The Java Virtual Machine (JVM) is an abstract computing machine defined by a specification. It executes Java class-file instructions, giving compatible implementations a common runtime behavior across different hardware and operating systems.

What does JVM mean?

JVM stands for Java Virtual Machine. Oracle’s Java SE 27 JVM specification, released as part of Java SE 27 in September 2026, defines it as “an abstract computing machine.” The phrase describes a set of specified behavior and interfaces, not one particular vendor’s program or a physical computer.

The specification sets out the class-file format, instruction set, runtime data areas, and operations a compatible JVM must support. It does not require one implementation technology, processor, or operating system.

How does the JVM run Java code?

  1. Java source is compiled. A compiler translates Java source code into class files, a hardware- and operating-system-independent representation.
  2. A JVM implementation loads the class files. It interprets their instructions, compiles them into native machine code, or uses a combination of techniques. The specification defines required behavior, not a single execution strategy.
  3. The implementation performs the specified operations. It manages runtime structures and executes instructions so that the program behaves according to the JVM specification.

This is why “the JVM converts Java into machine code” is an incomplete definition: some implementations do compile instructions to native code, but the specification does not require that method.

What does the JVM specification define?

The specification describes the structures and behavior a compatible implementation must provide. The Java SE 26 specification’s Chapter 2 covers class files, data types, runtime data areas, frames, and instructions. Named runtime areas include stacks, the heap, the method area, and the runtime constant pool.

These names describe the JVM’s runtime model. They do not mean every implementation must arrange memory in the same physical way. The specification leaves implementation choices such as memory layout, garbage-collection algorithms, and instruction optimizations to implementors.

JVM specification vs. JVM implementation

The distinction is between the rules and a concrete runtime that follows them. Oracle’s Java SE 26 JVM Guide, dated March 2026, describes JVM technology including HotSpot VM technology; HotSpot is an implementation, not the definition of the JVM.

Aspect JVM specification JVM implementation
Purpose Defines class-file formats and required instruction and runtime behavior. Provides a concrete runtime that carries out that behavior.
Execution approach Does not prescribe one implementation technology. May interpret instructions, compile them to native code, or combine techniques.
Platform Does not assume particular host hardware or operating system. Runs on supported host platforms.
Internal choices Leaves details such as memory layout, garbage collection, and instruction optimization to implementors. Chooses how to handle those details.

As a result, different implementations can run the same class-file representation on different systems while differing internally. The specification defines compatibility; it does not claim every runtime uses the same internals.

Which Java version’s JVM does this describe?

JVM specifications are edition-specific. Oracle’s specifications index lists the Java SE 27 specification as released in September 2026. The structural details referenced above come from Java SE 26 Chapter 2, while the Java SE 27 specification supplies the current definition cited here. For exact version-specific behavior, consult the specification for that Java SE edition.
