Short answer: Airtel is the clearest established listed telecom operating case in the available evidence because its FY2025-26 annual-results page provides a mature, auditable filing trail. Jio offers the strongest scale, data-growth and 5G/digital-services narrative, but you must identify the exact Reliance security that gives you exposure and use its latest statutory filings. Vi (Vodafone Idea) is a highly leveraged, government-supported turnaround: tariff increases, network investment and subscriber stabilisation could create upside, while dilution, funding needs and spectrum/AGR obligations can overwhelm that upside.

This is a comparison framework, not a personal recommendation. Share prices, market capitalisations, enterprise values, net debt, valuation multiples, quarterly ARPU and payment schedules change quickly; refresh them on the same day before making an investment decision.

Start with the security, not the brand

Jio, Airtel and Vi are operating brands, but an investment decision concerns a legal issuer and a specific security. Confusing those layers can invalidate an otherwise careful comparison.

Jio: determine which Reliance exposure you mean

Jio-related operations are discussed through Reliance group entities, including Jio Platforms and Reliance Jio Infocomm. Those names are not interchangeable with a tradable ticker. Before calculating a valuation, read the latest statutory filings and state explicitly whether the security is Reliance Industries or another instrument that actually gives the exposure you intend. Attribute revenue, EBITDA, capital expenditure, debt and cash flow to the same entity and period; do not combine a Jio operating metric with a Reliance consolidated multiple without explaining the bridge.

Airtel: use the listed issuer’s filings

Airtel’s FY2025-26 annual-results material includes integrated reports, financial statements and assurance information. That gives investors a relatively complete trail for testing an operating thesis against reported numbers. Keep mobile India, the wider India business and Africa separate when using ARPU, subscriber, margin or cash-flow data.

Vi: the listed security is identifiable

Vodafone Idea is listed as NSE: IDEA and BSE scrip 532822. Use those identifiers when collecting prices and filings. The company’s capital structure is central to the thesis: the Government of India owns approximately 49% after debt conversions, and the company says it has raised ₹1,091 billion of equity since the merger, including approximately ₹614 billion in FY2025. Those figures describe support and dilution at the same time; neither should be treated as a guaranteed rescue.

What the sector data says before you compare companies

India’s market is still expanding in data intensity even though it is already very large. The Ministry of Communications, summarising Telecom Regulatory Authority of India data on 5 October 2026, reported that wireless-data subscribers rose from 939.51 million at the end of March 2025 to 1,026.75 million at the end of March 2026, a 9.29% year-over-year increase. Wireless-data usage increased 24.74% over the same period.

Wireless-data revenue rose from ₹2,15,078 crore in 2024-25 to ₹2,39,874 crore in 2025-26. For 2025-26, the reported prepaid ARPU was ₹190.66 per month and postpaid ARPU was ₹119.76 per month. These are sector-level figures, not a substitute for an operator’s mobile-India ARPU definition; each company may use different subscriber denominators, inclusion rules and geographic scopes.

At December 2025, India had 1,306.14 million total telephone subscribers and 1,007.35 million broadband subscribers, according to the Ministry of Communications. A large installed base means growth is increasingly about usage, quality, mix and monetisation rather than simply adding first-time connections.

Use the same six tests for every operator and the same reporting period wherever possible. TRAI’s performance, subscription and financial-report indexes provide sector definitions; company filings provide the numerator and denominator for each operator’s figures.

1. Active subscribers and additions

Reported subscriber totals can conceal the quality of the base. Separate active or visiting-location-register subscribers from inactive connections, and track additions, disconnections, portability and the share using 4G or 5G data. A company adding connections while losing active users has a different economic profile from one with flat gross additions but improving activity and usage.

  • Record the period-end active base and the average base used for ARPU.
  • Check net additions and churn together; a low churn rate with no additions may indicate a mature but stable base.
  • Note whether the filing covers India mobile only or includes other services and geographies.

2. ARPU, churn and tariff power

ARPU is useful only when its scope is explicit. Label every figure by period, geography, prepaid or postpaid status, and whether it is mobile India or consolidated. Compare ARPU growth with tariff changes, data usage and customer mix. The sector’s ₹190.66 prepaid ARPU for 2025-26 is a reference point, not an assumed value for Jio, Airtel or Vi.

Tariff power is visible when an operator raises prices without a disproportionate fall in active subscribers, or when customers migrate to higher-value plans. Churn, downgrade rates and the proportion of low-revenue users help distinguish a durable price increase from a temporary billing effect.

3. 4G/5G coverage, quality and capex

Network investment can protect pricing power and lift data use, but it also consumes cash before the return appears. Read coverage claims alongside capital expenditure, spectrum holdings, rollout timing and network-quality disclosures. Compare capex as a share of revenue and as a share of operating cash flow, then ask whether the company can fund the next build cycle without relying on equity or additional debt.

5G should be assessed as an economic opportunity rather than a coverage headline. Look for evidence of higher usage, enterprise or fixed-wireless revenue, digital-service adoption and incremental ARPU. If a filing provides only coverage or subscriber counts, do not infer monetisation.

4. Leverage, spectrum and AGR obligations

Telecom balance sheets include ordinary borrowings as well as spectrum payments, licence fees and adjusted gross revenue obligations. Use net debt, lease liabilities where material, interest expense and scheduled government payments to test solvency. A low headline debt number can be misleading if large spectrum or AGR instalments fall due during a heavy capex cycle.

Measure interest coverage and free cash flow after spectrum and licence payments. For a highly leveraged operator, the critical question is not whether EBITDA grows in isolation but whether cash generation arrives before refinancing, conversion or instalment deadlines.

5. Non-mobile businesses and geographic mix

Jio’s digital-services and 5G narrative, Airtel’s India and Africa mix, and Vi’s concentration in Indian mobile each change the risk profile. Consolidated revenue and EBITDA can hide weak or strong segments. Build a segment bridge that identifies mobile, broadband, enterprise, digital services and overseas operations, then use segment-appropriate margins and capital intensity.

6. Valuation against growth and free cash flow

Do not compare a parent conglomerate multiple with a pure telecom multiple as though they were identical. For each security, calculate market capitalisation, enterprise value, EV/EBITDA and price/earnings using synchronized prices and the same trailing or forward period. Reconcile net debt and minority interests, and state whether the denominator is reported, adjusted or estimated.

Then test valuation against free cash flow, not just EBITDA. A low EV/EBITDA multiple can reflect high future capex, spectrum payments or dilution. A high multiple can be defensible only if growth, cash conversion and balance-sheet risk support it.

Airtel: the established execution and cash-generation benchmark

Airtel is the clearest established listed telecom operating case in this evidence set because its FY2025-26 annual-results page provides integrated reports, financial statements and assurance material. That filing trail makes it the natural benchmark against which to test the other narratives.

What supports the Airtel case

  • A mature reporting base allows period-to-period checks of subscribers, ARPU, EBITDA, capital expenditure, net debt and free cash flow.
  • Scale across India and Africa can diversify operations, provided investors separate currency, regulation and competitive conditions by geography.
  • Improving tariff realisation and higher-value customers can raise cash generation if churn remains controlled.

What can break the case

  • Consolidated ARPU may obscure weaker mobile-India economics or mix changes in Africa.
  • Network and spectrum spending can delay free-cash-flow conversion even when EBITDA grows.
  • Net debt and spectrum obligations can make equity value more sensitive to interest rates and refinancing conditions.

For Airtel, build the thesis from mobile India ARPU and active subscribers, then reconcile it to consolidated revenue and EBITDA. Test whether reported growth comes from price, volume, mix, foreign exchange or non-mobile services. A single ARPU number without those labels is not an adequate comparison with Jio or Vi.

Jio: the scale, data and digital-services thesis

Jio’s investment narrative rests on scale, rising data consumption, 5G monetisation and potential operating leverage. The sector data support the demand backdrop: wireless-data usage grew 24.74% year over year in 2025-26 while wireless-data revenue increased to ₹2,39,874 crore. That does not prove that all of the growth accrues to Jio or that it converts into free cash flow.

What to verify in Jio-related filings

  1. Identify the legal entity that reports the operating metric and the listed security that provides exposure.
  2. Use the same period for active subscribers, ARPU, capex, EBITDA and free cash flow as you use for Airtel and Vi.
  3. Separate telecom operations from digital services, devices, broadband and other businesses.
  4. Check whether 5G or digital-service revenue is disclosed separately or inferred from broader segment reporting; do not present an inference as a reported number.
  5. Bridge any parent-company valuation to the value and debt of the telecom and digital subsidiaries.

Jio-specific risks

Scale can require continuing capital expenditure, and a large user base can generate usage without equivalent pricing power. A parent-company discount, minority interests or unrelated businesses may affect the value an investor actually buys. The central discipline is entity matching: a Jio operating statistic should never be paired automatically with a Reliance consolidated earnings multiple.

Vi: a conditional turnaround, not a conventional value stock

Vi offers the highest operational-recovery sensitivity of the three. The upside case requires network investment, subscriber stabilisation, tariff increases and ARPU expansion to arrive before financing, dilution and spectrum/AGR cash obligations become binding.

Evidence of support and dilution

The Government of India owns approximately 49% of Vodafone Idea after debt conversions. Vi also reports ₹1,091 billion of equity raised since the merger, including approximately ₹614 billion in FY2025. Government ownership can improve near-term support and may facilitate continuity, but it also creates an overhang because future capital needs and conversion terms can affect other shareholders.

The recovery milestones to monitor

  • Active-subscriber stabilisation rather than only gross subscriber additions.
  • ARPU growth that follows tariff action and is retained after promotional effects fade.
  • Network investment sufficient to improve 4G/5G quality in commercially important circles.
  • Funding that covers capex and government obligations without unacceptable dilution.
  • Positive, recurring free cash flow after interest, spectrum and AGR-related payments.

If those milestones do not arrive together, a low share price or low apparent valuation can be a value trap. Vi’s government stake is therefore both a support factor and a reminder that equity outcomes depend on policy, funding and execution, not just operating demand.

How to perform a like-for-like investment comparison

  1. Fix the date. Record the closing share price and exchange rate, if relevant, on one date. Do not mix a current price with an old filing and call the result current valuation.
  2. Name the issuer and security. Write the legal entity, ticker, share class and whether the figures are standalone or consolidated.
  3. Choose one reporting period. Prefer the latest completed quarter or financial year available for all three. If periods differ, show the dates beside every metric.
  4. Collect operating data. Capture active subscribers, net additions, churn, ARPU, data usage, 4G/5G coverage and segment revenue.
  5. Normalize the balance sheet. Include borrowings, leases where material, cash, spectrum liabilities, AGR or licence obligations and minority interests.
  6. Calculate valuation. Market capitalisation equals share price multiplied by the appropriate diluted share count. Enterprise value adds net debt and other relevant claims. State the exact EBITDA and earnings denominator used for EV/EBITDA and price/earnings.
  7. Model cash needs. Subtract capex, interest, taxes and scheduled spectrum or AGR payments from operating cash flow. For Vi, add scenarios for new equity, conversion and dilution.
  8. Stress-test the thesis. Run lower ARPU, higher churn, delayed tariff increases, weaker data monetisation and higher capex cases. Record which assumption changes the valuation most.
  9. Write the decision rule. For example, an Airtel thesis may require durable ARPU growth and cash conversion; a Jio thesis may require entity-level monetisation evidence; a Vi thesis must specify the funding and network milestones that make recovery investable.

Scenario thinking: what would change the ranking?

Base case: continued data growth with measured tariff improvement

Sector usage and revenue continue to grow, while operators raise prices gradually. Airtel’s mature cash generation may make it the easiest case to underwrite. Jio’s ranking depends on how much of the growth is visible in the chosen listed security. Vi remains a financing-sensitive recovery.

Bull case: strong tariff action and 5G monetisation

Higher ARPU, stable active subscribers and improving data monetisation lift all operators. Jio could benefit from scale and digital services; Airtel from operating leverage and cash generation; Vi from the largest percentage improvement if it secures funding and network quality. The percentage upside is not the same as the probability of achieving it.

Bear case: price competition or funding stress

Lower tariffs, rising churn or delayed capex returns pressure EBITDA. Highly leveraged operators face additional interest and refinancing risk. Vi’s dilution and government-payment exposure become especially important, while a parent-company valuation can obscure weakness in a Jio-related subsidiary. Airtel’s diversification may help, but it does not eliminate spectrum, capex or currency risks.

Common mistakes and how to avoid them

  • Comparing brands instead of securities: write the ticker and legal issuer at the top of the worksheet.
  • Mixing ARPU definitions: label geography, prepaid/postpaid status, period and subscriber denominator.
  • Using EBITDA as cash flow: deduct capex, interest, taxes and spectrum or AGR payments.
  • Ignoring dilution: use a fully diluted share count and model future equity or debt conversions.
  • Treating government ownership as a guarantee: distinguish policy support from a contractual return to minority shareholders.
  • Assuming 5G coverage equals monetisation: require disclosed revenue, usage or return evidence.
  • Using stale valuation multiples: refresh price, market capitalisation, EV, net debt and forward estimates immediately before publication.
  • Hiding geographic mix: separate Airtel’s India and Africa results and any non-mobile businesses for every comparison.

Publication-day refresh checklist

Before relying on a ranking, recheck the latest quarterly and annual filings and update:

  • Share prices, market capitalisations, enterprise values and diluted share counts.
  • Net debt, lease liabilities, EV/EBITDA and price/earnings using synchronized periods.
  • ARPU, active subscribers, churn, additions and 4G/5G coverage.
  • Capex guidance, network rollout and free-cash-flow conversion.
  • Spectrum and AGR payment schedules, interest obligations and refinancing dates.
  • Any government conversion, new fundraising, share issuance or change in ownership.
  • For Jio, the exact Reliance security and the segment disclosures that connect it to Jio operations.

Practical conclusion

Choose Airtel when your priority is the most established listed operating record and a clearer cash-generation audit trail. Investigate Jio when you can identify the investable Reliance security and demonstrate that scale, data growth and 5G or digital services translate into value for that security. Treat Vi as a conditional turnaround: the return depends on simultaneous network improvement, tariff and ARPU gains, subscriber stabilisation and a financing path that limits dilution. The correct comparison is not the cheapest share or the largest brand; it is the security whose cash flows, obligations and valuation you can match on the same evidence and date.
