Italy has received grid-connection applications for nearly 600 data-centre initiatives requesting more than 100 GW, Terna chief executive Pasqualino Monti said on 14 October 2026. That is a queue of proposed electricity demand—not 100 GW of data centres under construction or guaranteed to be built. Monti said the requests “far exceed the real capacity to implement the projects,” making grid planning, project screening and staged connections central to Italy’s response.
What the 100 GW figure actually represents
The figure is the aggregate capacity requested from Terna for connection to Italy’s electricity network. A connection application can be revised, delayed, rejected, consolidated with other proposals or abandoned before a facility reaches construction and energisation. It therefore measures developer interest and potential future load, rather than commissioned capacity.
Monti made that distinction at the RCS Academy Green & Net Zero Talk. He said Terna’s task is to support the sector’s growth “efficiently and gradually,” because the application queue is much larger than the amount of capacity that projects can realistically deliver.
Terna nevertheless treats the trend as strategically important. In a statement reproduced by an event report, Monti linked data-centre growth to cloud computing, artificial intelligence, 5G and digital services, and said Terna’s planning scenarios already include rising data-centre consumption.

The request pipeline has expanded rapidly
Terna’s published and reported figures show a steep increase in requested capacity. Every number in the table is a request or application total, not operating or approved data-centre capacity.

The dates are not a perfectly uniform statistical series: some are annual-plan snapshots and others are public comments at a specific event. They do, however, show that the queue more than doubled from roughly 42 GW in May 2025 to above 100 GW in October 2026.
How many data centres are involved?
Monti’s latest count is nearly 600 initiatives. That does not mean Italy will build 600 facilities. The number includes projects at different stages of development and with different probabilities of securing land, financing, permits, equipment and a viable grid connection.

For context, the Data Center Observatory at Politecnico University counted about 205 operating data centres in figures cited by Reuters in 2026. The same reporting said 83 projects, representing investment of up to €25 billion, were expected through 2028. Those figures describe a narrower set of operating or identified developments; they should not be added to the Terna application count.
Where the proposed load is concentrated
Northern Italy leads the queue
Terna’s 2025 Development Plan says connection requests are concentrated mainly in northern Italy. Lombardy is the most prominent cluster, and observatory figures cited by Reuters put the Milan area at 68% of Italy’s data-centre power capacity. Existing fibre connectivity, enterprise customers, subsea and terrestrial network links, skilled labour and established industrial infrastructure help explain the region’s appeal.
Why location matters to the grid
A large load in one area can create local constraints even when Italy has sufficient generation in aggregate. The relevant questions include whether transmission lines can carry the power into the area, whether substations have spare transformation capacity, and whether permitting allows new lines, bays and equipment to be built on the required timetable.

How large is one data-centre connection?
The queue combines many projects, but individual sites can be substantial:

- Terna says an average standard data-centre connection request exceeds 100 MW.
- Hyperscale data centres commonly require about 100–200 MW of continuous power.
- Some applications exceed 500 MW.
These are requested connection sizes, not a guarantee that every site will draw its maximum continuously. Actual demand depends on the facility’s computing equipment, cooling design, redundancy, operating profile and how quickly the campus is built out.
Can Italy’s grid handle the projects?
Italy cannot treat the entire 100 GW queue as immediately deliverable through existing infrastructure. Terna’s planning documents describe a managed connection process and identify the need for new or upgraded transmission infrastructure. For a very large site, that can mean a new substation or connection bay, reinforcement of lines, additional transformation capacity and coordination with distribution networks.

The practical bottlenecks are not limited to cables. Permits for overhead or underground lines, land and environmental approvals, equipment procurement, construction schedules and the applicant’s own financial and technical maturity all determine whether a request progresses. A project may also need to wait for network works elsewhere in the system.
Terna’s staged approach
Monti’s “efficiently and gradually” formulation points to prioritisation rather than a blanket approval of every application. In practice, the system response must distinguish projects with credible delivery plans from speculative or duplicate requests, sequence connections around available capacity, and align network investment with demand that is most likely to materialise.
That approach also limits the risk of building expensive infrastructure for projects that never proceed. At the same time, waiting too long to reinforce northern corridors or substations could delay digital infrastructure that has strategic value for cloud, AI and communications services.

Frequently Asked Questions
Is Italy building 100 GW of new data centres?
No. More than 100 GW is the total capacity requested in connection applications. Terna’s CEO said the requests greatly exceed the capacity that can realistically be implemented, so the eventual buildout will be smaller and slower.
Are the projects mainly around Milan?
Northern Italy is the main concentration. Figures cited by Reuters from Politecnico University’s Data Center Observatory place the Milan area at 68% of Italy’s existing data-centre power capacity, while Terna identifies northern concentration in its development planning.

Italy’s 100-plus-GW headline is a measure of proposed grid demand, not a construction total. The surge—from about 30 GW at the end of 2024 to more than 100 GW in October 2026—signals strong data-centre interest, but only projects that survive technical, permitting and financial screening will become real facilities. Terna’s challenge is to reinforce the northern grid and sequence credible connections without treating speculative applications as guaranteed load.
