Choose based on the program you have been accepted to, not on a personal preference for one visa. F-1 is generally the student route for a full academic course at a school approved by the Student and Exchange Visitor Program (SEVP). J-1 is for participation in a Department of State-designated exchange visitor program. The school or exchange sponsor issues the eligibility document that determines which application path applies.

The practical differences affect your application documents, employment and training options, dependents, end-of-program planning, and— for some J-1 visitors—whether you must spend two years physically present in your home country before obtaining certain U.S. immigration benefits.

F-1 and J-1 at a glance

Decision point F-1 student J-1 exchange visitor
Core purpose Academic study at an SEVP-approved institution, including universities, colleges, high schools, private elementary schools, seminaries, conservatories and language-training programs. Participation in a designated exchange program. Categories include college and university students, secondary students, interns, trainees, scholars, teachers, au pairs and others.
Eligibility record School admission, SEVIS registration and Form I-20. Acceptance by a designated sponsor, SEVIS registration and Form DS-2019. Certain intern and trainee applicants also use Form DS-7002.
Application route Apply to the school first, then follow the Department of State’s DS-160, fee, interview and document instructions. Apply through the qualifying exchange program and its designated sponsor, then follow the relevant embassy or consulate’s instructions.
Employment principle On-campus work and certain off-campus employment or practical training can be allowed only under specific rules and authorization. Permitted activity is controlled by the exchange category and sponsor; it is not a general employment permission.
Dependents Eligible spouse and unmarried minor children may seek F-2 status with individual I-20s. Spouse and unmarried children under 21 may seek J-2 status when the category permits it, with individual DS-2019s.
Post-program issue The Department of State describes a general 60-day period after the Form I-20 program end date, including authorized practical training. Some participants are subject to a two-year home-country physical-presence requirement. Other departure timing depends on category and circumstances.

These labels describe immigration classifications, not a menu of interchangeable products. A university may issue an I-20 for a degree student while an exchange office issues a DS-2019 for a semester visitor, even when both people attend classes on the same campus.

Which visa do you need for your program?

Choose F-1 when the admission is for an academic course

F-1 is ordinarily used for a student pursuing a structured academic program at an SEVP-approved school. The program may be a bachelor’s, master’s or doctoral degree, but the category also covers several non-degree academic settings named by the State Department, such as high school, private elementary school, seminary, conservatory and language training.

Your school’s international student office, usually represented by a designated school official (DSO), creates the SEVIS record and issues Form I-20 after admission and the school’s financial and identity checks. The I-20 identifies the school, program, expected dates and funds considered necessary for study and living expenses. If the school cannot issue an I-20, you cannot independently convert that admission into an F-1 application.

Choose J-1 when the placement is an exchange program

J-1 is tied to a Department of State-designated exchange visitor program. The category is broader than classroom study: a sponsor may place participants as university students, secondary students, interns, trainees, scholars, teachers, au pairs or in another approved exchange classification. The sponsor supervises the program and remains your main contact while you are in the United States.

The sponsor issues Form DS-2019 after accepting you and recording the exchange details in SEVIS. Intern and trainee cases can also require Form DS-7002. A school’s ordinary degree admission does not by itself make a student eligible for J-1; the exchange sponsor and category must support that classification.

Why you usually cannot simply select the cheaper or easier option

Visa classification follows the activity and the document issued by the responsible institution. Asking a school to issue an I-20 for an exchange placement, or asking a sponsor to issue a DS-2019 for a regular degree course, does not make the underlying activity compliant. Discuss the proposed program with the DSO or sponsor before paying fees or scheduling an interview.

How the F-1 application works

  1. Apply to an SEVP-approved school. Obtain written admission for a specific academic program and follow the school’s instructions for financial evidence, passport information and other records.
  2. Receive the I-20. The school registers you in SEVIS and issues Form I-20. Review your name, date of birth, school, program level, start date and funding figures immediately; errors can affect later steps.
  3. Complete the required payment and form steps. The Department of State describes the DS-160 online nonimmigrant visa application, the applicable fee and an interview. Payment instructions and appointment procedures vary by embassy or consulate.
  4. Prepare supporting evidence. Typical evidence can include academic preparation, the ability to pay educational, living and travel costs, and a credible plan to depart after the course. The consular officer can request additional records.
  5. Attend the interview and follow local instructions. Interview availability, screening and document-submission procedures differ by post and can change. Use the embassy or consulate serving your application location for current directions.
  6. Travel only after reviewing the issued visa and I-20. Check the spelling and dates on both documents. A visa permits travel to request admission; it does not guarantee entry.

The State Department notes that interview wait times and local procedures vary. Do not assume that a friend’s timeline or checklist applies to your embassy.

How the J-1 application works

  1. Find the qualifying exchange placement. The program must be administered by a Department of State-designated sponsor in an approved category.
  2. Complete the sponsor’s selection and screening. Sponsors set their own deadlines, funding checks, insurance requirements, background screening and placement documentation within the federal program rules.
  3. Receive the DS-2019. The sponsor enters your exchange information in SEVIS and issues Form DS-2019. Interns and trainees should ask whether Form DS-7002 is also required.
  4. Follow the sponsor and post-specific visa instructions. The Department of State requires the designated-program route and directs applicants to their embassy or consulate for the exact forms, fee instructions, interview process and supporting records.
  5. Confirm category limits before travel. The category printed in the sponsor’s records determines what activities, funding and training are allowed. Keep the sponsor’s contact details available during the exchange.

Because J-1 categories differ substantially, a university student, research scholar and intern may have different documentation and activity rules even if they are all called exchange visitors.

Visa, status and admission are different things

A visa is placed in your passport so you can travel to a U.S. port of entry and request admission in a particular classification. It is not a guarantee that you will be admitted, and it is not the same as the period of authorized stay after admission.

U.S. Customs and Border Protection (CBP) makes the admission decision at the port of entry. The officer reviews your passport, visa, I-20 or DS-2019 and other information. The admission record controls the period and classification granted for that entry. If a document contains an error or your plans have changed, resolve the issue with the DSO or sponsor before attempting travel.

Working while in F-1 status

On-campus employment

U.S. Immigration and Customs Enforcement guidance generally allows an eligible F-1 student to work up to 20 hours per week while school is in session. Full-time on-campus work may be possible during qualifying school breaks. The 20-hour figure is a general limit, not a promise that every campus job is permitted; eligibility, location and scheduling rules still apply.

Off-campus employment and practical training

Off-campus employment is governed by separate restrictions and authorization requirements. Practical training, including Optional Practical Training (OPT), must relate to the student’s course of study and requires the applicable authorization. Depending on the type of training, the DSO, U.S. Citizenship and Immigration Services, or both may have a role.

Do not begin a job, internship, freelance engagement or paid placement because an employer says it is “on campus” or because another student has permission. Ask the DSO before accepting the offer, and keep written authorization and dates with your records. Unauthorized employment can jeopardize status and future benefits.

Working and training in J-1 programs

J-1 permission is not a blanket work permit. The activity allowed is connected to the exchange category, the approved program objectives and the sponsor’s supervision. A university student, intern, trainee, scholar and teacher can therefore face different rules.

Before beginning paid work, an internship, a change in duties or an activity for a second organization, obtain confirmation from the responsible sponsor. The sponsor can tell you whether the activity fits the DS-2019 category, whether written approval is required and whether a change would violate program rules. Do not rely on an F-1 student’s employment advice for a J-1 case.

Dependents: F-2 compared with J-2

F-2 family members

An F-1 student’s spouse and unmarried minor children who will live in the United States may apply for F-2 visas. The school issues a separate I-20 for each dependent. Provide the DSO with accurate passport and relationship information and ask how the school records accompanying family members.

J-2 family members

A J-1 participant’s spouse and unmarried children under 21 may be eligible for J-2 status, but J-2 availability depends on the exchange category. The sponsor issues a separate DS-2019 for each eligible dependent. Some categories do not permit dependents, so confirm eligibility before making relocation plans.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dependent eligibility does not automatically grant employment or study rights. Family members should review their own classification, required authorization and school or sponsor reporting obligations.

Does a J-1 visa require two years in your home country?

Not every J-1 participant is subject to the two-year home-country physical-presence requirement. When it applies, the participant must spend an aggregate two years physically present in the home country (or countries identified under the rule) before obtaining certain immigration benefits, unless a waiver is granted. The requirement is a legal condition attached to particular J-1 cases, not a universal J-1 grace period or automatic return ticket.

Common bases that can trigger the requirement

  • Government funding: U.S. or foreign government funding for the exchange can be a triggering basis.
  • Specialized knowledge or skills: A field appearing on the applicable Skills List can trigger the rule.
  • U.S. graduate medical education or training: Certain medical education or training placements are covered.

The evidence can come from funding records, the program category, the field listed for your country and the history of your training. The notation on a visa or DS-2019 can be useful, but it does not replace an individualized review.

The Skills List date matters

The Department of State says its 2024 Skills List applies to exchange visitors admitted in J status or obtaining J status on or after December 9, 2024. A person whose J status began before that date may be evaluated under the prior list rules. Government-funding and graduate-medical-training bases can still apply independently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you are unsure whether the requirement applies, check the Department of State’s current guidance and ask about an advisory opinion. Do this before planning a change to another status, permanent residence, or certain employment-based benefits, because the consequences can affect long-term timing.

End-of-program timing and departure planning

F-1 timing

The Department of State describes a general 60-day period after the Form I-20 program end date for an F-1 student, including authorized practical training. Use that period to depart, prepare for a permitted transfer or change, or complete another action that your DSO confirms is available. The controlling dates are the school’s records and your actual authorization, not the date printed on an expired visa.

J-1 timing

J-1 departure timing depends on the exchange category, the sponsor’s records and the circumstances of completion or termination. Avoid applying a universal “grace period” number to every J-1 case. Ask the sponsor for the end date and the steps required if the program ends early, is extended or changes location.

Common mistakes and how to avoid them

Choosing a classification before confirming the program

A student may assume that J-1 is preferable because it sounds like an exchange, or that F-1 is preferable because it is familiar. The responsible institution determines the proper route from the actual activity. Request written clarification before submitting a visa application.

Treating a visa as a work permit

Neither classification authorizes unrestricted employment. F-1 work depends on location, hours, relationship to the course and authorization. J-1 work depends on category and sponsor approval. Starting first and asking later creates avoidable status risk.

Assuming every J-1 visitor has the two-year requirement

The requirement is case-specific. Review funding, field, medical training and the applicable Skills List date. If the result is uncertain, seek an advisory opinion rather than relying on an informal interpretation.

Assuming every J-1 visitor can bring dependents

J-2 eligibility depends on the category. Ask the sponsor before purchasing tickets or signing a lease for family members.

Decision guide for common situations

You are starting a degree at a U.S. university

Expect the university’s international office to assess you for F-1 and issue an I-20 if you meet its requirements. If the university places you in a separately sponsored exchange arrangement, ask whether that specific placement uses J-1 instead.

You are coming for one semester under a university exchange agreement

Ask the exchange office whether it is a designated J-1 sponsor and which category it uses. Some short-term academic placements are documented on a DS-2019; others may be handled through a school’s F-1 process. The document issued for your placement is decisive.

You are joining an internship or trainee placement

These activities are commonly structured through J-1 categories with sponsor supervision and may require DS-7002. Confirm the training plan, host organization, permitted duties and funding before accepting the placement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need practical training after completing your studies

Discuss the timing and eligibility with your DSO before graduation or the proposed start date. F-1 practical training must relate to the course of study and use the required authorization. A J-1 participant should instead consult the sponsor because the applicable training rules depend on the exchange category.

You received government funding or work in a specialized field

For a J-1 case, flag the funding source and field at the beginning. Those facts can affect the two-year requirement and later immigration planning. Keep award letters and program records.

Questions to ask before filing

  • What exact program am I entering, and which institution or sponsor controls it?
  • Will I receive an I-20, a DS-2019, or both records at different stages?
  • What activities are permitted, and what written authorization is needed before work or training?
  • Can my spouse and children receive dependent documents under this category?
  • Could funding, field of study or medical training trigger the J-1 two-year requirement?
  • What are my program end date, departure period and extension or transfer options?
  • Which embassy or consulate instructions apply to my place of application?

Bottom line

F-1 is generally the correct route for a full academic course at an SEVP-approved school. J-1 is the route for a designated exchange program, including several student and professional exchange categories. You normally do not choose between them independently: your school or sponsor determines the classification and issues the I-20 or DS-2019 that supports the application.

Before filing, verify the exact program, employment limits, dependent rules, end date and any J-1 two-year home-country issue with your DSO or sponsor. For individualized immigration questions, consult the relevant U.S. embassy or consulate or a qualified immigration attorney. CBP makes the final admission decision when you arrive.
