A leap year adds a calendar date; a leap second adds (or, in principle, removes) a second from Coordinated Universal Time (UTC). The two corrections solve different timing problems. Leap years keep the Gregorian calendar aligned with the seasonal year by inserting February 29 according to a fixed rule. Leap seconds keep UTC close to UT1, a time scale based on Earth’s changing rotation, and are inserted only when measurements show they are needed.
That distinction matters in ordinary scheduling, calendar calculations, timestamp design, telecommunications and any system that distributes precise UTC. The calendar correction is predictable from arithmetic; the UTC correction is irregular and announced by the International Earth Rotation and Reference Systems Service (IERS).
Leap year and leap second at a glance
| Question | Leap year | Leap second |
|---|---|---|
| What changes? | The civil-calendar date sequence gains February 29. | The UTC second sequence can gain a second labeled 23:59:60. |
| What problem does it solve? | It keeps calendar dates aligned with the seasonal year. | It keeps UTC within 0.9 seconds of Earth-rotation time, UT1. |
| How is it decided? | By the Gregorian calendar’s divisible-by-4, -100 and -400 rules. | By measurements of Earth’s rotation and an IERS decision. |
| How often does it occur? | On a predictable calendar cycle, subject to the century exception. | Irregularly, at a possible adjustment at the end of June or December. |
| Typical visible effect | A valid date, February 29, appears. | A UTC clock may show 23:59:60 before midnight. |
| Main technical concern | Date arithmetic and applications that assume every year has 365 days. | Timestamp parsing, data logging, telecommunications and time-distribution systems. |
The National Institute of Standards and Technology (NIST) Leap Seconds FAQ summarizes the contrast this way: leap seconds are added when needed from measurements, while leap years occur regularly under set rules.

A leap year is a calendar year containing 366 days instead of the usual 365. The extra day is February 29. It compensates for the fact that the seasonal year is not exactly 365 days long. NIST gives the year length as approximately 365.2422 days. If every civil year were fixed at 365 days, calendar dates would gradually drift relative to the seasons.

The Gregorian leap-year rule
The modern Gregorian calendar uses three tests:
- If a year is not divisible by four, it is not a leap year.
- If it is divisible by four but not by 100, it is a leap year.
- If it is divisible by 100, it is a leap year only when it is also divisible by 400.
In compact form, a year qualifies when it is divisible by 400, or when it is divisible by four but not by 100. The century exception prevents the simple “every four years” shortcut from adding too many days over long periods.
Examples of the century exception
- 2000 was a leap year because it is divisible by 400.
- 1900 was not a leap year because it is divisible by 100 but not by 400.
- 1800 and 1700 were also not leap years for the same reason.
For software, this rule should be implemented by a tested date-library function or by applying all three conditions, not by checking only whether the year is divisible by four.
Why the correction is predictable
The leap-year decision is a calendar calculation. Once the calendar system is specified, an application can determine whether February 29 exists without waiting for an announcement or observing a physical measurement. That makes leap-year handling suitable for ordinary date validation, recurring-event logic and calendar generation.

What is a leap second?
A leap second is a one-second adjustment to UTC. UTC uses the stable rate of atomic time, while UT1 follows Earth’s actual rotation. Earth does not rotate at a perfectly constant rate, so the difference between the two time scales changes. Leap seconds are used to keep the absolute difference between UTC and UT1 below 0.9 seconds, as described by both NIST and the IERS glossary.
Who decides whether one is inserted?
The IERS is responsible for deciding whether UTC needs a leap second to meet the UT1 condition. Its Bulletin C process issues a notice every six months either announcing a time step or confirming that no step will occur at the next possible date.
Possible insertion dates are the end of June or the end of December. The exact date cannot be inferred from the calendar alone because it depends on measured Earth rotation. Historical descriptions sometimes say leap seconds occurred about every year and a half on average since the corrections began in 1972, but that average is not a schedule or a reliable forecast.

What a positive leap second looks like
When a positive leap second is inserted, the UTC sequence is:
- 23:59:59
- 23:59:60
- 00:00:00 on the following day
The label 23:59:60 is the key difference from an ordinary minute. A parser that accepts only seconds 00 through 59 may reject it, misorder it or silently normalize it.
Could a negative leap second occur?
A negative leap second is allowed in principle: one second would be removed rather than added. NIST explains that possibility, but its account records only positive leap seconds up to the point described. Do not state that a negative leap second has occurred. If a system must support the full UTC specification, its design should allow for an announced removal as well as an insertion.
How is a leap second related to a leap year?
They are related only in the broad sense that both correct a timekeeping scale. They do not adjust the same unit, use the same rule or respond to the same cause.
- Calendar alignment: A leap year changes the number of dates in a civil year so seasons do not drift through the calendar.
- Clock alignment: A leap second changes the count of UTC seconds so atomic UTC stays close to Earth-rotation time UT1.
- Rule versus observation: Leap years follow arithmetic on the year number. Leap seconds follow measurements and an IERS announcement.
- Date versus instant: February 29 is a normal civil date. 23:59:60 is an exceptional UTC timestamp label.
Adding a day to a year does not add a second to UTC, and inserting a leap second does not create a new calendar date. Treating the terms as interchangeable leads to incorrect date calculations and fragile time-processing code.

Leap years follow a designed cycle
The Gregorian rule approximates the 365.2422-day seasonal year by adding a day at intervals determined by the year number. The century exception refines the approximation over longer periods. Because the rule is known in advance, calendars can be generated years ahead.

Leap seconds follow Earth’s rotation
Atomic seconds remain stable, but the planet’s rotation varies. A leap second is therefore conditional: it is used only when the UTC–UT1 difference approaches the permitted limit. There is no rule saying that the next leap second must occur after a particular number of months or years.
For current or upcoming dates, consult the latest IERS Bulletin C rather than relying on a historical average or a calendar pattern. A six-month bulletin can confirm that no step is planned at the next possible date, but it does not turn future decisions into a permanent timetable.
What users notice in everyday life
Calendar users
Most people encounter leap years when scheduling events, calculating ages or validating a February date. A recurring event on February 29 needs an application-specific policy for non-leap years; the calendar itself does not decide whether that event should be observed on February 28, March 1 or another date.
For ordinary date entry, the essential validation question is whether February 29 exists in the selected year. A date such as February 29, 1900 is invalid under the Gregorian rule, while February 29, 2000 is valid.
UTC users
Most consumer clocks hide leap-second handling, but systems that record or distribute precise UTC can encounter the exceptional label 23:59:60. NIST identifies potential complications in data logging applications, telecommunications systems and time-distribution services. The source does not establish one universal failure mode: implementations differ, so operators must check how their operating system, database, protocol and monitoring tools represent the adjustment.
Engineering guidance for leap years
Validate dates with the full rule
- Represent the year as an integer in the calendar system your application actually uses.
- Check divisibility by 400 first; such a year is a leap year.
- Otherwise, reject years divisible by 100.
- Otherwise, accept years divisible by four.
- Permit February 29 only when the result is true.
Prefer a maintained date-and-time library whose documentation specifies Gregorian behavior. If you implement the rule yourself, include tests for 2000, 1900, 1800, 1700 and a typical non-century year so the exception cannot be lost in a future refactor.

Separate dates from durations
A calendar year is not a fixed number of seconds, and a leap year is not simply “a year with an extra 24-hour duration” in every time-zone context. Keep civil-date calculations separate from elapsed-time calculations. Store an event’s intended date and its elapsed duration as different concepts, then apply the appropriate calendar and time-zone rules.

Decide what your timestamp represents
Before choosing a data type or parser, identify whether the value is a civil date and wall-clock time, a UTC instant, an atomic-time value or a monotonic duration. A system that only needs ordering of elapsed intervals may be better served by a monotonic clock than by repeatedly comparing wall-clock UTC values.
Check the representation of 23:59:60
- Confirm whether the input format permits a seconds field of 60.
- Confirm whether the parser preserves the exceptional label, rejects it or normalizes it.
- Check whether the database can store the value without silently changing the instant.
- Document the behavior in APIs so downstream services do not make incompatible assumptions.
Do not assume that a timestamp parser’s acceptance or rejection behavior is universal. NIST identifies the affected system categories, but individual products and protocols can implement different policies.
Prepare logging and monitoring
Leap-second handling should be part of a system’s time-distribution and logging design, not an emergency patch. Test how log ordering, rate calculations, alert windows, retention queries and cross-service correlation behave when a UTC sequence contains 23:59:60 or when the system’s time source is stepped or otherwise adjusted.
Keep an unambiguous record of the time scale used by each field. If a log stores a normalized representation rather than the literal UTC label, preserve enough metadata to explain that transformation. This is especially important when records from multiple systems are compared during an incident.

Examples that expose the difference
Example 1: Validating a February date
An application receives February 29, 2000. The year is divisible by 400, so the date is valid. It receives February 29, 1900 next. Although 1900 is divisible by four, it is also a century year not divisible by 400, so the date is invalid. Nothing about UTC or leap seconds changes either result.
Example 2: Reading a positive leap second
A UTC feed records 23:59:59, then 23:59:60, then 00:00:00. The middle value is not a malformed minute; it is the defined label for an inserted positive leap second. An application that permits only 00–59 in the seconds position must have an explicit policy for this input.
Example 3: Scheduling versus measuring elapsed time
A calendar application schedules an appointment for February 29 in a qualifying year. A telemetry service measures the elapsed time between two events using a precise clock. The first problem is governed by the Gregorian date rule; the second may need a time scale and clock behavior that account for UTC adjustments. Using the same simplistic “365 days per year” or “every minute has 60 seconds” assumption for both tasks can produce different classes of error.
Common misconceptions
“A leap year happens because Earth’s rotation changes.”
No. The leap-year correction addresses the mismatch between the Gregorian calendar’s 365-day default and the approximately 365.2422-day seasonal year. Leap seconds address changes in Earth’s rotation relative to atomic time.
“A leap second occurs every four years.”
No. Every-four-years is only a shorthand for part of the leap-year rule, and even that rule has the century exception. Leap seconds are irregular and measurement-driven.
“A leap second creates February 29.”
No. February 29 is a calendar date. A positive leap second creates the UTC label 23:59:60 at an announced adjustment point.
“The next leap second can be predicted from the last one.”
No dependable schedule follows from the historical average. Earth’s rotation must be measured, and the IERS must announce the decision through Bulletin C.
“All software fails when a leap second occurs.”
That is too broad. NIST identifies logging, telecommunications and time-distribution systems as areas that can face problems, but behavior depends on the implementation. The correct engineering response is to test and document each system’s timestamp policy.
