The difference is what an attack exhausts and what the defender can see. Layer 3 (network) attacks overwhelm bandwidth or packet-processing capacity, Layer 4 (transport) attacks consume connection and state-tracking resources, and Layer 7 (application) attacks send requests that look like normal use but exhaust web, API, or DNS application capacity. The correct defense therefore changes from upstream traffic scrubbing and protocol filtering to connection controls and, finally, application-aware rules.

What the three layers mean

The Open Systems Interconnection (OSI) model is a practical vocabulary for describing where a distributed denial-of-service (DDoS) attack interacts with a service. AWS documentation maps Layer 3 to the Network layer, Layer 4 to the Transport layer, and Layer 7 to the Application layer. Real attacks can combine layers, but identifying the dominant layer helps you select controls and interpret telemetry.

Layer 3: the network layer

Layer 3 attacks operate on IP packets and routing behavior. Their usual objective is to consume the target’s Internet link, router capacity, packet-per-second budget, or other infrastructure that must process packets before an application sees them. Common examples include ICMP floods, UDP floods, UDP reflection and amplification, DNS amplification, GRE floods, and some QUIC floods.

In a reflection attack, the attacker spoofs the victim’s source address and sends requests to third-party servers. Those servers send replies to the victim, multiplying traffic without the attacker needing an equally large outbound link. The traffic may never complete a TCP connection or invoke a meaningful web endpoint; the packet stream itself is the problem.

Layer 4: the transport layer

Layer 4 attacks interact with TCP, UDP, or another transport protocol and the state maintained for those flows. A SYN flood sends large numbers of TCP connection attempts and leaves the server, load balancer, or firewall tracking incomplete handshakes. ACK, RST, and protocol-abuse floods can consume connection tables or stateful-inspection resources even when bandwidth is not saturated.

The defining feature is transport behavior rather than a request for a particular business operation. A SYN packet does not ask an application to search, log in, or generate a report; it asks the transport stack to begin a connection. This distinction matters because a packet-rate or connection-state control can stop the attack without trying to understand application content.

Layer 7: the application layer

Layer 7 attacks issue requests that a service understands. HTTP GET or POST floods, expensive API calls, login or search abuse, and DNS query floods are examples. Requests may use valid syntax, complete TLS handshakes, carry ordinary user agents, and come from many addresses. The attacker wins by making the origin perform too much work: database queries, authentication checks, template rendering, cache misses, or large response generation.

Application floods are difficult to identify with packet volume alone. Ten thousand requests per second can be harmless for a cached static object and ruinous for an endpoint that performs a complex report. AWS notes that application-layer mitigation must be tuned carefully because an overly broad rule can block valid customers.

Layer 3 vs. Layer 4 vs. Layer 7 at a glance

Layer Primary resource consumed What a control can inspect Typical examples False-positive risk Typical mitigation location Common workloads
Layer 3 (Network) Link bandwidth, packet-processing and routing capacity IP addresses, protocol numbers, packet size, direction and rates ICMP floods, UDP floods, UDP reflection/amplification, DNS amplification, GRE floods, some QUIC floods Usually lower when filtering clearly invalid or unsolicited traffic; broad IP blocks can still affect legitimate users Upstream provider edge, transit network, scrubbing service, router ACL or security group Any Internet-connected service, including web, API, VPN, gaming and DNS infrastructure
Layer 4 (Transport) TCP connection tables, handshake work, UDP flow state and stateful inspection TCP flags, ports, connection rates, handshake completion and flow state SYN floods, ACK floods, RST floods and other transport-protocol abuse Moderate; aggressive connection limits can reject slow or mobile clients Load balancer, firewall, kernel or provider edge with connection tracking Web and API front ends, VPN gateways, game servers and other TCP/UDP services
Layer 7 (Application) Web-server workers, API quotas, database, cache and application compute HTTP method, URL, headers, cookies, identity, API operation, DNS name and behavior over time HTTP floods, expensive API calls, login abuse and DNS query floods Highest; legitimate traffic can resemble an attack and requests may be valid CDN, WAF, API gateway, application service or origin-side code Websites, APIs, DNS resolvers and authoritative services, SaaS and other request-driven applications

Why the same protocol can appear at different layers

Layer labels describe the behavior being attacked, not just a protocol name. DNS is a useful example. A spoofed DNS request that causes a large response to be reflected at the victim is an infrastructure-layer amplification event. A flood of syntactically valid DNS queries that forces a resolver or authoritative service to perform expensive lookups is an application-layer event. The packet may use UDP in both cases, so you need traffic intent and resource measurements—not the port number alone—to classify it.

Likewise, HTTP normally indicates Layer 7, but a web service can also suffer Layer 3 saturation or a Layer 4 SYN flood before any HTTP request arrives. During an incident, classify each symptom separately: an overloaded link, an exhausted SYN backlog, and a busy application worker pool may be three simultaneous attacks.

How defenses differ by layer

Controls for Layer 3 attacks

Layer 3 traffic must be handled before it fills the victim’s Internet connection. Ask an upstream provider or DDoS-scrubbing service to absorb and filter the traffic, and advertise only reachable service addresses. At your edge, use network ACLs, security groups, protocol and source validation, and rate controls that your hardware can enforce without becoming the bottleneck.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Distribution helps only when it increases aggregate capacity and keeps the attack away from the origin link. A CDN, CloudFront, or Global Accelerator can place reachable addresses at a provider edge; it cannot rescue an origin whose direct IP remains publicly exposed and is still being flooded. Remove or restrict direct-origin routes after confirming that required administrative and health-check paths continue to work.

Controls for Layer 4 attacks

Use SYN cookies or equivalent handshake protection, sensible backlog and timeout settings, per-source and global connection limits, and load balancers that can terminate connections at the edge. Track the ratio of SYN packets to completed handshakes, established connections, resets, and retransmissions. A sudden rise in incomplete handshakes points to a transport event even when application request counts remain normal.

Do not apply a single low connection limit to every client. Mobile networks, long-lived WebSocket sessions, VPN users, and game protocols have different patterns. Segment limits by listener, protocol, authenticated customer, and expected session duration, then test the emergency values against legitimate peak traffic.

Controls for Layer 7 attacks

Put an application-aware control in front of the origin. CDN caching removes repeated work for cacheable responses. A WAF can match methods, paths, headers, known exploit patterns, and managed DDoS rulesets. API gateways can enforce per-key, per-user, per-IP, and per-operation quotas. Behavioral signals—burstiness, navigation sequence, cookie support, challenge results, and the ratio of successful to failed requests—help distinguish automation from normal use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set endpoint-specific thresholds rather than one global requests-per-second number. A static image, a product search, a password-reset endpoint, and a report generator have different costs. Protect expensive operations with authentication, pagination, bounded query parameters, server-side timeouts, queueing, and caching. Origin shielding ensures that cache misses and filtered traffic converge through a smaller, controlled set of origin connections.

Step-by-step protection plan for a website or API

  1. Map the exposed surface. Inventory public IP addresses, DNS records, load balancers, ports, API hostnames, WebSocket listeners, administrative paths, and third-party callbacks. Identify which addresses must remain reachable and which can be private.
  2. Measure normal capacity. Record link utilization, packets per second, new and established connections, handshake completion, requests per second, latency, error rates, CPU, memory, database load, and cache hit ratio. Baselines let you detect exhaustion without relying on a generic threshold.
  3. Put volumetric protection upstream. Arrange provider-edge or scrubbing protection for Layer 3 and large Layer 4 events. Services such as AWS Shield and CloudFront map network and transport mitigation to infrastructure edges; exact features and commercial availability depend on the current service configuration.
  4. Close direct-origin paths. Permit origin traffic only from the CDN, load balancer, health-check systems, and explicitly approved administration networks. Rotate exposed addresses when necessary and remove stale DNS records.
  5. Harden transport listeners. Enable SYN-flood protection, tune backlog and idle timeouts, cap new connections, and separate limits for TCP, UDP, and long-lived protocols. Confirm that protection is available on every public listener, not just the main website.
  6. Add application controls. Enable managed WAF DDoS rules, then add rate limits for high-cost paths and API operations. Use authentication and per-consumer quotas where identity is available. Start in logging or challenge mode when safe, inspect matches, and move to blocking with an explicit rollback plan.
  7. Reduce origin work. Cache stable responses, normalize URLs to prevent cache fragmentation, bound request body and query sizes, paginate expensive results, and use circuit breakers or queues for operations that cannot complete quickly.
  8. Test and rehearse. Use an authorized, provider-approved test plan. Verify that alerts identify the layer, that scrubbing or WAF controls activate, that support contacts respond, and that operators can disable an over-broad rule without taking the service offline.

Choosing controls for different workloads

Websites and HTTP APIs

Use a CDN and WAF for Layer 7 visibility, with caching and endpoint-aware limits. Keep volumetric protection in the provider edge and transport protection on the load balancer. For APIs, rate-limit by API key or authenticated principal as well as IP; corporate NATs can put many legitimate users behind one address.

DNS services

Use geographically distributed authoritative service, anycast or provider-edge capacity, response-rate limiting where appropriate, and strict separation between authoritative and recursive roles. Monitor both packet floods and query cost. An amplification event requires upstream filtering; a costly query pattern requires DNS-aware rules and capacity planning.

Gaming, VPN and custom TCP/UDP services

These workloads may not speak HTTP, so a WAF cannot be the primary control. Obtain provider-edge L3/L4 protection, restrict exposed ports, validate protocol state, and use per-session or per-peer limits. Preserve telemetry for latency, packet loss, handshake completion, and session churn so a transport attack is not mistaken for an application bug.

Detection, triage and recovery

Start with the resource that is failing. Link saturation and a rise in packets per second suggest Layer 3. A full connection table, high SYN backlog, or low handshake-completion ratio suggests Layer 4. Normal network volume combined with rising request latency, worker utilization, database load, or endpoint-specific errors suggests Layer 7.

  • Preserve service: enable provider mitigation, tighten the smallest safe rule, cache or temporarily disable the most expensive operation, and protect management access through a separate path.
  • Watch for collateral damage: inspect blocked legitimate networks, challenge failures, mobile and IPv6 traffic, WebSockets, callbacks, and health checks.
  • Recover deliberately: remove temporary blocks in stages, restore normal limits, invalidate emergency cache or queue settings only when backlogs are clear, and document indicators for the next incident.

There is no universal attack percentage, packet rate, or mitigation guarantee that applies to every organization. Capacity, protocol mix, architecture, provider reach, and application cost determine the outcome. Cloudflare states that its documentation provides unmetered and unlimited DDoS protection at Layers 3, 4, and 7 for customers on all plans and services; verify the current terms and the exact controls enabled for your deployment. AWS documentation similarly describes automatic infrastructure-layer mitigation and application-layer controls, but configuration and service availability vary.

Frequently Asked Questions

Can one DDoS attack target more than one OSI layer?

Yes. A campaign can saturate links with Layer 3 traffic, exhaust connection state at Layer 4, and send HTTP requests at Layer 7 simultaneously. Monitor each resource independently and apply controls at the earliest layer that can safely stop the traffic.

Is every UDP flood a Layer 3 attack?

No. A raw packet flood is generally classified at Layer 3, while abuse of UDP flow state or a service-specific request can involve Layer 4 or Layer 7. Classification depends on the resource and behavior being exhausted.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need a WAF to stop a SYN flood?

No. A SYN flood occurs before an HTTP request exists. Use upstream and transport controls such as edge scrubbing, SYN protection, connection limits, and load-balancer capacity; use a WAF for application requests.

What is the first metric to check during an incident?

Check which resource is exhausted: link and packet rate for Layer 3, incomplete or excessive connections for Layer 4, and endpoint-level latency, errors, and backend utilization for Layer 7. That determines the fastest safe mitigation.

The Bottom Line

Layer 3 attacks overwhelm network capacity, Layer 4 attacks consume transport state, and Layer 7 attacks consume application work. Protect them in that order: upstream scrubbing and packet controls, transport-aware connection defenses, then CDN/WAF/API rules tuned to the cost and behavior of each operation.
