A developer change should transfer a working project, not leave the next person to reconstruct it from old messages. Before the outgoing developer’s final day or the last project milestone, agree what is being handed over, provide usable context and access, and assign owners to unfinished work and ongoing responsibilities.
Agree on the transition before the developer leaves
Put the handoff into the working agreement or project plan while the current developer is still available. Define what materials and access will be transferred, who will provide them, when the transition happens, and whether assistance after delivery is included or separately scoped.
The UK Government’s Digital, Data and Technology Playbook advises assessing supplier lock-in and requiring clear, current documentation during delivery and handover. It says: “Many suppliers provide guidance on how to build systems with their tools which avoid lock in. This should be considered and referred to and there should also be an obligation on the supplier to maintain clear (and current) documentation during the pilot and as part of the handover/knowledge transfer process.”

Account ownership and invitations are not the same thing: plan the actual transfer or access change, then confirm that the intended person can sign in and use what they need.

Clarify what is included
Separate transfer activities from new development, repairs, or ongoing support. Check the signed agreement for deliverables, ownership and intellectual-property terms, warranty or support commitments, and any transition assistance. Agree who handles open requests and future maintenance. A request being raised during handoff does not by itself establish that it is covered by an existing support arrangement.
Government procurement guidance can inform questions about supplier lock-in and intellectual-property rights, but it cannot determine what a particular contract means. If ownership or contractual obligations are disputed, review the signed agreement and seek qualified legal advice in the relevant jurisdiction.

What to give the incoming developer
Prepare a concise project brief in plain language, with links to the authoritative materials. Tailor the depth of technical documentation to the system: a small, straightforward site may need a short operational guide, while a complex system may require deeper technical documentation and training.

- Key decisions: Important technical or product choices, why they were made, and any constraints that affect alternatives.
- Open work: Outstanding tasks, known issues, priorities, dependencies, and a named owner for each item.
- System map: The repositories, environments, domains, hosting or other services, integrations, and relevant accounts needed to operate the project.
- Operating procedures: How routine tasks are carried out, how changes are deployed, and where relevant logs, backups, or runbooks can be found.
- People and responsibilities: Who can approve changes, answer product questions, manage accounts, and respond to operational problems.
Do not put raw passwords in an ordinary handoff document. Use the relevant service’s secure invitation, role, or transfer mechanism, and confirm access with the recipient. Keep a record of what was transferred and who now owns each account or responsibility.

Choose the right handoff format
The right transition depends on project complexity, available time, account control, the contract, and the client’s ability to maintain the system. These options are not interchangeable in every situation:

Run the handoff and verify it worked
- Assemble the brief and inventory. Link the current project materials, repository, service map, operating instructions, open tasks, and relevant decisions.
- Transfer access securely. Invite the incoming developer with appropriate permissions or use the service’s transfer process. Confirm that the recipient can access each necessary repository, account, and environment.
- Walk through the current state. Have the outgoing developer explain what works, what is incomplete, known issues, important decisions, and the next expected steps. Provide training for functionality that is complex or not obvious from the documentation.
- Assign the loose ends. Name an owner and agree a next action for each open task, operational duty, and unanswered question.
- Record acceptance. Have the client and incoming developer confirm what materials and access were received, what remains unknown, and which responsibilities have changed hands.
Developer Business Lab’s September 18, 2026 practical guidance recommends treating handoff as part of delivery and verifying account transfer rather than assuming that an invitation completed it. Lewis Kimani’s practitioner guidance likewise identifies documentation, training for complex functionality, knowledge transfer about technical decisions, and clear post-launch support terms as useful closeout practices. These are operational recommendations, not proof that one checklist or support period suits every project.

Use the incoming developer’s first week to surface risks
Ask the incoming developer to review the brief, test access, inspect the code and operating instructions, and list missing information or risks before committing to a new estimate or making production changes. This review helps distinguish a clearly scoped next task from work that first requires investigation.
- Can they locate the current code and identify the version or environment that is in use?
- Can they reach the accounts and services needed for the agreed work?
- Do the instructions explain routine operation and deployment well enough for the project’s complexity?
- Are open tasks, known issues, decisions, and approval contacts clear?
- What needs investigation before anyone can responsibly estimate a repair, change, or release?
If the previous developer is unavailable
Start with an inventory of client-controlled accounts, repositories, service records, documentation, and backups. Ask the incoming developer to assess what is accessible and what is missing, and record unknowns instead of treating guesses as project facts.

Do not promise a repair or rewrite before the new developer has inspected the codebase and relevant services. The first engagement may need to be a scoped assessment: identify what can be recovered, what is functioning, what risks exist, and what additional information or access is required.
Close the transfer as a project milestone
Once the handoff is complete, keep a record of the materials received, access confirmed, outstanding items and their owners, and any responsibilities that changed. Treat additional development or support as a separate commitment unless the written agreement already includes it. That leaves the client and both developers with a shared account of what has actually transferred and what work remains.
