No universal retrofit deadline for every legacy data center is established by the available evidence. A 2026 eu-LISA report describes annual EU energy-efficiency reporting for data centers whose IT infrastructure has electrical demand of at least 500 kW. It describes minimum performance standards and labelling as a future Commission package under preparation—not as an already effective rule requiring every older facility to upgrade. Whether a particular site must report, and what deadlines or enforcement apply, depends on the applicable law and national implementation.
Does an older data center have to be upgraded by a compliance deadline?
Age alone is not the threshold described in the eu-LISA report. Its summary of the EU Energy Efficiency Directive framework identifies owners and operators whose data-center IT infrastructure has electrical demand of at least 500 kW as subject to reporting obligations. That is a reporting threshold, not a requirement to replace cooling equipment or meet a specified efficiency rating.
The report references Delegated Regulation (EU) 2024/1364 and describes annual reporting through a common EU rating scheme. It also says the European Commission was preparing a later data-center efficiency package expected to introduce minimum performance standards and labelling. Preparation of a package is not the same as an effective retrofit mandate. The report does not establish a universal upgrade deadline for legacy facilities.
For a facility-specific decision, check the directive, the delegated regulation, applicable national transposition and guidance from the responsible national authority. The report does not resolve exact dates, exemptions, enforcement procedures or how a particular site is treated. Operators should not infer those details from the 500 kW threshold alone.

Which facilities should assess whether reporting applies?
Start with the IT infrastructure’s electrical demand and the legal definition of a data center used in the relevant jurisdiction. The 500 kW figure is the threshold described by eu-LISA in its 2026 report; confirm how the law applies it to your facility, including any relevant boundary, aggregation, exclusions or local rules. Do not assume that a building’s total electrical demand is interchangeable with the IT-infrastructure measure.
- Identify the facility or facilities potentially within scope and document the IT-load measurement basis.
- Ask the national authority or qualified compliance adviser how the threshold, reporting boundary and local process apply.
- Confirm the current reporting period, submission route, required evidence and any exemptions against the applicable legal text.
This scope check is separate from deciding whether the facility should improve efficiency. A site may have operational or cost reasons to upgrade even when no physical retrofit obligation has been established.

What information does the EU reporting scheme cover?
The eu-LISA report lists these indicators in its description of the common EU rating scheme. Confirm the precise fields, definitions and submission requirements in the applicable legal materials before filing.

| Indicator | What the report identifies |
|---|---|
| Energy consumption | Facility energy-use information |
| Power Usage Effectiveness (PUE) | An energy-efficiency indicator |
| Water Usage Effectiveness (WUE) | A water-use indicator |
| Renewable Energy Factor | An indicator related to renewable energy |
| Energy Reuse Factor | An indicator related to energy reuse |
| Cooling setpoints | Cooling-system setpoint information |
Build a repeatable measurement process before reporting: define the reporting boundary, identify meter sources and owners, record the period covered, and retain the basis for calculated indicators. These controls help facilities and compliance teams use consistent figures; they do not substitute for checking the prescribed legal definitions.

How can an older facility improve efficiency without putting uptime at risk?
Measure the existing facility before selecting equipment. DOE/FEMP’s account of Lawrence Berkeley National Laboratory’s Chill-Off 2 demonstration describes rack- and row-mounted close-coupled cooling devices as potential retrofit options for legacy data centers. They can supplement or replace room cooling, but the tests do not establish one universally suitable system or a guaranteed saving at another site.
Establish the baseline and constraints
- Record energy use and the measurement boundary, alongside IT load and utilization.
- Assess PUE and water implications, heat density and airflow, and the existing room-cooling arrangement.
- Check compatibility with racks, chilled-water infrastructure and available space.
- Set uptime, redundancy and maintenance requirements before changing cooling systems.
- Include capital and ongoing costs, and plan how post-installation performance will be measured.
Evaluate close-coupled cooling as a site-specific option
Chill-Off 2 compared eleven devices, which provided adequate cooling in the test runs described by DOE/FEMP. Across the full tested set, the total power-use span was approximately 13%; in one stated test condition, the high-to-low range was 8%. These are comparisons among tested devices under test conditions—not estimates of savings for a particular facility. The source does not identify a product as the right choice for every retrofit.

- Easy Installation: Pre-marked mounting holes and top/bottom cable ports make setup fast. Adjustable rails and numbered U positions allow precise rack mounting of your gear. This turns any wall into a tidy, professional server room in minutes
Use an engineering review and a controlled commissioning plan to determine whether rack- or row-level cooling suits the site. Preserve the facility’s required redundancy and operational safeguards, and compare metered results against the documented baseline after installation.
What do real project results show—and what can’t they prove?
A DOE/FEMP and NREL case study of the Research Support Facility reports annual data-center energy use of 958,000 kWh, approximately 60% below its legacy data center, and an average PUE of 1.16 in the first 11 months. Those are results from one facility and period. They illustrate a project outcome, not a forecast, compliance target or guaranteed result for another data center.
