De Soto households are not yet promised $1,000 cash checks. Digital Realty announced on October 9, 2026, that it is working with the city on utility and property-tax credits worth up to $1,000 per household each year for as many as 10 years, funded through a $20 million community investment tied to the proposed Astra North data-center campus.
What Digital Realty announced
Digital Realty said it is committing $20 million to community relief connected with Astra North, the company’s planned digital-infrastructure development at De Soto’s Astra Enterprise Park. The company said it is partnering with the City of De Soto to finalize “credits of up to $1,000 per household annually for 10 years, based on current population estimates.”
The wording is important. The announcement describes utility and property-tax credits, not a published program of unrestricted cash payments. “Up to” also establishes a maximum rather than a guaranteed amount for every household. The city and company have not released the final rules for distributing the benefit.

Until De Soto and Digital Realty issue implementation details, residents should not assume that every household will receive the full $1,000, that renters and homeowners will be treated identically, or that the benefit will arrive as money deposited directly to residents.

What Astra North would involve
The City of De Soto describes Astra North as the first phase of a proposed Digital Realty campus at Astra Enterprise Park. The concept covers approximately 280 acres and could include up to nine data-center buildings totaling about 3 million square feet.
City estimates call for more than 1,000 peak construction jobs and approximately 250 permanent jobs. Those are project estimates, not current employment totals. The city’s broader data-center overview says key cost and timeline details for the Digital Realty proposal have not been finalized publicly, so the household-credit plan should be understood as tied to a development that remains under review.

How Kansas’ data-center tax framework fits in
Kansas Senate Bill 98, enacted in 2025, created a state and local tax-exemption framework for qualifying data centers. The Kansas Department of Commerce says a participating company must invest at least $250 million in eligible data-center costs within five years after operations begin, satisfy job requirements and adopt a comprehensive water plan. The framework can provide tax exemptions for 20 years.

The enrolled bill covers exemptions related to construction or remodeling, data-center equipment, eligible costs and certain labor expenses, subject to statutory definitions and other requirements. Those incentives apply to qualified project costs; they are separate from the proposed household utility and property-tax credits announced by Digital Realty. Eligibility for the state program does not, by itself, publish the household-credit rules or guarantee that Astra North will be built.

What residents should watch for next
- A formal city implementation notice: This should identify the agency or utility handling credits and explain how residents participate.
- A definition of “household”: The notice needs to clarify whether eligibility follows a service address, a property owner, a utility account holder, a tax bill or another standard.
- Renter and homeowner treatment: A utility credit may operate differently from a property-tax credit, especially for renters whose taxes are paid by a landlord.
- The payment calendar: Residents need the first eligible year, the frequency of credits and the deadline for applying or verifying residency.
- Project milestones: Approval, financing, construction and operations dates could determine when any credit obligation begins, but no such trigger has yet been published.
For now, the safest source for eligibility and timing will be a subsequent announcement from the City of De Soto or Digital Realty. A household should retain ordinary utility and property-tax records, but there is no announced form to complete at this stage.
Do not confuse Astra North with the Beale proposal
De Soto’s data-center overview also discusses a separate Beale project and describes a proposed payment-in-lieu-of-taxes structure and estimated local revenue for that development. Those figures should not be attributed to Digital Realty or used as evidence of what Astra North would pay local taxing jurisdictions.

The practical answer for De Soto households
The announced benefit is a proposed credit of up to $1,000 per household annually for up to 10 years, not a confirmed annual cash payment. The plan is part of Digital Realty’s $20 million community commitment and remains under development with the city. Amount, eligibility, delivery method, start date and any connection to project milestones will remain unsettled until an implementation notice is published.
