Level 5 automation means a vehicle can perform the driving task in all conditions in which humans can drive, without needing a human to drive. Level 4 can also operate without human intervention—but only within defined conditions. A car can therefore provide driverless rides and still be Level 4.
What separates Level 4 from Level 5?
SAE International’s current J3016 listing, edition J3016_202609, draws the line at the scope of conditions the automated driving system can handle: Level 4 is automated driving under defined conditions, with human driving not needed to mitigate risk; Level 5 is automated driving under all conditions in which humans can drive, also without human driving being needed. SAE J3016: Automated Driving Systems
The distinction is not whether a person is sitting behind the wheel. “Driverless” describes an operating arrangement; it does not establish that the system can drive everywhere and in every situation a human can. A service restricted to particular areas or circumstances can be Level 4 even when its rides have no human driver.
What would a Level 5 claim need to establish?
It would need to support the broad scope in the definition—not merely show that a vehicle works well in its current service area. To make that scope concrete, consider the range of conditions and situations covered by the claim:
- Geography: Is operation confined to defined areas, or does the claim cover the full range of places where humans can drive?
- Road types: Which kinds of roads can the system handle?
- Weather and lighting: What environmental conditions are within its operating scope?
- Traffic and roadway conditions: Which situations can it manage without human driving?
- Fallback: Does safe operation depend on a human driver taking over?
These questions help explain the definition; they are not a formal SAE pass/fail checklist. The sources cited here do not identify a single mileage threshold, test score, city launch, or certification that automatically proves Level 5. More miles or more cities alone cannot establish the required breadth.
What does Waymo’s deployment show?
Waymo announced on September 1, 2026 that it was welcoming public riders in Denver, San Diego, and Tampa, bringing the number of cities where it was providing fully autonomous trips to 14. That is evidence of a multi-city driverless service, not evidence by itself that the system operates in every condition in which humans can drive. The company’s announcement describes the expansion: Waymo: Welcoming our first riders in Denver, San Diego, and Tampa.
How should Waymo’s safety figures be interpreted?
In a September 24, 2026 post, Waymo reported more than 270 million fully autonomous miles through the end of June 2026. Its analysis covered Atlanta, Austin, Los Angeles, Phoenix, and San Francisco—not every road or condition in which a human might drive. Waymo: September 24, 2026 — From the road

- Product size: 6.69*2.36*1.97 inches Weight: 0.7 pounds Outer packaging: exquisite color translucent packaging box
- Material: Die-cast car model, made of zinc alloy, with plastic parts, rubber tires, detailed interior and exterior decoration.
- Function: Press the two wheels of the front car to trigger the sound of the engine and the lights, with upright car logos, the angel logo is stored in the hood. The details of the body interior are realistic. Place the car on a flat ground, press the body and pull it back, the car will drive forward. (With pull back function)
- This Rolls-Royce Phantom 1/32 car model pull back car is very suitable for children to play with. The paint is exquisite and feels good, and it is heavy to hold. It is also very suitable for car model enthusiasts as a decoration.
- Accessories and collections: This product is very suitable for static accessories and can be used as an accessory next to a computer. For those who are passionate about collecting model car models, this is a great art collection.
| Company-reported measure | Reported result | Scope and qualification |
|---|---|---|
| Injury-causing crashes | 82% fewer; 841 estimated crashes avoided | Comparison across the five analyzed areas. Waymo says the estimate of 841 assumes at least one injured person per prevented injury-causing crash. |
| Serious-injury-or-worse crashes | 95% fewer | Comparison across the same five analyzed areas. |
These are figures reported by Waymo, not independent audit findings established by the cited material. They describe safety comparisons in a bounded set of operating geographies; they do not show that the system can drive under all human-drivable conditions. For broader context on automated-vehicle safety, see the National Highway Traffic Safety Administration’s Automated Vehicle Safety overview.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does “fully autonomous” mean Level 5?
No. The phrase can describe rides made without a human driver in a particular service, while the Level 4/Level 5 distinction concerns the conditions the system can handle. To assess a claim, look for its stated operating scope—where, on what roads, and in which conditions the vehicle can perform the driving task—and whether that scope depends on a human fallback. A launch announcement or safety result within defined areas does not answer the broader Level 5 question.
