A federal judge in New York temporarily ordered the Trump administration to cancel remaining taxpayer-funded television ads promoting President Donald Trump’s political message. The October 11, 2026, order lasts two weeks and restricts agreements for the challenged ads; it is not a final ruling that government advertising featuring a president is unlawful.
What did the judge order?
U.S. District Judge Jennifer L. Rochon granted a temporary restraining order on Sunday night, October 11, 2026. It directed the administration to cancel the remaining challenged advertisements, including any scheduled to air that night. For the order’s two-week term, the administration may not enter into, renew, or expand agreements authorizing the challenged ads’ development, creation, dissemination, placement, or airing, according to the Associated Press’s account of the order.
AP quoted Rochon’s order: “Defendants shall not enter into, renew, or expand any agreement authorizing the development, creation, dissemination, placement, or airing of the challenged advertisements” during the two-week period. Read AP’s October 12 report.
Is this a final ruling?
No. The reported order is temporary relief issued while litigation is active, not a final judgment on the merits. It applies to the challenged advertisements and the agreements covered by the order. The reporting does not establish a final ruling that all government advertising featuring a president—or all public-service advertising by an administration—is unlawful.

Why did the lawsuits challenge the ads?
Two lawsuits sought to stop the federally funded ads. The Democratic National Committee filed one challenge, and a separate case was brought by a coalition that included Common Cause. The challengers alleged that public money was being used to promote Trump’s political message rather than for a proper government purpose. AP reported on the lawsuits on October 7.
The legal dispute centers on the purpose of the spending and the limits on the use of appropriated federal funds. AP’s September 28 coverage said legal experts raised concerns about federal restrictions involving publicity or propaganda and partisan political activity. Those concerns are part of the dispute, not a final determination that the administration violated those restrictions. See AP’s September 28 report.

What did the administration argue?
The Justice Department argued that a court order was unnecessary because the ad campaign was due to end the next day. The administration described the spots as public-service announcements and pointed to government advertising by past administrations. The plaintiffs disputed the ads’ purpose, leaving the difference between public information and political promotion at the heart of the case.

AP reported on September 28, 2026, that three ads had received at least $1.5 million in public spending by that date. That is a dated minimum for those three ads—not a final campaign-wide total. Later coverage described spending as millions of dollars but did not establish a definitive total for all ads or the amount covered by the court order.

What happens next?
The restraining order’s reported term is two weeks. The lawsuits remain the setting for the dispute, and the available coverage does not establish how the cases will ultimately be decided. Rochon’s reported conclusion was: “There is no legal justification – and no precedent – for the president to use the machinery of the government and funds set aside by Congress for other uses to influence electoral outcomes that further his own agenda.” That statement reflects the judge’s reasoning for temporary relief as reported by AP; it should not be mistaken for a final merits judgment.
