For a U.S. home, a true copper landline can keep a basic corded phone working through a household power outage, while VoIP needs working broadband and power for the modem, router, and phone adapter. A battery backup can keep VoIP equipment running only when the internet and provider network are still available. Copper is not guaranteed during disasters: lines on damaged utility poles can fail too. The practical choice depends on the technology actually delivered to your address, your 911 requirements, connected devices, and the complete cost of phone service plus any required internet and backup equipment.
What “landline” and VoIP mean in practice
“Landline” is often used for any home telephone service, but the label does not identify the network. A traditional plain-old telephone service (POTS) connection uses a copper pair and can provide power to a basic corded phone from the telephone network. Other products marketed as home phone or digital landline service travel over broadband or another digital access network and need powered equipment in the home. Ask the provider which technology serves your address and which devices must remain powered.
VoIP (voice over Internet protocol) converts calls into data carried over an internet connection. A provider may supply a modem/router with a phone port, a separate voice adapter, or an app-based handset. The exact arrangement varies, but the dependencies are the same: a functioning access connection, the provider’s voice network, and electricity for the local networking and phone equipment.

A service advertised as a “landline” may behave like VoIP during a blackout if it uses a broadband gateway. Conversely, a copper line can lose service when a storm damages outside plant. The FCC’s 2026 order describes the condition precisely: “interconnected VoIP service will continue to work during a power outage if Internet service is operational and the end user maintains a backup power supply.”

Reliability under the failures that affect a home phone
Reliability is not a single rating. Check what happens under each failure mode that matters to your household.
| Situation | Traditional copper line | VoIP or digital home phone | What to verify |
|---|---|---|---|
| Household power outage | A basic corded phone on an intact, powered copper line may continue working. Cordless handsets still need their charging base, and outside copper can be damaged. | The modem, router, and voice adapter need electricity. A UPS or battery may preserve service only while broadband and the provider network remain available. | Which equipment is powered locally, what battery solution is supported, and the expected runtime. |
| Broadband outage | A genuine copper POTS line does not depend on the home broadband connection. A product called a landline may still be digital, so confirm the access method. | Calls generally fail when the internet path required by the service is down. | Whether the provider has an independent access path or cellular failover; do not assume it does. |
| Provider or network outage | Copper can fail when poles, cables, or central-office facilities are damaged. No technology works through every event. | Service can fail because of the provider, broadband carrier, local power, or home network. Any redundancy is provider-specific. | Outage disclosures, local service history, and support procedures for the exact address. |
| 911 or other emergency calling | Ask how emergency calls are routed and whether the service remains available during the outage types relevant to you. | Interconnected VoIP has emergency-calling obligations and notices, but a power or internet failure can prevent a call. | Registered service address, battery arrangements, outage limits, and how to test the configuration safely. |
What happens during a power outage?
Copper with a corded phone
The telephone company traditionally supplies low-voltage power over a copper pair, so a simple corded handset can operate when the home’s electricity is off. This advantage disappears for a cordless phone if its base station is not powered. It also does not protect the line from a pole, cable, or switching failure. The FCC notes that copper infrastructure carried on utility poles can be cut or damaged in severe weather and disasters.
VoIP with local backup power
A VoIP installation normally stops when its modem, router, optical network terminal, or phone adapter loses power. A suitably sized UPS or provider battery can keep those devices operating for a stated period. The backup cannot recreate an internet connection that the broadband carrier has lost, nor can it repair an outage in the voice provider’s network. Capacity also depends on the equipment load, battery condition, and whether other household devices share the UPS.
Before buying a battery, ask the provider which equipment must be powered, whether a particular battery interface is required, and how runtime is measured. Keep the backup method maintained and accessible; an exhausted battery is not an outage plan.
Broadband, provider, and severe-weather outages
A true copper POTS line and a broadband-dependent phone fail differently. If your internet service is down but the copper telephone pair and telephone network are intact, POTS can still place calls. VoIP generally cannot, unless the provider explicitly supplies another access path. A cellular failover feature is not universal and should be confirmed in writing.

Severe weather can defeat either technology. Flooding, fallen trees, ice, fire, and vehicle damage can interrupt poles, cables, power, or central equipment. Internet providers and voice carriers may have network redundancy, but household availability depends on the local route and the provider’s restoration process. There is no universal reliability winner supported for every U.S. address; compare the actual access technology and outage record where you live.
911: questions to answer before choosing
For U.S. VoIP customers
Ask whether the product is interconnected VoIP, how 911 calls are routed, and whether you must register a service address. Update that address whenever you move the equipment. Confirm what happens when power, broadband, or the provider network fails, and whether the provider supplies a battery or merely sells one.
The Joint Communications / Boone County Voice Over IP & 911 Service Advisory explains why power and internet dependencies matter. The FCC’s 2015 continuity order provides the regulatory background for maintaining emergency communications, but obligations do not make an unpowered or disconnected home device work.
Provider instructions may be more specific. For example, AT&T’s Digital Phone support page, updated April 18, 2025, says its service needs home battery backup for 911 calling during a power outage and that a broadband failure can affect availability. Treat that as an example of one provider’s setup, not a rule for every VoIP service.
Keep a charged mobile phone as an additional emergency route where practical. Do not place a test call to 911 merely to check registration; use the provider’s documented verification process or the appropriate non-emergency channel.

UK rules are different
In the United Kingdom, a digital landline that relies on internet service may not call 999 during a power cut or broadband failure. The UK government says providers must offer a backup solution that enables calls to 999 for at least one hour during a power outage. That is a UK requirement, not a U.S. standard. The UK government guidance should be read in its jurisdictional context.
Compare the complete household cost
There is no single current U.S. price that meaningfully compares every address and provider. Build a quote for the actual location and include every recurring and one-time charge:
- Monthly phone service, calling allowance, voicemail, caller ID, and other included features.
- A suitable broadband subscription if the household does not already have internet service.
- Taxes, regulatory fees, installation, equipment rental, and contract or early-termination charges.
- One-time purchases such as a router, voice adapter, handset, or UPS/battery.
- The price after any promotional bundle period ends.
- The cost of maintaining an outage fallback, such as a supported battery and a charged mobile phone.
A phone-only legacy price is not an apples-to-apples comparison with a VoIP price that assumes broadband. Conversely, adding broadband solely for a VoIP line can make the digital option more expensive than it first appears. The Ohio Consumers’ Counsel’s telephone-service guidance recommends considering budget and total expectations rather than the advertised line charge alone.
What you need at home
For a copper landline
- An active copper telephone line delivered to the home.
- A compatible telephone. A corded model avoids dependence on a cordless handset’s charging base.
- Optional compatible accessories, such as a second handset or answering machine, checked with the provider if they draw line power.
For VoIP or a digital home phone
- Broadband service that meets the provider’s requirements.
- The provider’s modem/router, optical network terminal, or compatible equipment.
- A phone adapter and handset if the gateway does not include a phone port.
- Electrical power for all required networking and voice devices.
Ofcom’s explanation of the UK digital transition notes that customers may need a router, adaptor, or handset; the hardware list is provider-dependent. Its consumer guide, “Your landline is going digital”, is useful for understanding why the product name alone does not reveal the equipment.
For outage continuity
- A UPS or provider-supported battery sized for the modem/router and phone equipment.
- A written estimate of runtime and instructions for replacing or charging the battery.
- A separate charged mobile phone or other fallback route for emergencies.
Backup power protects only the equipment in your home. It cannot restore a failed broadband path, a cut cable, or a provider outage.

Check connected devices before switching
Telephone wiring may serve more than handsets. Before moving from copper to a digital service, identify every device that dials or receives calls:
- Security and fire alarm communicators.
- Medical alert monitors and other health devices.
- Fax machines.
- Elevator, gate, point-of-sale, or other specialty telephone equipment.
- Answering machines, caller-ID boxes, and extensions that may have signaling or power requirements.
Ask both the equipment supplier and the phone provider whether the device is supported on the proposed service and whether it works during a power or broadband outage. The Ohio Consumers’ Counsel specifically warns that some security systems and medical monitors often require a landline. Compatibility can vary by model, dialing method, and provider configuration; do not infer it from a successful ordinary voice call.
A practical decision process
Choose the access technology first
- Ask the provider whether the address receives copper POTS, fiber or cable voice, fixed wireless voice, or another digital service.
- List every device and person that depends on the telephone connection, including emergency or monitored equipment.
- Record the failure conditions you must tolerate: short household blackouts, extended storms, broadband interruptions, or loss of utility poles.
- Get a written quote that includes phone, broadband, taxes, fees, equipment, installation, contract terms, and post-promotion pricing.
- Obtain the provider’s 911 instructions, registered-address procedure, battery requirements, and stated backup runtime.
- Confirm device compatibility with each supplier before disconnecting the existing service.
When copper is a reasonable fit
A true copper line is attractive when a basic corded phone must operate through a local power failure and the address has dependable copper maintenance. It is not a guarantee against storm damage, network outages, or the failure of cordless and powered accessories. Verify that the service really is copper rather than a digital product sold under a landline name.
When VoIP is a reasonable fit
VoIP can suit a home that already has reliable broadband, wants digital calling features, and can power the network equipment. Plan for a supported UPS or battery, understand the runtime, and keep another emergency calling route. The lower advertised phone charge, if any, should be judged against the full broadband and equipment cost.

The phone stops during a blackout
With VoIP, check whether the modem/router and voice adapter are receiving UPS or battery power, then check whether the broadband connection itself is operating. If the broadband carrier is down, local battery power will not restore calling. With copper, test a simple corded phone directly at the telephone jack; if it fails, report a line or network outage rather than replacing cordless batteries.

Internet works but VoIP calls fail
Separate general internet access from the voice service. Check the provider’s outage notice, the voice adapter’s status indicators, and the connection between the handset and adapter. Reboot equipment only as the provider instructs, because repeated resets can complicate diagnostics. If other internet services work while voice does not, the issue may be the voice provider network or registration rather than the broadband line.
911 address or location is wrong
Do not wait for an emergency to discover a stale address. Follow the provider’s address-registration process after installation, relocation, or a change in service location. Ask how the provider handles calls when the device is used away from the registered address and what notice is played to the caller.
An alarm or medical monitor fails after conversion
Restore the previous connection if safe, contact the device supplier, and ask for a tested digital-compatible configuration. A normal conversation proving that the handset works does not prove that alarm signaling, fax tones, or medical telemetry will work.

Questions to put to any provider
- What physical network and access technology serve my exact address?
- Which devices require household power, and which battery or UPS products are supported?
- How long will emergency calling remain available during a power outage, assuming broadband is still up?
- What happens during a broadband outage, a provider outage, or a damaged outside line?
- How do I register and update the 911 service address?
- Is there cellular or other failover, and under what conditions does it operate?
- Are my alarm, medical, fax, and other connected devices supported?
- What are the regular price, taxes, fees, equipment charges, installation cost, contract terms, and price after promotions?
Bottom line for a U.S. household
Choose based on failure modes, not the word “landline” or a low introductory price. A genuine copper line with a corded phone can have an outage advantage when household power fails, but storms can damage copper. VoIP can be dependable when broadband, the provider network, and local backup power all hold, yet a UPS cannot fix an internet or carrier outage. Confirm the technology, 911 arrangements, connected-device compatibility, and full cost for your address before switching.
