A Layer 0 protocol is foundational blockchain infrastructure that coordinates or connects multiple Layer 1 blockchains. Depending on the design, it may provide shared security, cross-chain messaging, or both. The term is a broad architectural label, not the name of one universally standardized protocol, so its exact meaning depends on the system being described.
What does Layer 0 mean in blockchain?
Layer 0 generally refers to infrastructure beneath or supporting Layer 1 chains. A Layer 1 is a blockchain where chain-specific transactions and state changes are handled; a Layer 0 design can coordinate multiple such chains and help them communicate or share security.
Some explanations describe Layer 0 as the “ground floor” of blockchain protocols, while others call it a framework beneath blockchains. These are useful shorthand descriptions, not a formal industry-wide standard. The label does not necessarily mean the entire internet-style networking stack, and projects using it may not provide the same functions.

How does Polkadot illustrate a Layer 0 architecture?
Polkadot’s documentation describes application-specific Layer 1 parachains connected through a Relay Chain. In this model, the parachains handle their own specialized execution, while the Relay Chain coordinates security across the system.
- Parachains propose blocks. Each parachain produces candidate blocks for validation.
- Validators check availability and validity. Validators assess whether parachain data is available and whether proposed blocks are valid.
- The Relay Chain supplies shared security. Polkadot’s Nominated Proof of Stake system supports the security model for participating parachains.
- XCM carries cross-chain messages. Parachains use XCM to communicate within the Polkadot architecture.
For connectivity beyond Polkadot, the documentation distinguishes bridges from XCM: bridges are used to interact with external chains that have their own finalization processes. What should you compare when a project calls itself Layer 0?
Because the label is not standardized, compare the architecture rather than assuming that “Layer 0” implies a particular feature or performance level. Ask where execution happens, how security is provided, and how chains exchange information.
- Execution: Where do chain-specific transactions and state transitions run?
- Security: Does a base layer provide shared security, or does each connected chain secure itself?
- Communication: What protocol or mechanism carries messages between chains?
- External connectivity: Can the system connect to networks outside its own architecture, and does it use a bridge or another interface?
The answers reveal more about what a system actually does than its Layer 0 label alone.

Is Layer 0 a formal blockchain standard?
No universal definition is established by the sources cited here. Polkadot’s official documentation uses the term for its own multi-chain protocol, while other educational glossaries use broader descriptions. Treat “Layer 0” as a descriptive architectural term and check how each project defines its own components.
