Licensed-Assisted Access (LAA) is an LTE network feature that combines a licensed cellular connection with an additional connection over unlicensed spectrum. The licensed connection anchors the device, while the unlicensed connection can add data capacity when its channel is available. Before transmitting on that unlicensed cell, LAA uses Listen-Before-Talk (LBT) channel sensing.

What does Licensed-Assisted Access mean?

LAA is a cellular radio and network feature built on LTE carrier aggregation. A device’s configured serving cells include a licensed primary cell and at least one secondary cell in unlicensed spectrum. The term refers to using unlicensed spectrum to supplement a licensed cellular connection; it is not a subscription type, a standalone device, or a general form of access to a building or account.

Standards documents commonly hyphenate the name as “Licensed-Assisted Access.” Some regulator material uses “Licensed Assisted Access” without the hyphen.

How does LAA use licensed and unlicensed spectrum?

The two cells have different roles. The licensed primary cell anchors the LTE connection and carries critical information. The unlicensed secondary cell can add capacity opportunistically, subject to channel availability and the applicable transmission procedure.

A 3GPP Release 13 presentation described the licensed cell as providing critical information and guaranteed quality of service, while the unlicensed cell could boost data rate. In that presentation, the secondary cell could support downlink only or both uplink and downlink; that description should not be taken to mean every later implementation has the same directionality.

How channel sensing works

LAA’s eNodeB and user equipment apply Listen-Before-Talk on the unlicensed cell. The transmitter senses the channel before transmitting: if the channel is free, it may transmit; if the channel is busy, it does not transmit under the stated procedure. This channel access mechanism is part of how LAA shares unlicensed spectrum rather than treating it as an always-available private channel.

How does LAA coexist with Wi-Fi?

LAA operates in unlicensed spectrum, so its interaction with Wi-Fi depends on factors such as channel selection, traffic, devices, and other activity in the band. LBT and channel selection are among the mechanisms identified for coexistence, but they do not establish that every LAA deployment will have the same effect on every Wi-Fi network.

Hong Kong’s Office of the Communications Authority (OFCA) published a laboratory test report, Version 2.1, dated 26 January 2018. It tested Wi-Fi and LAA with specified equipment and traffic in the 5 GHz unlicensed band alongside a licensed LTE band. The report concluded that, under its test conditions, the tested Wi-Fi networks were not affected more negatively by an LAA device than by an additional Wi-Fi device. The authors also noted third-party interference and limits in available measurement tools. These results describe that particular lab configuration, not a universal performance guarantee.

In two tested Band 46 configurations using a 10 MHz licensed carrier and a 20 MHz unlicensed carrier, OFCA reported total download throughput results of 183.6 Mbps and 184 Mbps. Those figures are specific to the report’s configurations; they are not a general LAA speed, a current network benchmark, or a commercial service promise. See the OFCA LAA Test Report, Version 2.1.

How is LAA different from LTE-U, LWA, LWIP, and NR-U?

These terms describe related but distinct ways to use unlicensed spectrum. Compare them by the radio technology used for the secondary resource, the network architecture, and whether unlicensed capacity supplements a licensed cellular anchor.

Approach Secondary resource or method Relationship to licensed cellular service
LTE LAA LTE carrier aggregation with an unlicensed secondary cell; uses LBT before transmitting on that cell. Uses a licensed primary cell as the anchor.
LWA/LWIP Uses WLAN as a secondary radio access technology. Distinct from LAA’s LTE carrier-aggregation approach.
NR-U A separate 3GPP approach for NR use in unlicensed spectrum. Not interchangeable with LTE LAA.

The FCC’s 2015 notice discussed LAA in historical regulatory context, describing a licensed-spectrum channel serving as the primary channel for devices also operating on an unlicensed basis. That notice is not a current inventory of deployments or a complete standards definition. LAA is also distinct from LTE-U as the FCC used that term in the notice.

When was LAA standardized?

3GPP’s work-item record lists “Licensed-Assisted Access using LTE” as a Release 13 feature, with a start date of 15 June 2015 and an end date of 15 September 2017. The related 3GPP Technical Report 36.889 is the Release 13 feasibility study on LAA to unlicensed spectrum. OFCA’s 2018 report describes LAA as part of LTE-Advanced Pro functionality introduced in 3GPP Release 13.

These milestones explain LAA’s standards context; they do not establish which operators currently deploy it or which devices support it today. Availability and compatibility can vary by market, network, and device.
