Jeff Shell is reportedly planning a standalone investment vehicle to acquire and manage linear-television assets, with a possible launch in the first or second quarter of 2027. The reported targets include cable networks, individual broadcast stations and station groups. Shell is also said to be discussing financing with RedBird Capital Partners, but there is no public commitment amount, signed financing agreement or completed fund close.

What Jeff Shell is reportedly preparing

TheWrap reported on October 15, 2026, that Shell is working on a new investment vehicle focused specifically on linear television. The plan is described as an acquisition and investment platform rather than an announced operating company, and no legal entity name has been disclosed.

The reported operating thesis is to buy declining television assets, collect the cash they still generate and develop adjacent businesses around them. That approach treats linear television as a source of usable cash flow and strategic assets even as audiences and distribution economics move toward streaming.

Puck’s Matthew Belloni characterized the project as Shell’s next comeback after his departure from Paramount Skydance and as an attempt to capture the remaining economics of linear television. That is analysis, not a formal statement from Shell or a prospectus for the vehicle.

When could it launch, and who may finance it?

The current reported timetable is the first or second quarter of 2027. That is a target window, not a confirmed closing date, and it could change as financing and deal negotiations develop.

Shell is reportedly in talks with Gerry Cardinale’s RedBird Capital Partners. The size of any potential RedBird commitment is not known. The available report does not identify other investors, a debt provider, a governance structure or signed financing documents, so it is not accurate to describe RedBird as having already funded the venture.

Do not confuse this with RedBird’s earlier Paramount investment

RedBird’s involvement in Shell’s proposed vehicle is separate from the earlier Paramount transaction. In the official July 7, 2024 announcement of the Skydance-Paramount combination, the Ellison family and RedBird Capital Partners were described as investing more than $8 billion in New Paramount. That figure applied to that transaction, which combined businesses including Paramount+, Pluto, CBS and other linear networks; it does not state the capital available for Shell’s new vehicle.

What assets could the vehicle pursue?

TheWrap’s report names three broad categories. No acquisition targets have been announced, so the table describes the reported scope rather than a confirmed portfolio.

Asset type What is reported Why it matters to the strategy
Cable television networks Potential acquisition or investment targets They can produce cash while facing the steepest pressure from cord-cutting and changing distribution economics.
Individual broadcast stations Potential acquisition or investment targets Station-level ownership could provide local reach and a different cash-flow profile from national cable channels.
Station groups Potential acquisition or investment targets A group could combine multiple stations and create scale for operations, advertising or adjacent digital businesses.

The report does not provide purchase prices, geographic limits, network names, station names or a finalized mix among these categories. It also does not establish whether the vehicle would pursue controlling acquisitions, minority investments or both.

Why invest in declining linear television?

The proposed thesis depends on separating declining audience trends from the continuing ability of established assets to generate cash. A buyer could use that cash to maintain operations, reduce acquisition debt or fund new businesses tied to a station, network or brand. The adjacent-business component is central to the reported plan; it suggests the vehicle would seek more than a passive yield from legacy assets.

The strategy is comparable in broad outline to Comcast’s Versant cable-network spinoff, which TheWrap cited as an example of isolating linear assets in a separate structure. A spinoff and an investment vehicle are not the same transaction: Versant is an operating-company separation, while Shell’s proposal is described as a platform that would acquire or invest in assets.

Broadcast and cable do not face identical conditions

Shell’s own comments help explain why the plan may distinguish among asset types. In Paramount Skydance’s third-quarter 2025 earnings-call transcript, he said, “On the broadcast side, obviously, it is declining. It is a linear asset like any other linear asset, but the declines are very modest compared to the cable side.”

He added, “On the flip side, cable is continuing to decline, and each quarter is accelerating decline, not just for us but for everybody around the media business.” Shell also said, “It is increasingly clear that streaming, first and foremost, is a replacement for the multi-channel cable environment.”

Those remarks present broadcast reach as relatively more resilient while cable distribution is declining faster. They also frame streaming as a replacement for the traditional multichannel bundle, rather than simply another outlet alongside it. That distinction could influence which assets a new vehicle buys and how aggressively it seeks digital extensions.

Shell’s relevant operating and deal experience

Shell previously held senior roles at NBCUniversal and Paramount Skydance, giving him experience with both the operating side of television businesses and large-scale media transactions. The 2024 Skydance-Paramount announcement named David Ellison chairman and chief executive and Shell president of New Paramount. The combined company was described as spanning streaming services, broadcast television and other linear networks.

Paramount Global chair and National Amusements chair Shari Redstone said in that announcement, “Given the changes in the industry, we want to fortify Paramount for the future while ensuring that content remains king.” The statement illustrates the broader industry problem the proposed vehicle is addressing: legacy distribution is changing, but valuable content, brands and reach remain strategic assets.

What is still unknown

The reported plan remains preliminary. The following details have not been publicly established:

  • The vehicle’s legal name and domicile
  • Committed equity, debt capacity or total purchasing power
  • Whether RedBird will invest, arrange financing or take another role
  • Initial acquisition targets or a signed letter of intent
  • Governance, management fees and control rights
  • The split between cable networks, broadcast stations and station groups
  • How any streaming, digital or other adjacent businesses would be built

No launch-specific return forecast, market-size estimate or committed-capital statistic has been reported. Until Shell or the prospective backers issue formal documents, the Q1–Q2 2027 timing and financing discussions should be treated as reported plans rather than completed transactions.

What to watch before a 2027 launch

  1. Formal entity formation: A legal name, registration or announcement would establish that the project has moved beyond preliminary planning.
  2. Financing terms: An equity commitment, credit facility or other disclosed funding would show how much the vehicle can actually spend.
  3. First transaction: A signed acquisition or investment would reveal whether Shell favors cable, broadcast or a mixed portfolio.
  4. Operating plan: Details on digital extensions, streaming distribution or other adjacent businesses would test the cash-flow thesis.
  5. Timing update: The proposed first- or second-quarter 2027 window may shift if negotiations or regulatory work take longer.
