing. | Location precision and frequency, duration, identity linkage, recipients, and secondary use. |
| Typical governance questions | Why is data collected? Who may search it? When is it deleted? Can agencies share it? Are searches audited? | Was collection disclosed or consented to? Can it be disabled? How long is it kept? Who receives it? What other purposes are allowed? |
These are system-level distinctions, not guarantees. An ALPR deployment may collect only a small number of records, while a widely connected network can create a detailed history. A GPS service may be configured for infrequent updates and limited retention. The actual settings and policy determine the exposure.
Can an ALPR track where your car goes?
It can document where the car was seen, but usually only at places covered by readers. One observation is a time-and-place fact, not a continuous route. If readers are positioned along a likely journey, however, multiple records can show a sequence of movements.
Retention and searchability are what change the practical meaning of isolated sightings. A database that keeps records for months or allows searches across agencies can reveal commuting patterns, visits to medical facilities or places of worship, recurring appointments, and associations with other vehicles. Investigators may not need a reader at every street if the available observations establish a recognizable routine.
Plate recognition can also be imperfect. Glare, dirt, unusual plates, blocked characters, or software errors can produce a false read. A responsible system should preserve the source image, allow a human to verify a match, and distinguish a lead from proof that a particular person drove the vehicle.
Why collection frequency and precision matter
Frequency creates continuity
GPS’s defining advantage for surveillance is continuity: frequent points can connect the start, middle, and end of a trip. ALPR produces gaps wherever there is no reader. Those gaps limit what can be inferred from the database, although dense reader coverage and long retention can reduce the practical difference.

Precision identifies places and behavior
Coordinates can place a device near a specific building or address. An ALPR camera also has a precise physical location, but the record usually says that a vehicle was observed there rather than where it traveled immediately before or afterward. Both streams become more revealing when combined with identity information, maps, account details, or other datasets.
Identity linkage changes the stakes
A plate number identifies a vehicle, not necessarily the driver. Linking the plate to a registration record, an account, a workplace, or a known person can turn a vehicle history into a person’s movement history. GPS data may be tied to an account or device from the outset, but it can also be shared in an aggregated or pseudonymous form that later becomes identifiable.
Retention: the difference between a moment and a history
Deletion schedules are not uniform in the United States. State statutes, agency policies, contracts, and system settings can impose different periods, and some rules distinguish ordinary sightings from records connected to an investigation.
Iowa example: a 30-day deletion rule
The National Conference of State Legislatures’ state survey summarizes an Iowa requirement that captured plate images and accompanying data be deleted no later than 30 days after capture. That is an example of one state’s rule, not a nationwide ALPR standard.
Illinois State Police example: 90 days
Illinois State Police says its ALPR reads, including the date, time, GPS coordinates, and vehicle image, are maintained for 90 days in its storage platform. The agency also states that federal sharing access previously available to agencies such as the FBI and HSI has been removed. This describes that agency’s platform and policy; it does not establish a 90-day rule for every Illinois agency or for other states.
GPS retention is often controlled by contract and settings
Connected-vehicle and location-service records may persist in a provider’s operational systems, customer account, analytics environment, backups, or law-enforcement disclosure process. A dashboard setting that stops future collection does not necessarily erase historical records. Ask separately how to stop collection, delete stored history, and prevent secondary use.

Who can access and share the data?
ALPR access and cross-agency searches
Access can include the agency that owns the reader, other law-enforcement agencies, dispatchers, analysts, contractors, or a regional information-sharing network. The key questions are whether every search has a documented purpose, whether searches are logged and reviewed, whether users can search vehicles unrelated to an investigation, and whether outside agencies can copy or retain results.
California illustrates a policy-based approach. On October 30, 2023, the California attorney general’s office said state law requires law-enforcement agencies to publish a written ALPR usage and privacy policy addressing access, use, sharing, and dissemination. A policy requirement improves transparency, but the policy’s actual limits and enforcement still matter.
GPS recipients and secondary use
A connected-vehicle provider may share data with service providers, insurers, data brokers, advertisers, affiliates, or government agencies, depending on its disclosures and legal obligations. A company may use location for navigation or roadside assistance and later seek to use related data for analytics, eligibility decisions, or marketing. Those later purposes can create risks even when the original collection was expected.

Consent, control, and consumer protection
Government surveillance, employer monitoring, a private investigator’s tracker, and a consumer’s connected car raise different legal and practical questions. Identify the operator, the source of the data, the purpose, the people affected, and the jurisdiction before drawing a legal conclusion.
Connected vehicles
The FTC’s January 2026 GM/OnStar order sets requirements for the named companies, including affirmative express consent before collecting, using, or sharing connected-vehicle data, subject to specified exceptions. It also includes an option to disable precise-location collection when the vehicle supports that function. The order applies to those companies and terms; it is not a universal rule for every vehicle-data provider.

The FTC wrote in May 2024: “The easiest way that companies can avoid harming consumers from the collection, use, and sharing of sensitive information is by simply not collecting it in the first place.” Data minimization is therefore a useful test: if precise location is unnecessary for a feature, the safer design is not to collect it.
Government-installed GPS devices
In United States v. Jones (2012), the Supreme Court held that the government’s physical installation of a GPS device on a vehicle and its use to monitor the vehicle’s movements constituted a Fourth Amendment search. That holding should not be expanded into a blanket answer for every commercial telematics service, voluntary location sharing, or ALPR database search.
The Court’s June 29, 2026 opinion in Chatrie v. United States revisits location-history privacy in its discussion of Jones. The legal result for a particular record still depends on the facts, the government actor, the method of acquisition, and the jurisdiction.
Motor-vehicle records are a separate category
The federal Driver’s Privacy Protection Act restricts disclosure of personal information obtained by state motor-vehicle departments, subject to statutory exceptions. It concerns DMV records; it is not a general ALPR-retention law and should not be used as a shortcut for analyzing a reader database or commercial vehicle telemetry.
How to evaluate the privacy risk of a specific system
Use the following questions before deciding whether a deployment is proportionate or whether a personal tracking feature should remain enabled:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- What is the collection event? Determine whether the system records only a reader encounter, periodic coordinates, continuous coordinates, or event-triggered data.
- How precise is the location? Check whether the record identifies a camera, an address, a route segment, or coordinates accurate enough to distinguish neighboring buildings.
- How often is data collected? Find the interval, motion trigger, offline buffering behavior, and whether the service continues collecting when a feature is not actively used.
- What identifies the person? Separate plate, vehicle identification number, account, device identifier, and driver identity. Ask what other datasets can be joined to them.
- How long does each copy persist? Include live systems, archives, backups, exports, investigative case files, and records held by receiving agencies or contractors.
- Who can search or receive it? Look for named roles, agency-to-agency sharing, vendors, data brokers, insurers, advertisers, and government disclosure procedures.
- What purposes are allowed? Distinguish the original safety or service purpose from analytics, enforcement unrelated to the original purpose, profiling, or sale.
- What controls exist? Check consent language, opt-out or disable controls, deletion requests, access logs, independent audits, appeal procedures, and notice of policy changes.
- What happens after an error? A system should provide a way to correct a misread plate, challenge an identity match, and document who reviewed the underlying image or coordinates.
Practical steps for drivers and vehicle owners
When you are concerned about an ALPR record
- Find the operating agency’s published ALPR policy and retention schedule.
- Check whether the agency accepts requests for records about your plate and whether exemptions apply to investigative data.
- Ask which external agencies and vendors can search, receive, or retain copies.
- If an enforcement action relies on a plate read, request the underlying image, timestamp, camera location, and verification process through the applicable procedure.
When you are concerned about connected-vehicle GPS
- Review the vehicle’s privacy notice, connected-services account, and in-car privacy settings.
- Disable precise-location collection when the vehicle and service provide that control, recognizing that some safety or emergency features may stop working.
- Ask the provider to explain deletion of historical location data, not just cessation of future collection.
- Review permissions for mobile apps, household accounts, drivers, fleet administrators, insurers, and service partners.
- Change account credentials and remove former users when a vehicle is sold, leased, or transferred.
Common mistakes in comparing the technologies
“ALPR is harmless because it is not GPS”
That ignores the effect of a searchable, retained network. Discrete observations can become a revealing movement history when enough readers, time, and identity links are available.

“GPS always gives a complete record”
GPS cadence, accuracy, device power, connectivity, configuration, and retention vary. A service that reports only occasional events is not equivalent to a continuously logged track.
“The Fourth Amendment makes all location data private”
Jones addresses a particular government installation and monitoring method. Commercial data collection, voluntary sharing, private-party tracking, and database searches require separate analysis.
“A state rule applies nationwide”
Iowa’s 30-day example, Illinois State Police’s 90-day practice, and California’s policy requirement demonstrate variation. Verify the current rule and policy for the state, agency, and system involved.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Which technology is more privacy-invasive?
There is no universal winner. GPS is usually more capable of producing a continuous and precise route, so high-frequency collection over a long period can expose more detail by default. ALPR can be less revealing for a single sighting, but a dense reader network, long retention, broad sharing, and unrestricted searches can create a similarly sensitive history.
The most defensible comparison scores the actual deployment on six factors: collection frequency, location precision, retention, identity linkage, access and sharing, and secondary use. A low-frequency ALPR system with rapid deletion and strict audit controls may pose less risk than a continuously reporting vehicle service shared with numerous recipients. Conversely, a sparse ALPR network may be less revealing than a GPS tracker operating around the clock.
Bottom line for decision-makers
Treat ALPR as a database of observed encounters and GPS as a potential stream of repeated location reports. Then examine the controls around both. Limit collection to a stated purpose, retain it for no longer than necessary, restrict and log searches, prevent unrelated sharing, provide meaningful notice and consent where appropriate, and make correction or deletion possible. The technology’s label matters less than the complete data lifecycle from collection through final deletion.
