If L.A. Noire will not open on Windows 11, match the fix to the failure: for a Steam copy frozen at the neon-sign screen, restart Steam as administrator and verify the game files; for the exact “Failed to create d3d resource” error, update your graphics driver and DirectX, then try the documented -windowed option. If the launcher simply does not start, first identify which client owns the installation and capture any error message—there is no single documented fix for every launch failure.
First identify where startup fails
Before changing settings, record the store or launcher (Steam or Rockstar Games Launcher), the last screen you see, any exact error text, whether the game process appears in Task Manager, and your graphics card and driver version. That helps distinguish a Steam title-screen freeze from a graphics initialization error or a launcher/account problem.

- You see “Failed to create d3d resource” while starting: follow the graphics and DirectX steps, then test
-windowed. - The launcher or game does not open and shows neither symptom: check that you are using the client that manages the installation and note any account or activation prompt. The documented fixes below do not establish a universal remedy for this case.
Fix a Steam freeze at the neon-sign screen
Rockstar Games Customer Support identifies inadequate administrator permissions for Steam or L.A. Noire, or software preventing game files from updating, as likely causes of the Steam “Freezing on Neon Sign / Title Screen” issue. Its guidance is specific to this symptom.
- Quit L.A. Noire and fully exit Steam, including its system-tray process.
- Open Steam again using Run as administrator.
- In Steam, open L.A. Noire’s Properties, then Local Files, and select Verify Integrity of Game Files.
- If security software is blocking updates, Rockstar says you may need to disable antivirus or antimalware temporarily once so the game and supporting files can update. Follow your security software provider’s instructions, keep the step temporary, and turn protection back on afterward.
- Launch the game. If prompted, complete the Rockstar account sign-in.
Rockstar describes administrator permissions as the most likely cause in its Steam title-screen troubleshooting article.

Resolve “Failed to create d3d resource”
For this exact boot error, Rockstar recommends checking the graphics driver and software prerequisites, especially DirectX, and then trying windowed mode. The error can vary with the graphics card model, driver, and DirectX version.
- Install the latest graphics driver available for your graphics card.
- Confirm that the game’s software prerequisites are installed and up to date, with particular attention to DirectX.
- Try the
-windowedlaunch option using the instructions in the next section.
These are Rockstar’s steps for “Failed to create d3d resource”; the article does not prescribe reinstalling Windows or replacing the graphics card.

Use documented launch options selectively
Rockstar documents PC parameters in a commandline.txt file in the game’s root folder. For Steam, you can instead enter a parameter in the game’s Properties, under General → Launch Options. Try only an option relevant to your symptom, one at a time, and remove it if it does not help.

Check the client that manages your copy
L.A. Noire appears on Rockstar’s supported PC launcher title list. For a Steam installation added to the Rockstar Games Launcher, Steam still manages installation and updates, and Steam must be running for updates. Do not treat bypassing the owning client as a general launch fix. Rockstar’s supported titles list and installation guidance explain the launcher relationship.
What Rockstar’s requirements say about Windows 11
Rockstar’s PC requirements page, last updated February 19, 2024, lists Windows 10 64-bit as the minimum operating system. That is the published requirement, not proof that Windows 11 is incompatible. The launcher supported-titles list, last updated October 22, 2024, includes L.A. Noire but does not establish Windows 11 game compatibility. Rockstar does not explicitly confirm Windows 11 compatibility in the reviewed support material.

- Whether the game process appears in Task Manager.
- Graphics card model and installed driver version.
