Millions of phones may have been exposed to reconnaissance linked to an Israel-based advertising company, but that does not mean millions were infected. The Citizen Lab’s Report 195, published 15 October 2026, documents a system it calls AdFection: targeted online ads that collect device data at scale and can deliver zero-click spyware to selected targets. The investigation links at least 45 Al Jazeera devices targeted in 2024 and 2025, with high confidence, to spyware made by Candiru, an Israeli vendor now publicly rebranded as Integrity Labs.
What the investigation actually found
Citizen Lab analyzed Discover-Tech, an Israel-based company that presents itself as an advertising business. The report describes it as a bridge between the real-time advertising ecosystem and mercenary spyware vendors. Discover-Tech ads appeared across almost 200,000 unique websites and Android and iOS apps in dozens of countries during a four-month analysis period.
Those ad impressions could expose devices to profiling or reconnaissance. Citizen Lab says millions of devices were likely observed in this preliminary phase. The report does not provide a worldwide count of confirmed infections, and an ad impression alone does not prove that a phone was selected, exploited or compromised.

How AdFection can hack a phone without a click

- Information collection: When the ad renders, its infrastructure gathers device and network information. Most viewers are not selected for exploitation.
- Target selection: Intelligence from the impression can identify a device or user of interest.
- Exploit delivery: For a selected target, the ad can return malicious JavaScript that attacks a vulnerable browser or app as it loads.
- Spyware operation: The exploit can install or activate spyware without a tap, download, attachment or other deliberate action.
Citizen Lab calls its report the first public technical confirmation of zero-click mercenary spyware delivered through targeted advertising. “This is the first-ever public confirmation of zero-click mercenary spyware delivered via targeted ads,” the report states.
Why the “millions” wording needs care
There are three different denominators in this story: devices that saw an ad, devices profiled as possible targets, and devices for which investigators have evidence of compromise. Treating them as interchangeable turns exposure into an infection claim.

- Ad impression: Shows that an advertising system reached a device. It does not by itself establish targeting or compromise.
- Reconnaissance: Device and network details may be collected to decide whether a target is valuable or technically exploitable.
- Confirmed infection: Requires forensic, malware or network evidence tying the device to an exploit and spyware activity.
The current investigation supports a mass-profiling finding and a much smaller, specifically documented set of targeted devices. It does not support saying that millions of phones were infected.
Evidence tying the Al Jazeera attacks to Candiru
Citizen Lab reconstructed the Al Jazeera campaign using network-log timing, Discover-Tech infrastructure, a recovered Windows DLL, matching command-and-control servers and code similarities to Candiru’s earlier attack chain. The report rates the Candiru attribution as high confidence.

The identified vendor has also been known as Saito Tech and is now publicly rebranded as Integrity Labs. Earlier Citizen Lab work linked more than 750 websites to Candiru infrastructure and identified Microsoft-observed victims in Palestine, Israel, Iran, Lebanon, Yemen, Spain, the United Kingdom, Turkey, Armenia and Singapore.
Discover-Tech ads also appeared on networks associated with defense ministries, armed forces, national cyber agencies, NATO, intergovernmental organizations, critical infrastructure and media groups. Those impressions demonstrate systemic exposure and possible profiling; they are not proof that those networks were infected.

How this compares with Pegasus and earlier spyware cases

The Pegasus Project’s leaked list was a target-selection record, not an infection count. Likewise, Citizen Lab’s current “millions” figure refers to likely profiling, while the Al Jazeera number refers to specifically targeted devices.
What this means for ordinary phone users
Seeing an ad, even one served through a large app or website, is not evidence that spyware is on your phone. The investigation does not identify a consumer-facing warning that can reliably distinguish a routine impression from a maliciously selected one.

Zero-click attacks are especially difficult for users to notice because they do not require a suspicious link, attachment or installation prompt. Risk is generally greatest for people who may be selected for surveillance, including journalists, activists, political figures and staff of sensitive organizations, but the advertising pipeline can expose a much broader population to profiling.
What to do if you may be a high-risk target
- Keep operating systems and browsers current. Install updates from the device maker and app developers promptly; zero-click exploits depend on unpatched vulnerabilities.
- Preserve evidence. Do not reset a potentially compromised phone before obtaining specialist advice. Keep unusual crash records, network alerts, device backups and relevant dates.
- Seek independent mobile-forensics help. Digital-rights organizations or qualified forensic specialists can assess logs and a device image. A forensic finding, not an ad impression, is what can establish compromise.
- Use organizational controls. Sensitive newsrooms and agencies should review mobile-device management, outbound traffic monitoring and incident-response procedures with security professionals.
- Set expectations about consumer tools. The cited investigation does not establish that an ordinary antivirus app or ad blocker can detect or stop Candiru, Pegasus or ad-delivered zero-click exploits. A Faraday pouch may reduce radio connectivity while it is properly used, but the evidence cited here does not establish that it prevents or removes spyware.
Why this matters beyond one newsroom
AdFection collapses a boundary that users normally assume exists: advertising is expected to display content, while spyware is expected to arrive through a malicious message or app. By placing exploit delivery inside legitimate ad auctions, the system can reach large numbers of devices quietly and use the resulting data to identify a smaller set of valuable targets.
That is why the report’s central warning is about both scale and precision. Citizen Lab’s executive summary says the ecosystem is being weaponized “at a massive scale to profile millions of users, then silently infect targets with zero-click mercenary spyware.” The documented Al Jazeera cases show the second step; the broad ad analysis shows how the first step can operate across countries and sectors without proving that every exposed device was compromised.
