The Indiana Utility Regulatory Commission (IURC) approved AES Indiana’s large-load plan on October 7, 2026, to serve Google’s proposed 390-megawatt data-center campus in Monrovia, Morgan County. The buildout combines solar generation, 330 MW of standalone battery storage, a solar-plus-storage facility, a 10-mile 345-kilovolt transmission line and a planned 1,200-MW substation.
Under the framework approved for the project, Google must maintain at least 80% minimum demand, provide financial assurances and meet minimum-usage and exit obligations. AES Indiana says Google will pay 100% of the annual costs to serve the facility at that minimum-demand level, including the incremental energy and infrastructure costs assigned to the data center.
What the IURC approved
The order covers the generation, storage and grid facilities AES Indiana says are needed for the proposed 390-MW campus:

- Two standalone battery systems: one rated at 200 MW and another at 130 MW, for 330 MW of standalone storage capacity.
- A hybrid renewable facility: 130 MW of solar paired with a 130-MW battery.
- Transmission: approximately 10 miles (16 kilometers) of 345-kV line.
- Substation: a planned 1,200-MW substation to connect and serve the large load.
The IURC identified the filing as Indiana’s first data-center project considered under the state’s 2025 House Enrolled Act 1007 (HEA 1007).

How the facilities are described in AES Indiana’s filing
AES Indiana’s securities filing identifies three named Indiana assets and gives their planned commercial dates:
| Asset | Configuration | Planned in-service date |
|---|---|---|
| Crosstrack | 130 MW solar plus 130 MW/520 MWh battery storage | Late 2028 |
| Foundry Works | 200 MW/800 MWh battery storage | Mid-2028 |
| Hardy Hills storage | 130 MW/520 MWh battery at the existing Hardy Hills renewable facility | March 2029 |
The named assets clarify the distinction between the 330 MW of standalone batteries in the approved package and the additional 130-MW battery paired with Crosstrack’s solar plant. Battery energy figures are stated in megawatt-hours (MWh), which indicate how long a system can deliver at its rated power; they are not additional megawatts of instantaneous capacity.

What the project will cost—and why two totals are reported
The headline figures describe different scopes rather than a single agreed number:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Figure | What it represents | How to read it |
|---|---|---|
| Approximately $1.3 billion | AES Indiana’s estimate of new Indiana energy-infrastructure investment | The broader investment figure publicly described by AES in 2026 |
| $737.3 million | Total project cost reported for the IURC order | The narrower cost figure reported by WFYI for the commission-approved project |
| $32.3 million | Facilities directly connecting the data center | DCD reports this amount will be paid by Google |
| $73.8 million | Network upgrades included in AES Indiana’s transmission rate base | The portion that prompted the main consumer-advocacy objection |
Because the $1.3 billion and $737.3 million figures use different boundaries, they should not be treated as conflicting prices for exactly the same bundle of work.

- 【200W N-Type 16BB High Efficiency】Built with advanced N-type monocrystalline cells and 16BB busbar technology, the Callsun 200 watt solar panel delivers up to 25.6% conversion efficiency. N-type cells provide excellent power generation and reliability, while the 16BB design helps reduce hot spots and microcrack risks for dependable long-term performance.
- 【400W Series Connection for Portable Power Stations】Pair two Callsun 200W panels in series to reach 400W total power, 47.48V Vmp and 54.62V Voc while maintaining 8.43A operating current. This configuration is well suited for many portable power stations with 60V-class solar input limits, helping maximize solar charging within supported voltage and current ranges.
- 【Boost Energy with Bifacial Technology】The Callsun 200W bifacial solar panel features a transparent backsheet that captures sunlight from both the front and rear sides. By utilizing direct, reflected and diffuse light, the bifacial design can generate additional energy from the rear side under suitable installation conditions, helping maximize overall solar output.
- 【TwinCell Anti-Shading Design】The Callsun 200W solar panel features a dual-module parallel design that divides the panel into two independently operating sections. When one section is partially shaded by trees, buildings or other obstacles, the other section can continue generating power. This design helps reduce the impact of partial shading and maintain more consistent energy production.
- 【Compact Design for RVs, Vans & Off-Grid Use】Each panel measures 51.3 × 30.3 × 1.4 inches and weighs 23.8 lbs, delivering strong power output in a compact footprint. This 200W solar panel is ideal for Class B vans, RVs, marine applications, rooftops and other space-conscious off-grid solar systems. Pre-drilled mounting holes make installation with compatible mounting hardware straightforward.
Who pays under the approved framework
Google’s minimum-demand obligation
HEA 1007 requires a large-load customer to cover at least 80% of costs reasonably assigned to generation and transmission infrastructure, while protecting existing and future customers. AES Indiana’s approved agreement goes further in its description of payment responsibility: Google has an 80% minimum-demand obligation, must provide upfront financial assurances, and must accept minimum-usage and exit provisions. AES says Google will pay 100% of the annual costs to serve the facility at that 80% minimum-demand level.
Direct-connection facilities
Google is reported to pay $32.3 million for facilities that directly connect its campus. This is separate from broader network work needed to integrate the load into the transmission system.

Transmission-rate-base treatment
WFYI and DCD report that $73.8 million of network upgrades will be included in AES Indiana’s transmission rate base. That treatment is the central point of disagreement: consumer advocates argue that upgrades triggered specifically by the data center should not be shifted, even in part, into a utility rate base that can affect other customers.
Customer protections and projected benefits
The agreement includes financial assurances, minimum usage commitments and provisions governing an early exit. Those mechanisms are intended to reduce the risk that existing customers would be left paying for infrastructure if the data center uses less power than planned or does not remain a long-term customer.
AES Indiana projects approximately $770 million in customer savings over the life of the project. That figure is a company projection, not money already realized, and its outcome will depend on the campus’s actual demand, project costs, operating dates and the treatment of costs over time.
The unresolved policy dispute
Consumer advocates accepted that the data center creates the need for at least some generation and transmission work but challenged assigning $73.8 million of network upgrades to AES Indiana’s transmission rate base. Citizens Action Coalition program director Ben Inskeep said the concern is that AES identified those upgrades as necessary specifically because the Google data center is being added to the grid.
IURC Commissioner Joby Jerrells said the agreement satisfies—and substantially exceeds—the statutory requirement. AES Indiana President Brandi Davis-Handy said the approval demonstrates that load growth and customer stewardship can proceed together.

What happens next
- Foundry Works is planned for service in mid-2028.
- Crosstrack is planned for late 2028.
- Storage at Hardy Hills is planned for March 2029.
- The transmission line and 1,200-MW substation must be developed alongside the generation and storage assets to support the campus’s planned load.
The approval authorizes the cost-allocation and service framework; it does not turn the projected $770 million benefit into a guaranteed result. Actual customer effects will depend on construction, demand and how the approved rate-base treatment performs over the project’s life.
