Track both. Leading metrics show conditions that exist before a security change, while lagging metrics record results after the change. Used together, they help a team decide whether controls are ready, whether risk is changing, and whether an event produced unacceptable impact. Neither category is automatically good or bad, and no single dashboard can state an organization’s security condition absolutely.
The useful choice is not “leading or lagging.” It is selecting a small, decision-focused set, defining each measure’s scope and delay, and pairing early signals with outcome evidence. The approach below follows the timing concepts in NISTIR 7564 and the current measurement-program guidance in NIST SP 800-55 Volumes 1 and 2, both published in December 2024.
What leading, coincident and lagging metrics mean
These labels describe when a measure reflects a change in security, not whether the number is favorable.
| Timing class | What it reflects | Typical use | Main caution |
|---|---|---|---|
| Leading | A condition that exists before a shift in security | Detecting readiness, exposure or control weaknesses early enough to act | A favorable condition does not prove that an incident will not occur |
| Coincident | A condition occurring at the same time as a shift | Monitoring an active control or event as it unfolds | The measure may describe the change without providing advance notice |
| Lagging | An outcome observed after a shift in security | Assessing impact, effectiveness and whether objectives were achieved | Collection, investigation and confirmation can delay the signal |
NISTIR 7564 warns that timing can be misread: “If a lagging indicator is treated as a leading or coincident indicator, the consequences due to misinterpretation and reaction can be serious.” A lagging measure that arrives quickly can support a timely response, but it remains an outcome signal with interpretation limits.

For example, the percentage of critical systems with a recent restore test is a condition measure. Recovery time observed during an actual incident is an outcome measure. The first can reveal preparedness before a crisis; the second shows what the organization actually achieved when the crisis occurred. Neither replaces the other.
Why the distinction changes security decisions
Early action depends on signal timing
Security teams need time to reduce exposure, validate controls or rehearse a response. A measure collected before an adverse event can create that time. A lagging result can still be essential for learning and investment decisions, but it cannot be treated as advance notice simply because it appears on a dashboard.
One number can have several explanations
NISTIR 7564 uses antivirus detections to illustrate the problem. An increase could mean more hostile activity, better detection, or failure of another defensive layer. A decrease could mean fewer attacks, stronger protection elsewhere, or a detection mechanism losing effectiveness. “Detections down” is therefore not proof of improvement unless exposure, sensor coverage, detection logic and relevant outcomes are examined together.

Organizations differ in their assets, public exposure, threats, objectives and risk tolerance. A count that is meaningful for one environment may be irrelevant in another, so cross-organization leaderboards can be misleading. NISTIR 7564 also notes that an assessment can change when knowledge of weaknesses improves. A dashboard supports decisions and trend review; it does not reveal a system’s security state in an absolute sense.

Use the current NIST measurement guidance
NIST’s current guide is split into two volumes:
- NIST SP 800-55 Volume 1, Measurement Guide for Information Security: Volume 1 — Identifying and Selecting Measures: published December 4, 2024. It addresses developing, prioritizing and evaluating measures for policies, procedures and controls.
- NIST SP 800-55 Volume 2, Measurement Guide for Information Security: Volume 2 — Developing an Information Security Measurement Program: final publication in December 2024. It provides flexible guidance for implementing a measurement program and supersedes the 2008 Rev. 1 guide.
NIST SP 800-55 Rev. 1, published in 2008, was withdrawn on December 4, 2024, when Volumes 1 and 2 became its successors. NISTIR 7564 remains useful for the conceptual timing distinction and interpretation warnings, but it is an older research report rather than current prescriptive guidance.
How to choose metrics that answer a real decision
Start with the decision a metric must inform, then define the measure precisely enough that another person can reproduce it. The following sequence is a practical implementation of NIST’s selection and program guidance.
- Name the decision. Write the risk, control or business objective first. Examples include deciding whether critical assets are recoverable, whether high-risk exposures are being reduced, or whether responders can contain incidents within an agreed objective. If no decision would change when the value moves, the measure probably does not belong on the operational dashboard.
- Define the population and unit. State exactly what is counted: critical assets, production endpoints, privileged accounts, prioritized vulnerabilities, exercise participants or confirmed incidents. Record inclusion and exclusion rules. A percentage without its denominator and scope cannot be interpreted reliably.
- Specify the calculation and data source. Document the numerator, denominator, time window, system of record, transformation steps and owner. For instance, “prioritized vulnerabilities remediated within the service window” requires a definition of “prioritized,” the start and end of the window, and the source that confirms remediation.
- Record latency and coverage. State when data becomes available, how long validation takes, what sensors or business units are missing, and whether late records can revise prior periods. A result available after an investigation closes is lagging even if the dashboard refreshes every hour.
- Set a target or threshold only with a defensible basis. A threshold should reflect policy, a documented risk decision, a service commitment or an established internal baseline. Record why it exists and what action a breach triggers. Do not present an illustrative target as a universal benchmark.
- Pair condition and outcome measures when both are needed. An early measure can show whether a control is in place; an outcome measure can test whether it delivered the intended result. Pairing is especially useful when either measure alone could be misread.
- Review trends and assumptions. Examine changes over comparable periods, changes in asset inventory, detection coverage, severity mix and reporting rules. Reassess the measure when the decision, threat model or control changes.
Useful leading-and-lagging pairs
The pairs below are illustrative designs, not NIST-mandated metrics or predictions of breach probability. Adapt the population, time window and definitions to your environment.
| Decision question | Possible leading measure | Possible lagging measure | Interpretation guardrail |
|---|---|---|---|
| Are important assets recoverable? | Share of defined critical assets with a recent, successful restore test | Recovery time and data loss observed in actual incidents or exercises | Define “critical,” test scope and success criteria. An exercise is not identical to a live incident. |
| Are high-risk exposures being reduced? | Share of prioritized vulnerabilities remediated within a stated service window | Confirmed exploitation or incident impact involving those exposures | Report severity and exposure mix. A larger backlog can result from better discovery rather than weaker remediation. |
| Can the response function act quickly? | Share of responders completing a scoped exercise or playbook validation | Time to contain confirmed incidents | Keep incident start and end definitions consistent and show case mix. |
How to read the pairs
A strong leading value with a poor outcome does not automatically invalidate the early measure. It may indicate that the test was too narrow, the control failed under real conditions, the incident population changed, or the outcome was measured differently. Conversely, a poor leading value with no recorded incident may mean exposure has not yet produced a known event, not that the risk is acceptable.

Write a metric specification before building a chart
A short specification prevents a polished visualization from hiding ambiguous data. Capture the following fields for every measure:
| Field | What to document |
|---|---|
| Decision and audience | The decision supported and the people authorized to act |
| Timing class | Leading, coincident or lagging, with a sentence explaining why |
| Population and scope | Assets, accounts, incidents, business units and environments included |
| Formula | Numerator, denominator, units, time window and rounding rules |
| Data provenance | Systems of record, collection method, transformations and validation checks |
| Owner and cadence | Accountable owner, production frequency and review meeting |
| Latency and completeness | Expected delay, late-arriving data, sensor gaps and revision policy |
| Target or trigger | Documented rationale, escalation path and action when breached |
| Known limitations | Sampling, classification errors, changing coverage and plausible alternate explanations |
Include the denominator beside a percentage in reports. “92% compliant” is incomplete without the number and type of items assessed, the assessment date and the exclusions. If the denominator changes, annotate the trend rather than implying that movement reflects control performance alone.
Account for latency, coverage and changing definitions
Latency can change the practical value of a lagging measure
Two outcome measures can describe the same event but arrive at different times. A containment-time value available after initial triage may support operational correction; a value finalized after a lengthy investigation is better suited to monthly learning. Label the measurement point and do not use a delayed result as if it were a real-time alert.

Coverage is part of the result
A falling incident count from sensors that lost coverage is not evidence of fewer incidents. Report monitored versus unmonitored assets, reporting participation and material collection outages alongside the metric. When a new data source expands discovery, an apparent deterioration may be improved visibility.

Definitions must remain stable enough for comparison
Changing the meaning of “critical asset,” “confirmed incident,” “remediated” or “contained” can create a break in the time series. Version the definition, mark the change date and avoid comparing periods as though the measurement process were unchanged.

Operational view
Security operators generally need near-term leading or coincident signals, such as overdue remediation within a defined scope, restore-test failures or playbook validation gaps. Show owner, due date, affected population and the action triggered by a breach. Keep outcome measures available for context without presenting them as real-time warnings.
Risk and executive view
Executives and risk committees need trend direction, materiality, business scope and unresolved decisions. Present a small set of paired measures with definitions, confidence or coverage notes and the decisions requiring funding, acceptance or escalation. Avoid a single composite score unless its construction and limitations are transparent.

Common mistakes and how to correct them
- Calling every favorable condition a leading indicator. Correct it by asking whether the value exists before the security shift and documenting the timing rationale.
- Treating every lagging metric as useless. Outcomes show whether controls and investments produced the intended result. Keep them, but label their delay and use them for learning and prioritization.
- Using raw counts without context. Add exposure, denominator, severity mix, sensor coverage, detection changes and relevant outcomes.
- Setting arbitrary thresholds. Tie a trigger to policy, risk appetite, a service commitment or an internal baseline; otherwise label it as exploratory rather than authoritative.
- Comparing organizations as if they had identical risk. Explain differences in assets, exposure, threats, objectives and tolerance before drawing comparisons.
- Optimizing the metric instead of the objective. A team can improve a reported percentage by excluding difficult cases or changing classifications. Audit the population and pair activity measures with outcome evidence.
- Ignoring negative results from better discovery. A larger vulnerability backlog or higher detection count may reflect expanded visibility. Investigate the measurement system before judging control performance.
- Publishing a dashboard without an action path. Every threshold should identify the owner, escalation route, due date and evidence required to close the issue.
Worked example: recovery readiness
Suppose the decision is whether the organization can restore its most important services after destructive malware. First define the critical-asset population and the restore-test success criteria. Then record the proportion tested within the chosen period, the age of the most recent successful test and any assets excluded because they lack a tested backup path. These are leading conditions.
For incidents and exercises, record time to restore service and the amount of data that could not be recovered. Define when the clock starts, when service is considered restored and how exercise results are separated from live incidents. These are lagging outcomes. Review both together: a high test rate with poor live recovery can reveal that tests were too narrow or that dependencies were omitted; poor test coverage with no recorded incident means uncertainty remains, not that recovery risk is low.
How to decide what to track first
- List the decisions with material consequences. Start with risks where a changed decision could protect critical services, sensitive information or legal and contractual obligations.
- Choose one or two condition measures and at least one outcome measure per decision. Keep the initial set small enough that owners can investigate exceptions.
- Validate the data manually. Trace several reported values to source records, check the denominator and confirm that exclusions are intentional.
- Run the measures through a review cycle. Ask whether a change led to an action and whether the action affected the underlying risk. Retire measures that no longer support a decision.
- Document uncertainty. State what the measure cannot observe, how quickly it arrives and which alternate explanations remain plausible.
Bottom line
Track leading and lagging cybersecurity metrics as a connected set. Leading measures provide earlier evidence about exposure and control conditions; lagging measures show actual impact and effectiveness. Add coincident measures when they clarify what is happening now. Define scope, formula, owner, cadence, latency and action for every metric, and interpret changes against coverage and organizational context. Following NIST SP 800-55 Volumes 1 and 2 gives you a current framework for selecting measures and building the program, while NISTIR 7564 provides the timing and interpretation cautions that keep a dashboard from being mistaken for an absolute security verdict.
