For most enterprises, this is not an either-or choice. Start with full-text and vector retrieval for broad document coverage and exact-term precision; add a knowledge graph when users need entity relationships, permissions-aware context, or multi-hop answers that span several documents. A graph and vector layer can work together as GraphRAG, but the graph adds modeling, entity-resolution, synchronization, and governance work.
Vector databases are usually the quickest route to semantic search over an unstructured corpus. Knowledge graphs become valuable when the question depends on who is connected to what, which system depends on another, or how evidence joins across multiple entities. The right architecture follows query shape, data structure, governance requirements, freshness targets, and operating capacity.
The short answer: choose retrieval layers by question type
A vector database stores embeddings for documents or chunks and retrieves passages that are semantically close to a query. It is effective when a user asks for information about a topic, even when the wording in the query differs from the wording in the source.
A knowledge graph stores entities, relationships, and attributes. It can resolve that two references point to the same person, product, project, or system; follow links between those entities; and return evidence connected by structure rather than by wording alone.

Enterprise search normally benefits from three complementary capabilities:
- Lexical retrieval for exact product codes, names, dates, acronyms, and specialist terminology.
- Vector retrieval for paraphrases, concepts, and unstructured documents.
- Graph traversal for relationship-heavy and multi-hop questions.
Microsoft describes hybrid search as one request configured for both full-text and vector queries. Its Azure AI Search documentation explains that the two result sets can be merged with Reciprocal Rank Fusion (RRF), allowing exact token matches and semantic matches to contribute to one ranking. This hybrid baseline is generally more useful than a vector-only index for enterprise corpora where identifiers and jargon matter.
Google Cloud describes a knowledge graph for Gemini Enterprise as linking three pillars: people, content, and interactions. That framing captures why a graph matters internally: the answer may depend not only on document similarity, but also on ownership, organizational relationships, prior interactions, and access-control rules.

AWS describes it as a hybrid graph-and-vector pattern for agentic retrieval and enterprise knowledge management. In practice, a system can use vectors to find an initial set of relevant passages, resolve their entities, traverse related nodes, and then return graph-connected evidence that a similarity search would have missed.
How vector retrieval works
Embedding and indexing
An embedding model converts each document chunk, title, or other searchable object into a numerical vector. The vector database stores those representations and an identifier for the source object. At query time, the same or a compatible model embeds the user’s query, and the database returns nearby vectors according to a similarity function.
This approach is strong when the embedding model can represent the meaning of both the query and the source. Google Cloud notes an important boundary: semantic search can find only data that the embedding model can make sense of. A poorly parsed table, an uncommon internal code, or a very new term may therefore be missed even when the exact text is present.
What vectors handle well
- Questions phrased differently from the source, such as asking for a “remote-work reimbursement rule” when the policy says “telecommuting expense eligibility.”
- Broad searches over manuals, policies, tickets, meeting notes, and other mostly unstructured files.
- Fast initial retrieval when the organization does not yet have a stable entity model or ontology.
- Similarity-based candidate generation for a later reranking or graph-expansion step.
Where vector-only search breaks down
- Exact identifiers: Product codes, contract numbers, ticket IDs, and version strings can be rare or tokenized in ways that make semantic similarity unreliable.
- Names and dates: A query for a particular person, quarter, or release may need exact matching rather than conceptual similarity.
- Multi-hop reasoning: “Which supplier supports the application owned by the team that approved this change?” requires several explicit links, not merely similar passages.
- Entity ambiguity: Two employees with the same name or two products with similar names need disambiguation based on attributes and relationships.
- Access control: A nearest-neighbor result is not automatically safe to show. Authorization must be applied to the retrieved evidence.
How knowledge-graph retrieval works
Entities, relationships, and provenance
A knowledge graph represents entities such as people, teams, applications, customers, suppliers, policies, and documents as nodes. Edges represent relationships such as owns, reports to, depends on, mentions, or approved. Attributes can carry dates, versions, status, and source identifiers.

In an enterprise implementation, each important fact should retain provenance: the source document, location, extraction time, and confidence or review state. Provenance lets the answer system show why a relationship exists and gives administrators a way to remove or correct stale facts.
What graphs handle well
- Entity linking: Connecting aliases, abbreviations, and references to one canonical entity.
- Relationship context: Showing how people, content, systems, and interactions are connected.
- Multi-hop questions: Traversing several edges to assemble an answer from distributed evidence.
- Permissions-aware retrieval: Applying ownership and access-control checks as part of graph expansion. Google Cloud specifically describes ACL checks in this context.
- Explainability: Returning a path and its supporting documents instead of an unexplained similarity score.
Costs and limits of graph-only search
A graph is only as useful as its model and extracted facts. Building one requires decisions about entity types, relationship types, canonical identifiers, confidence thresholds, and update procedures. If the corpus is mostly unstructured and the ontology is immature, graph-only search can delay value while teams model data that users never query.
Graphs also need continuous entity resolution. A reorganization, product rename, merger, or system migration can create duplicate nodes or broken edges. Extraction errors can be more damaging than a missed vector result because a false relationship may lead the system through an incorrect path.
Vector database, knowledge graph, and hybrid architectures compared
| Architecture | Best fit | Strengths | Trade-offs |
|---|---|---|---|
| Vector-only | Semantic document lookup over a mostly unstructured corpus | Fastest path to semantic retrieval; handles paraphrases and broad topical queries | Weaker for exact identifiers, explicit relationships, permissions context, and multi-hop reasoning |
| Graph-only | Well-modeled entities and relationship-centric questions | Precise paths, entity disambiguation, relationship context, and provenance-aware traversal | Expensive modeling and maintenance; poor fit when the corpus is largely unstructured or the ontology is immature |
| Lexical plus vector hybrid | General enterprise search with both natural-language and exact-term queries | Combines paraphrase recall with precision for names, codes, dates, and jargon; RRF can merge result sets | Requires two indexes and ranking or fusion logic; still does not inherently answer multi-hop relationship questions |
| Graph plus vector GraphRAG | Connected, cross-document questions involving entities, dependencies, ownership, or organizational context | Uses semantic recall and structural expansion; can return evidence related by graph paths even when wording differs | Adds extraction, entity resolution, graph updates, synchronization, orchestration, observability, and governance complexity |
Which query patterns decide the architecture?
Direct semantic lookup
Queries such as “How do I reset a managed laptop?” or “What is our parental-leave policy?” usually begin with lexical and vector retrieval. The answer is likely contained in one or a few passages, and the main challenge is finding those passages despite wording differences.
Exact-term lookup
Searches for a release identifier, policy number, date, legal entity, or internal acronym should include a lexical path. Dense embeddings can blur small but decisive token differences. A hybrid request lets exact matches compete with semantic matches rather than forcing one method to handle both jobs.
Entity and relationship lookup
Questions such as “Who owns the service that processes payroll?” or “Which customers are affected by this library vulnerability?” require explicit links. A graph can resolve the service, follow ownership or dependency edges, and attach the relevant evidence documents.
Multi-hop and investigative questions
“Which supplier supports applications that depend on the database scheduled for retirement?” contains several joins. A vector search may retrieve documents mentioning suppliers, applications, databases, and retirement separately without proving that the entities are connected. Graph traversal can enforce the path, while vectors retrieve the text that explains each edge.

Ambiguous names and aliases
If “Mercury” can mean a project, a customer, or a software component, entity resolution should use attributes such as department, product family, date, and linked documents. The graph can then constrain vector retrieval to the correct entity neighborhood.

Enforce authorization during retrieval
Enterprise search must not retrieve a secret and rely on the language model to hide it later. Apply document ACLs and graph-level permissions before context reaches the generation step. Graph traversal should carry the caller’s identity and stop at unauthorized nodes or edges. Google Cloud’s description of knowledge-graph search includes ACL checks because relationship expansion can otherwise expose information indirectly.
Keep source evidence attached
Store source-document identifiers, page or section locations where available, extraction timestamps, and the relationship or chunk that produced each fact. Answers should be able to show the supporting passage and the path used to connect it. This supports review, incident response, and removal requests.
Separate confidence from authority
An automatically extracted relationship may be useful for discovery but should not carry the same authority as a record from a system of record. Label extraction confidence and approval status, and define which sources can override others when they disagree.
Freshness and synchronization are first-class requirements
Measure freshness separately for each layer:
- Ingestion delay: Time from a source change to availability for indexing.
- Embedding refresh time: Delay before changed text receives a new vector.
- Graph update lag: Delay before new or changed entities and relationships are traversable.
- Permission propagation: Delay before access changes affect both document and graph retrieval.
A vector index can appear current while its graph still contains an old owner or dependency. Conversely, a graph edge may be updated before the supporting document is searchable. Test these paths independently and expose timestamps in operational dashboards.
A staged implementation plan
- Inventory the corpus and users. List document systems, structured records, identity sources, ACL formats, update frequencies, and the questions employees actually ask. Separate stable entities from transient text.
- Build a lexical-plus-vector baseline. Index the broad document corpus with full-text fields and embeddings. Include titles, identifiers, dates, and metadata in the lexical index. Use hybrid ranking so exact and semantic matches are both visible.
- Create an evaluation set. Record representative direct, exact-term, ambiguous, and multi-hop questions. Grade retrieval recall, answer support, authorization correctness, and freshness—not only the fluency of generated responses.
- Instrument failures. Log queries with no useful result, repeated reformulations, answers requiring many documents, and cases where users open a related document after the first result. These signals identify where a graph can add value.
- Define a narrow graph scope. Start with entities and relationships that recur in failed questions, such as people-to-teams, applications-to-owners, systems-to-dependencies, or customers-to-contracts. Avoid modeling every noun in the corpus.
- Resolve entities and retain provenance. Establish canonical IDs, aliases, disambiguating attributes, extraction confidence, source locations, and update timestamps. Create review workflows for high-impact relationships.
- Orchestrate GraphRAG retrieval. Use lexical and vector search to generate candidates, link candidates to graph entities, traverse approved relationships, and retrieve the documents that support the selected path. Limit traversal depth and result volume so irrelevant neighborhoods do not swamp the context.
- Apply permissions at every stage. Filter initial chunks, candidate entities, traversed edges, and final evidence using the caller’s authorization. Test indirect disclosure, such as inferring a restricted project from an otherwise visible dependency.
- Measure freshness and operations. Track index build time, graph update lag, embedding refresh time, extraction failures, entity-merge errors, query latency, and cost per query. Compare these metrics with the business value of the graph-supported questions.
- Expand only where evidence justifies it. Add entity types, relationships, or deeper traversal when evaluation shows a repeatable improvement in supported answers—not merely because a graph is available.
How to evaluate quality and cost
Retrieval quality
Measure whether the right source appears in the retrieved set, whether all required entities are connected, and whether exact identifiers are preserved. For multi-hop questions, evaluate path correctness: every edge in the explanation should be supported and authorized.
Generation quality
Check that the final answer is grounded in retrieved evidence, distinguishes conflicting sources, and does not infer a relationship that the graph or documents do not establish. A graph can improve context while still producing a poor answer if orchestration supplies too many irrelevant nodes.

Operational cost
Account for embedding generation, vector and lexical indexes, graph storage, extraction and entity-resolution pipelines, update processing, observability, human review, and engineering time. GraphRAG’s contextual potential comes with more moving parts than a vector baseline.
Portability and lock-in
Document the embedding model, chunking policy, metadata schema, graph schema, extraction prompts or models, and ranking logic. Keep source identifiers and provenance in portable formats where possible so a change in search or graph infrastructure does not erase the audit trail.

What published evidence says—and what it does not
A February 2024 report from TechTarget Enterprise Strategy Group, cited by Neo4j, reported that 26% of surveyed organizations with AI roadmaps already had generative-AI models in production, while 66% planned to deploy such models in the following 12 months. Those figures describe adoption intent and status at that time; they are not a forecast for every industry or a guarantee that a graph is required.
AWS Prescriptive Guidance reports a 7% to 35% retrieval-accuracy improvement for GraphRAG over vector-only approaches, citing AWS and arXiv benchmarks. Treat that range as a cited benchmark summary, not a universal guarantee. Results depend on corpus quality, graph extraction, query mix, baseline tuning, and evaluation method.
The abstract of the HybridRAG paper reports that a system retrieving context from both a vector database and a knowledge graph outperformed traditional VectorRAG and GraphRAG individually at both retrieval and generation stages in its evaluations. That finding supports combining signals, but it does not remove the need to validate the design on an organization’s own data, permissions, and freshness constraints.
Common failure modes and fixes
The system misses an exact code
Cause: The query used only dense similarity, or tokenization altered the identifier.
Fix: Add a lexical field for codes and identifiers, preserve the original token, and merge lexical and vector results with a documented ranking method such as RRF.

Cause: Alias collisions or incomplete disambiguating attributes.
Fix: Require canonical IDs, add department, date, product-family, or ownership attributes, and retain alternate candidates until the query context resolves the ambiguity.

A practical decision rule
- Choose vector retrieval first when the corpus is mostly unstructured, users ask direct topical questions, and the organization needs a fast semantic-search baseline.
- Choose lexical plus vector hybrid retrieval when exact names, codes, dates, and jargon matter alongside natural-language queries. This is the practical default for many enterprise search programs.
- Add a knowledge graph when repeated questions depend on entities, organizational relationships, dependencies, ownership, permissions, or evidence spread across documents.
- Use GraphRAG when evaluation shows that graph-connected context improves multi-hop answers enough to justify extraction, entity-resolution, synchronization, and operating complexity.
The architecture should evolve from observed query failures. A graph is not a replacement for a well-tuned text and vector index, and a vector database is not a substitute for explicit relationship modeling. Layer the capabilities that match the questions employees need answered, then measure accuracy, authorization, freshness, latency, and operating cost at each stage.
