For personal Google Play developer accounts created after November 13, 2023, at least 12 testers must remain opted into a closed test for 14 consecutive days before you can apply for production access. A tester who opts out and later rejoins starts a new consecutive period; their earlier days do not count toward the 14-day requirement. Meeting the threshold lets you apply, but does not guarantee approval.
Who needs to keep testers opted in?
Google’s 12-tester, 14-day prerequisite applies to personal developer accounts created after November 13, 2023. It is not a universal requirement for every Google Play developer account. The qualifying testers must be opted into the closed test continuously for the 14 days immediately before you apply for production access. Google’s requirements for new personal developer accounts describe the eligibility rule.
What “active” means for this requirement
The measurable threshold is continuous opt-in, not a specified number of app launches. Opting out breaks that tester’s consecutive period; opting in again starts a new one. Google separately considers engagement when reviewing your production-access application. Its guidance asks whether testers used available features, behaved as expected production users would, and provided feedback. It does not establish a formal daily-launch frequency, device count, or installation pattern as a qualifying threshold.
How to organize your closed test
Choose how testers get access
In Play Console, you can manage closed-test access using tester email lists or Google Groups. For a Google Group test, a tester must join the group before opting in. Share the appropriate opt-in link directly: test versions are not discoverable through Play Store search before open testing or a production rollout. Provide a feedback route
Add a feedback URL or email address to the tester opt-in page, or ask testers to send private feedback through Google Play. Tell participants where to report problems and what information will help you reproduce them.
Keep the cohort engaged through the 14 days
- Recruit suitable participants. Invite people from personal and professional networks, relevant communities, and social channels. Where it matters for your app, include people and devices representative of its intended audience.
- Give testers focused tasks. Explain which features to try and what feedback to provide. Encourage them to explore more than one path through the app rather than testing a single scenario.
- Make feedback easy to send. Set a clear feedback channel, and remind testers how to use it when they encounter a defect or confusing interaction.
- Track reports and act on them. Keep a record of feedback, look for recurring issues, and address defects and usability problems during the test. Google recommends maintaining feedback records and continuing closed testing while resolving reported issues.
- Watch opt-in continuity. Keep at least 12 qualifying testers opted in through the day you apply. If someone opts out, that person’s partial period no longer contributes to a continuous 14-day stretch.
- Prepare your application. From the Play Console Dashboard, apply for production access when the requirement is met. Be ready to explain how you recruited testers, how they engaged and sent feedback, what you changed in response, and why the app is ready for production.
These practices reflect Google Play’s closed-testing recommendations. They help you collect useful evidence of testing; a head count by itself does not show how the app performed with real users.

What happens when the 14 days are over?
Fourteen consecutive days is the minimum period before you can apply, not an automatic pass. Google reviews your application and may require additional testing, including if fewer than 12 testers are opted in or engagement is insufficient. The application asks about the test, the app or game, and production readiness, so base your answers on actual feedback and changes made. Google says review usually takes seven days or less, though it may take longer.

Closed testing versus open testing
Closed testing lets you control access to a selected cohort, using email lists or a Google Group. Open testing is visible to anyone. For the personal accounts covered by this requirement, production access is a prerequisite to making an open test available; use a closed test to satisfy the pre-production requirement and gather feedback from the intended audience.
