Leeds is a major UK technology centre, with activity spanning fintech, software, cybersecurity, data and AI, gaming, and creative technology. But the available figures do not establish that it is definitively the biggest tech cluster outside London: they count different kinds of businesses across different geographies.
Is Leeds the biggest tech cluster outside London?
It is safer to call Leeds a leading regional tech cluster than the UK’s largest outside London. The sources available do not provide a like-for-like national ranking using one definition of “tech,” the same geographic boundaries, and the same data year. Leeds city, West Yorkshire, and the Leeds City Region are not interchangeable, and published business counts use varying labels such as digital, data, tech, and AI.
One useful independent marker is the 2021 Kalifa Review, which identified the Leeds–Manchester area as one of three established fintech clusters outside London, as reported by Leeds City Council. That supports Leeds’s standing in fintech, but it does not rank the city as the largest overall technology cluster.

The headline totals vary because the sources describe different boundaries, categories, and data vintages. Read them as separate snapshots, not as figures that can be added together or directly compared.

| Geography and source | Businesses | Workers or jobs | What the figure represents |
|---|---|---|---|
| Leeds; Invest Leeds | Over 1,795 digital businesses | Over 37,000 workers | The sector page does not state the underlying data year in the retrieved text. |
| Leeds; Leeds City Council | Over 3,000 digital and data companies | 12,000 jobs generated between 2015 and 2022 | The jobs figure covers a period, not the total number of people currently employed. |
| Leeds; West Yorkshire Combined Authority | Over 3,500 digital and tech businesses | Not stated on the sector page | A Leeds figure reported by the regional authority. |
| West Yorkshire; West Yorkshire Combined Authority | 9,700 digital, tech, and AI businesses | 50,000 workers | Regional totals; the authority’s page does not specify a data year alongside these figures. |
| West Yorkshire; Leeds Digital’s 2026 sponsorship document, citing FAME 2024 | 9,700 digital and tech businesses | Over 50,000 workers | A regional figure attributed to FAME 2024. |
Leeds Digital’s 2026 sponsorship document also cites 11,000 students currently studying a tech-related subject, drawing on HESA 2024. It reports 673 high-growth businesses in Leeds, citing Beauhurst 2024; that is a count of high-growth businesses, not all tech firms. These figures have different definitions and should not be treated as a single measure of cluster size.
What kinds of technology are Leeds known for?
Leeds’s technology economy is varied rather than defined by one dominant specialism. The available sources identify areas of activity, not a ranked list of sectors.

What can the evidence tell you—and what can’t it?
The evidence supports describing Leeds as a substantial, diverse technology centre with a significant regional workforce and strong fintech connections. It does not support a definitive claim that Leeds is the biggest tech cluster outside London. To make that comparison responsibly, a ranking would need to align city or regional boundaries, business definitions, employment measures, data years, and investment periods across all the hubs being compared. The published counts above do not do that.
