ISRO and India’s private space companies are not substitutes. Under the Indian Space Policy 2023 framework, ISRO concentrates on advanced research, technology development and national missions; IN-SPACe authorizes and enables non-government space activity; NSIL commercializes public-sector technologies and services; and private companies can build launch vehicles, satellites and space-based services subject to authorization, safety, legal and security requirements.
The result is a complementary ecosystem rather than a handover from the state to industry. Private-sector milestones show that Indian firms can develop rockets, launch from privately operated infrastructure and deliver space-data projects, but individual demonstrations should not be mistaken for proof that every company offers routine orbital service.
What is the difference between ISRO and private space companies in India?
The simplest distinction is function. ISRO is the Indian government’s space research and mission organization. Private companies are commercial entities that may perform parts of, or the full chain of, a space activity. Two government bodies make that participation workable: IN-SPACe acts as the authorizing and enabling interface, while NewSpace India Limited (NSIL) turns mature public-sector capabilities into commercial products, services and partnerships.
| Organization | Primary role | What that means in practice |
|---|---|---|
| ISRO | Advanced research, technology development and national missions | Develops and proves newer systems, realizes space objects for national priorities, operates national missions and collaborates with industry and academia on R&D. |
| IN-SPACe | Authorization, regulation and enablement | Provides a single-window interface for permissions, facility access, legal and security examination, and coordination of launch and other space activities by non-government entities. |
| NSIL | Commercialization and industry-led utilization | Commercializes technologies and platforms created through public expenditure, arranges manufacturing, leasing or procurement on commercial principles, and serves government and non-government users. |
| Private companies | Commercial development and delivery | May design and build launch vehicles and satellites, operate space infrastructure and provide space-based services after obtaining the required authorization and meeting applicable safeguards. |
ISRO’s 2026 clarification states the policy intent directly: “Participation of private sector in space is not about reducing ISRO’s role.” The Department of Space retains overall policy direction, ISRO remains responsible for advanced R&D, technology development and national missions, IN-SPACe facilitates and authorizes non-government activity, and NSIL handles commercialization and industry-led use of mature capabilities.

What does ISRO do?
Advanced research and new technology
Indian Space Policy 2023 directs ISRO to focus on advanced technology, prove newer systems and develop space objects needed for national prerogatives. That is a different job from selling a standardized launch or data product. It includes high-risk engineering, technology demonstrations, scientific work and systems whose strategic or national value may not support an immediate commercial market.
National missions and public priorities
ISRO realizes and operates missions assigned to national objectives. The policy does not require ISRO to withdraw from space hardware; it identifies a continuing core role for the organization while allowing industry to scale capabilities that are sufficiently mature for broader production or service delivery.
Research collaboration
ISRO also works with industry and academia on research and development. A private supplier, startup or university therefore can be part of an ISRO-linked development effort without becoming an ISRO replacement. The relationship may involve engineering, testing, components, software, data or a complete subsystem.
What does IN-SPACe do?
IN-SPACe describes itself as the single-window nodal agency for enabling and regulating non-government entities’ space activities and their use of ISRO facilities. Its role is both permissive and supervisory: a company needs an authorization pathway, and the agency evaluates whether the proposed activity meets legal, safety and security requirements.
Activities that require an authorization pathway
- Launch vehicles and launch operations.
- Satellites and associated space systems.
- Space-based services, including services that use satellite data or capacity.
- Use of ISRO facilities, infrastructure and technical resources by a non-government entity.
Facility access and coordination
Where feasible, IN-SPACe can facilitate access to facilities across ISRO centres, along with technology, expertise and testing support. It also coordinates an integrated launch manifest that considers ISRO, NSIL and non-government requirements according to priorities and readiness. This is coordination, not a guarantee of a launch date: technical readiness, safety review, range availability and mission priority still matter.
Oversight beyond a permit
The agency’s remit includes legal and security examination and permissions for facility use. Authorization therefore does not mean that every technical, commercial or operational risk has disappeared. A company remains responsible for designing, testing, financing, insuring and operating its system in compliance with the conditions attached to the activity.
What is NSIL’s role in India’s space programme?
NSIL is a wholly owned Government of India company under the Department of Space and is described by ISRO as its commercial arm. Its policy role is to commercialize space technologies and platforms developed through public expenditure and to provide services to government and non-government users.

Commercial routes
NSIL can arrange manufacturing, leasing or procurement of space assets on commercial principles. It can also package a mature capability as a service instead of leaving each customer to negotiate directly with a research organization. This helps move a proven platform, launch service or application from a government development context into repeatable industry use.
Technology transfer
A Department of Space reply to the Lok Sabha, published by the Press Information Bureau on 12 August 2026, reported 118 NSIL technology-transfer agreements covering 83 ISRO or Department of Space technologies transferred to Indian industry. Those are administrative outputs of the transfer programme; they do not, by themselves, show that every recipient has completed qualification, reached production volume or won a commercial customer.
Can private companies launch rockets in India?
Yes. Indian policy permits non-government entities to undertake launch-vehicle activities, but only through the applicable authorization and compliance process. Permission to develop or launch a rocket is not the same as a certification that the company has a routine, high-cadence service. Readiness depends on the vehicle’s design, testing, range and safety approvals, mission profile, financing and customer demand.
Vikram-S and Mission Prarambh
Government reporting identifies Vikram-S, launched under Mission Prarambh in November 2022, as India’s first privately developed rocket and the first private launch authorized by IN-SPACe. It carried three customer payloads and was a technology-demonstration mission. The milestone proves that a private team reached an authorized launch, not that all private launch providers now offer regular orbital missions.
Agnikul’s 2024 demonstration
Government reporting also says Agnikul Cosmos launched from India’s first private launch pad at Sriharikota in May 2024. The mission demonstrated a single-piece, 3D-printed semi-cryogenic rocket engine. That is significant evidence of propulsion and infrastructure development; it should still be described as a demonstrated capability rather than an automatic claim of routine commercial cadence.
What capabilities do private space companies have?
“Private space company” covers several very different businesses. A firm may specialize in propulsion, a satellite bus, an Earth-observation constellation, launch services, ground systems, analytics or a narrow component. Capability should therefore be assessed by area and by evidence, not by a single league table.
| Capability area | Evidence to check | What a milestone does not prove |
|---|---|---|
| Launch vehicles | Flight history, vehicle configuration, test results, authorization and range access. | One demonstration does not establish recurring orbital service, reliability statistics or a published launch cadence. |
| Propulsion | Engine type, test campaign, flight demonstration and production method. | A printed or tested engine does not by itself establish qualification for every mission or customer requirement. |
| Satellites | Spacecraft design, flown hardware, constellation plans, ground segment and operating data. | A planned constellation is not the same as an operational fleet delivering continuous coverage. |
| Earth observation and analytics | Authorized spacecraft or data partnership, sensor performance, delivery workflow and named application. | An announced application does not establish accuracy, revisit rate or service availability beyond the stated project. |
| Space-based services | Authorization, customer use, service-level commitments and evidence of repeat delivery. | Access to public infrastructure or transferred technology does not guarantee commercial success. |
There is no official comparative dataset establishing a company-by-company ranking for reliability, revenue, launch cadence or readiness. Claims that one Indian private firm is “the best” or “most capable” require additional, comparable evidence.

How do private space companies collaborate with ISRO?
Collaboration is broader than a conventional purchase order. It can combine regulatory approval, use of government facilities, technical exchange, transferred technology, testing and a public-private mission.
Recommended Free Tools
1. Define the proposed activity
The company first identifies whether it is developing a launch vehicle, satellite, payload, ground system or space-based service. It should specify the mission, hardware, launch location, spectrum and orbital or suborbital profile, customers, safety case and data or security implications.
2. Apply through the authorization interface
IN-SPACe is the designated interface for permission and oversight of non-government space activity. The application is examined for legal and security compliance as well as technical and facility requirements. A company should expect conditions and documentation rather than a blanket approval covering unrelated future activities.
3. Seek facility, testing or expertise access
Where appropriate, IN-SPACe can enable access to ISRO facilities and expertise. This may include testing, validation, use of specialized infrastructure or technical interaction with an ISRO centre. Access is subject to feasibility, scheduling, safety and the terms of the approved activity.
4. Use technology-transfer or commercialization routes
For a mature public-sector technology, NSIL may provide a commercial route through licensing, transfer, manufacturing, leasing or service procurement. The 118 agreements covering 83 technologies reported in 2026 illustrate the scale of this channel, but each agreement has its own technical and commercial obligations.

| Support measure | Purpose | Important qualification |
|---|---|---|
| Access to ISRO facilities | Enables testing, validation and use of specialized infrastructure where feasible. | Availability, safety and scheduling are assessed for the specific activity. |
| Technical expertise and mentorship | Helps companies address engineering and mission-development problems. | Advice or mentorship is not a substitute for the company’s own qualification responsibility. |
| Technology transfer | Moves mature ISRO or Department of Space technologies into Indian industry. | Transfer does not automatically mean production readiness or market demand. |
| Testing and validation | Provides a path to verify hardware and systems before flight. | Tests must match the mission’s requirements and acceptance criteria. |
| POEM payload opportunities | Offers payload-hosting opportunities on the PSLV Orbital Experimental Module platform. | Payload access is a specific opportunity, not a universal launch guarantee. |
| Venture capital fund | A ₹1,000 crore fund is listed as a government support measure. | The figure is a reported programme allocation, not a promise of funding to every applicant. |
| Technology Adoption Fund | A ₹500 crore fund is listed to encourage adoption of space technologies. | Eligibility, selection and use depend on the applicable programme rules. |
What private-public projects already exist?
Pixxel-led Earth Observation partnership
Government reporting describes an IN-SPACe-approved Earth Observation public-private partnership led by Pixxel, with Dhruva Space, SatSure Analytics India and Piersight Space. Reported application areas include agriculture, disaster management, climate monitoring and urban planning.
This example shows how the ecosystem can divide work among spacecraft or payload developers, data companies and analytics providers while operating within an approved public framework. It is evidence of a specific partnership, not proof that every participant offers the same service independently or that all listed applications are already delivered at national scale.

The Department of Space reply to the Lok Sabha, published by the Press Information Bureau on 12 August 2026, reported approximately 440 registered space-technology startups in India. The same reply said IN-SPACe had granted 113 authorizations to 52 non-government entities.
These are government-reported administrative counts. They indicate the breadth of registration and approved activity, but they do not measure revenue, launch reliability, employment, investment quality, customer retention or operational readiness. A registered startup may be at an early design stage, while an authorized entity may have approval for a narrowly defined activity rather than a full commercial portfolio.
How should you compare ISRO with a private company?
A direct “which is better?” comparison is usually misleading because the organizations have different mandates. ISRO is accountable for national missions and frontier R&D; a private company is generally accountable for a defined product, contract or service. Compare them only on a common task and time horizon.
- Capability area: Are you comparing launch, satellite systems, propulsion, Earth observation or an end-user service?
- Evidence level: Is the claim based on a flown mission, a ground test, a signed project, an authorization or a plan?
- Operational status: Is the activity a one-time demonstration, a pilot, a public-private project or recurring commercial service?
- Infrastructure: Does the company use a shared ISRO facility, a private facility or a combination?
- Technology source: Is the system independently developed, transferred from ISRO or assembled from multiple suppliers?
- Customer evidence: Are there named payload customers, government users, commercial contracts and repeat deliveries?
- Risk and accountability: Who holds the authorization, safety responsibility, insurance obligation and mission-operations duty?
This framework prevents a national launch programme from being compared with a startup’s prototype as though they were the same product. It also avoids treating public support as evidence that a company has displaced ISRO.

What are the main benefits and limits of the model?
Benefits
- ISRO can focus scarce specialist capacity on advanced systems and national missions while industry scales mature designs and services.
- IN-SPACe gives companies a defined route for permission, facility access and regulatory coordination.
- NSIL creates commercial channels for public technologies that might otherwise remain confined to government projects.
- Multiple private teams can pursue different launch, satellite and data architectures, increasing the range of solutions available to customers.
- Public-private projects can connect space hardware with applications such as agriculture, disaster response, climate monitoring and urban planning.
Limits and risks
- Authorization does not eliminate technical, range, spectrum, export-control, security or liability requirements.
- Demonstration missions can validate a technology without proving reliability, cadence or unit economics.
- Facility access depends on availability and readiness; shared infrastructure can become a scheduling constraint.
- Technology transfer requires the recipient to complete industrialization, quality control and customer qualification.
- Startup counts and authorization totals do not reveal which firms are financially durable or operationally mature.
- Different companies may publish plans at different evidence levels, making headline comparisons unreliable.
What does this mean for customers and policymakers?
For government users
Government departments can use ISRO for national missions and advanced capability while considering NSIL or authorized private suppliers for mature hardware, manufacturing and services. Procurement should specify performance, security, continuity and data-governance requirements rather than assume that a company’s authorization guarantees those outcomes.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
For commercial customers
A customer evaluating a private provider should ask for the exact mission or service status, authorization scope, test evidence, delivery schedule, contingency plan, data rights and support arrangements. A press announcement is not a substitute for a contract, and a technology demonstration is not a service-level commitment.
For startups and investors
The policy environment offers several routes to reduce development barriers, including facility access, mentorship, technology transfer, POEM payload opportunities and the listed funds. The commercial challenge remains substantial: a company must convert engineering evidence into repeatable production, qualified missions, paying customers and sustainable margins.
Bottom line: partnership, not replacement
India’s space reforms divide the ecosystem into complementary jobs. ISRO remains the centre for advanced R&D, technology development and national missions. IN-SPACe authorizes and enables non-government activity. NSIL commercializes mature public-sector capabilities. Private companies can now pursue end-to-end launch, satellite and space-service activities, provided they meet authorization and safety, legal and security requirements.

They do not establish a universal ranking of companies or prove routine service for every provider. The most accurate way to judge India’s new space sector is to examine each organization’s mandate, demonstrated milestone, authorization, infrastructure, customer evidence and operational track record.
