Short answer: choose a vector database when your financial-services AI mainly retrieves relevant passages from policies, filings, research or case documents. Choose a knowledge graph when it must follow typed entities and relationships—such as ownership, control, counterparties, obligations or fraud networks—across multiple hops. Many production systems need both: vector search finds semantically relevant evidence, while graph traversal adds connected context, constraints and lineage.

The right decision depends on query shape, data quality, governance, latency, cost and team capability. Neither technology is a universal replacement for the other, and neither removes the need for deterministic controls in regulated decisions.

What each technology represents

Vector databases: semantic retrieval over content

A vector database stores dense numerical representations, or embeddings, of text chunks, records or other objects. An embedding model maps semantically related content to nearby points in a mathematical space. A query is embedded in the same way, and the database returns the nearest items, usually with a similarity score.

This approach is well suited to document-heavy retrieval-augmented generation (RAG). A question such as “What is the procedure for enhanced due diligence on a politically exposed person?” can retrieve passages whose wording differs from the question but whose meaning is close. The retrieved text is then supplied to a language model so the answer is grounded in source material rather than generated from memory.

Vector retrieval can also use metadata filters for fields such as jurisdiction, document type, effective date, business unit or confidentiality level. It does not, by itself, understand that one company owns another, that an account is controlled by a particular beneficial owner, or that two documents describe the same legal entity.

Knowledge graphs: explicit entities and relationships

A knowledge graph represents entities, relationships and attributes as connected, typed data. Nodes might represent customers, legal entities, accounts, transactions, securities, regulations or documents. Edges can express relationships such as owns, controls, transacts with, is governed by or was reported in. Ontologies define what those types and relationships mean, while constraints and validation rules protect data quality.

Graph queries can traverse several relationships to answer questions that require structure rather than textual similarity: “Which beneficial owners ultimately control suppliers that received payments from this account?” or “Which obligations apply to this product in a given jurisdiction and reporting period?” A path through the graph can be inspected, filtered by time or status, and linked back to the evidence that established each fact.

Building that capability requires entity resolution, ontology or schema design, relationship extraction, validation and ongoing lineage management. A graph with incomplete identifiers or stale edges can produce an apparently precise answer that is still wrong.

Knowledge graph vs. vector database: side-by-side

Axis Knowledge graph Vector database
Primary representation Typed entities, relationships, ontology and constraints Dense embeddings attached to chunks or records
Best query shape Connected-entity questions, multi-hop traversal and constrained joins Passage retrieval, fuzzy wording and semantic similarity
Explainability Inspectable relationship paths with provenance links Retrieved passages and similarity scores; explanation depends on metadata and source links
Data preparation Entity resolution, ontology/schema design, relationship extraction and validation Chunking, embedding generation, metadata filters and index tuning
Update model Fact and relationship updates with validation and lineage Re-embedding and index refresh when source content changes
Typical financial uses Beneficial ownership, risk networks, compliance obligations, lineage, fraud rings Policy and document search, analyst copilots, filings and research retrieval, behavioral similarity
Main risk Modeling and governance overhead, plus incomplete or stale graph coverage Similarity can miss structurally related facts and dependencies spread across documents

Which one fits your financial-services workload?

Use a vector database first for passage-oriented questions

Start with vector retrieval when most source material is unstructured and users want passages, summaries or direct lookups. Typical examples include internal policies, regulatory circulars, filings, analyst research, procedures, call transcripts and investigation narratives. The primary evaluation question is whether the system retrieves the right evidence, even when the user’s wording differs from the source.

Chunking strategy matters. Chunks that are too small lose definitions and exceptions; chunks that are too large dilute relevance and increase model context. Preserve document identifiers, section titles, effective dates, jurisdictions, version numbers and access labels with every chunk so the answer can cite and filter the evidence.

Add a knowledge graph for identity, connectivity and multi-hop reasoning

A graph becomes important when an answer depends on who or what an item is, how it connects to other items, or which constraints apply along a path. Beneficial-ownership analysis, counterparty networks, supply-chain exposure, regulatory obligation mapping, data lineage and fraud-ring investigation are natural graph workloads.

Entity resolution is the foundation. Establish canonical identifiers and rules for matching legal entities, people, accounts and instruments before creating edges. Keep aliases, confidence, source, timestamp, jurisdiction and validity period so analysts can distinguish a confirmed relationship from an inferred or historical one.

Use a hybrid when both evidence types matter

Hybrid GraphRAG combines semantic recall with explicit structure. Vector search can identify candidate passages or records, while graph traversal expands those candidates to related entities, obligations, transactions or source documents. The response can then present both the natural-language evidence and the traversed path that connects it.

This pattern is useful for questions such as “Summarize the sanctions exposure of companies connected to this customer and cite the policies and filings supporting each relationship.” Similarity search finds relevant policy and filing passages; the graph resolves the customer, follows ownership or control links, applies time and jurisdiction constraints, and attaches provenance.

AWS guidance describes vector-only RAG as effective for direct lookups but limited for cross-document reasoning, multi-hop relationships and corpus-level understanding. Its semantic-layer guidance reports a 7–35% retrieval-accuracy improvement over vector-only approaches in referenced benchmarks. That range is benchmark-dependent, not a promise for every corpus or implementation; reproduce it on representative financial workloads before making a performance claim.

Why explainability and governance change the decision

Lineage must follow the answer

In a regulated environment, an answer is not auditable merely because it came from a database. Store source-document identifiers, versions, timestamps, jurisdictions and access labels with graph facts and vector chunks. Preserve the route from source to retrieved item to model context to final response. AWS states that the knowledge-bases layer requires governance controls for data-lineage tracking from source documents through retrieval to agent responses.

Access control belongs at retrieval time

Apply role-based access and least-privilege rules before content is returned to a model or analyst. A document’s embedding can leak sensitive information if the underlying chunk is filtered only after retrieval. Graph traversals need equivalent controls: a user may be allowed to see that a relationship exists without being allowed to inspect the underlying personal or account data.

Retention and deletion must be synchronized

When a source document expires or a customer invokes a deletion right, remove or update the source, its chunks and embeddings, extracted entities, graph edges and cached retrieval results according to the applicable policy. An orphaned embedding or stale graph edge can continue to surface information that the source system no longer permits.

Provenance is not the same as confidence

A citation shows where a fact came from; it does not prove that entity resolution or extraction was correct. Record extraction methods, validation status, confidence where appropriate and the effective period of each relationship. Let reviewers inspect conflicting sources rather than silently collapsing them.

Fraud and AML: combine similarity with deterministic controls

Fraud and anti-money-laundering systems illustrate why a single store is rarely sufficient. Embeddings can represent behavioral patterns in transactions or investigation narratives and retrieve historically similar events. A graph can connect accounts, devices, merchants, beneficial owners and counterparties to reveal a network or repeated path.

Keep regulatory thresholds and operational controls explicit. MongoDB’s fraud reference architecture ingests transaction data, creates embeddings for behavioral patterns, retrieves similar historical events with vector search and evaluates deterministic risk models in parallel. Numeric limits, velocity rules, balances, watchlists and regulatory thresholds remain in deterministic logic; embeddings provide behavioral similarity rather than replacing those controls.

A governed fraud decision flow

  1. Normalize and resolve. Assign canonical identifiers to customers, accounts, devices, merchants and legal entities, preserving source and time validity.
  2. Apply hard controls. Evaluate sanctions and watchlists, transaction limits, velocity thresholds, balance rules and jurisdiction-specific requirements in deterministic services.
  3. Retrieve similar behavior. Generate an embedding for the transaction, sequence or narrative and search historical events with the appropriate tenant, time and access filters.
  4. Traverse relevant relationships. Expand from candidate events to connected accounts, owners, devices or counterparties where the use case requires network context.
  5. Combine signals under policy. Feed similarity scores, graph findings and deterministic rule results into a documented, reviewable decision workflow. Do not let an embedding override a mandatory regulatory control.
  6. Record evidence. Store the rules fired, retrieved examples, graph paths, source versions, timestamps and reviewer actions for later investigation and audit.

How common platforms map to the architecture

AWS describes knowledge bases that can use vector stores and graph storage and expose semantic-information retrieval interfaces. Its RAG guidance lists OpenSearch for full-text search plus vector similarity, Aurora PostgreSQL with pgvector when vector search must coexist with transactional data, and Neptune for persistent property-graph and RDF workloads.

These are architectural options rather than interchangeable products. Select the storage layer that matches your operational requirements, existing skills, transaction boundaries, query language, deployment region, security model and expected scale. A technically capable database still requires disciplined chunking, identifiers, schema governance and evaluation.

AWS also advertises up to 90% lower storage and search costs for S3 Vectors compared with traditional vector databases, with sub-second query performance. This is an AWS product claim; validate it against your region, workload shape, retention pattern, indexing configuration and current pricing before using it in a business case.

Implementation plan for a production system

1. Classify the questions

Collect representative user queries and label each as semantic passage lookup, entity lookup, multi-hop relationship question, aggregation or policy-constrained decision. Measure the proportion of each class rather than choosing a database from a demonstration query.

2. Define the system of record

Identify authoritative sources for customers, legal entities, transactions, documents, regulations and permissions. Decide which facts can be inferred, which require approval and how conflicts are resolved. A graph should not become an ungoverned second master database.

3. Establish identifiers and temporal semantics

Create canonical identifiers and entity-resolution rules before extracting relationships. Represent effective dates, expiration, jurisdiction and source version explicitly. Financial relationships change; a timeless edge can create a materially misleading answer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Prepare retrieval data

  • For vector search, choose chunk boundaries, embedding models, metadata fields, filters and index-refresh procedures.
  • For graphs, define node and edge types, ontology terms, constraints, extraction pipelines and validation rules.
  • For both, attach source, timestamp, jurisdiction, version and access labels.

5. Design the retrieval workflow

In a vector-only flow, filter by authorization and metadata, retrieve candidate chunks, rerank if needed, and pass citations with the context. In a hybrid flow, use vector recall to identify candidate entities or documents, traverse only authorized graph paths, and return the combined evidence with lineage. Limit traversal depth and result size to protect latency and prevent irrelevant graph expansion.

6. Keep controls outside the language model

Thresholds, balances, watchlists, velocity limits and regulatory decisions belong in deterministic services. The language model can explain those results or summarize supporting evidence, but it should not be the authority that decides whether a mandatory rule applies.

7. Evaluate on financial tasks

Build a held-out test set containing fuzzy wording, aliases, conflicting documents, historical relationships, cross-document questions and access restrictions. Measure:

  • Recall and precision of retrieved evidence
  • Completeness of multi-hop paths
  • Correctness of citations and source versions
  • Accuracy of entity resolution and relationship extraction
  • Latency at expected concurrency
  • Storage, embedding, indexing and query cost
  • Analyst review time and escalation rate
  • Unauthorized retrieval and deletion-test failures

Compare vector-only, graph-only and hybrid workflows on the same queries. Treat benchmark gains as workload-specific and verify them on your target corpus.

8. Operate for change

Monitor stale embeddings, failed index refreshes, extraction drift, unresolved entities, broken lineage links and graph coverage gaps. Re-embed changed content, validate changed facts and propagate retention or deletion events through every derived store. Provide analysts with a way to report an incorrect edge or irrelevant retrieval result and feed that signal into remediation.

Decision framework

Choose vector-first when

  • Your corpus is mostly policies, filings, research or case documents.
  • Users ask for passages, summaries or direct evidence.
  • Entity relationships are secondary to wording and topical similarity.
  • You can enforce authorization and provenance through chunk metadata.

Choose graph-first when

  • The central questions concern ownership, control, counterparties, obligations or networks.
  • Answers require several relationship hops or constrained joins.
  • Analysts must inspect paths, fact types and source lineage.
  • Canonical identifiers and relationship governance are available or can be established.

Choose hybrid GraphRAG when

  • Unstructured evidence and connected entities both determine the answer.
  • Vector search supplies broad semantic recall, but structure is needed to disambiguate or complete it.
  • You can operate two synchronized retrieval layers with common authorization, retention and lineage controls.
  • The measured improvement in recall, completeness or analyst productivity justifies the extra engineering.

Common failure modes and fixes

“The vector search found a similar paragraph, so the answer must be correct.”

Similarity can miss a related fact expressed elsewhere, a negation, a time period or a controlling relationship. Add metadata filters, reranking, document-level checks and graph expansion for questions that depend on structure.

“The graph is explainable, so its answer is automatically reliable.”

A graph can expose a neat path built from an incorrect match or stale edge. Require canonical identifiers, source links, effective dates, validation status and conflict handling.

“We will embed the rules and let the model decide.”

Embeddings are not a substitute for thresholds, watchlists or regulatory controls. Keep those rules deterministic and use retrieval or a model to supply context and explanation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We can add governance after launch.”

Retrofitting lineage, authorization and deletion synchronization is expensive and can require re-indexing or re-extracting data. Design those controls into ingestion, retrieval, graph traversal and response logging from the start.

“A benchmark result guarantees our production result.”

The AWS-reported 7–35% retrieval-accuracy range comes from referenced benchmarks. Corpus composition, graph coverage, query mix, chunking and evaluation definitions can change the outcome. Reproduce the comparison with representative financial data.

Standards and industry guidance

IEEE 2807.2-2024, titled “IEEE Guide for Application of Knowledge Graphs for Financial Services,” was published on June 30, 2024, by the IEEE Standards Association. The guide defines a financial-services knowledge model, a general framework of technical activities, construction and application methods, and practical factors for use cases.

Deloitte describes knowledge graphs as a semantic integration layer for siloed financial data and identifies applications including risk and value views, compliance management, data lineage and metadata, fraud detection and financial-crime analytics, recommender systems and conversational AI. These examples reinforce the distinction between a graph’s connected semantic layer and a vector index’s similarity-oriented retrieval role.

Bottom line for a banking AI program

Do not frame the decision as a contest between two databases. Frame it as a retrieval and control design problem. Vector databases are the efficient starting point for semantic access to unstructured financial content. Knowledge graphs are the stronger foundation for identity, relationships, constraints, lineage and multi-hop analysis. A hybrid GraphRAG design is often the practical production pattern when analysts need both broad textual evidence and a defensible view of how entities connect.

Make the choice with representative queries, explicit governance requirements and measured trade-offs in recall, path completeness, latency, cost and review effort. Whatever storage you select, enforce authorization, retention, deletion, provenance and deterministic regulatory controls as first-class system requirements.
