The reliable way to determine whether a pop-up blocker is activated is to inspect the browser’s own setting, then check the rule for the website you are testing. A browser can block pop-ups by default while allowing them for one site, so a global setting alone is not enough. The steps differ by browser and device, and a visible interruption may be a notification, extension, in-page element or unwanted software rather than a pop-up window.
What an activated pop-up blocker actually means
A pop-up blocker controls a specific type of browser behavior: a website trying to open a separate window, tab or smaller browser window, often without a direct click. It does not automatically suppress every advert, message or element that appears on a page.
The first check is the browser’s default or global rule. The second is the permission for the particular website. These rules can differ. For example, a browser may block pop-ups for most sites but have an Allow exception for a banking, appointment or web-application domain. Conversely, a site may be blocked even when another site is allowed.

Before checking: identify the browser and device
Use the instructions for the browser that is displaying the interruption. A browser’s settings do not control another browser on the same computer, and Safari has different paths on a Mac and on an iPhone or iPad.
- Chrome on a computer: use Chrome’s Settings and Site Settings pages.
- Firefox: use the Privacy & Security settings and its exceptions list.
- Microsoft Edge: use Cookies and site permissions, then Pop-ups and redirects.
- Safari on Mac: use Safari’s Websites settings and Pop-up Windows.
- Safari on iPhone or iPad: use the device’s Settings app, not Safari’s Mac menu.
If you are unsure, look at the application name or icon at the top of the window. On a phone or tablet, open the app switcher and identify which browser is in use before changing a setting.
How to check Chrome on a computer
Read the global pop-up rule
- Open Chrome’s menu and choose Settings.
- Select Privacy and security.
- Open Site Settings.
- Choose Pop-ups and redirects.
- Read the selected default option. A blocking option means Chrome is configured not to let sites automatically show pop-ups by default; an allowing option means the default is permissive.
Chrome’s wording and layout can change slightly between releases, but the setting remains under Site Settings. Do not infer the state from a browser extension or from a particular page; the built-in rule is the authoritative place to start.
Check the current site’s exception
On the same Pop-ups and redirects page, inspect the lists of sites that are allowed or blocked. Find the domain you are testing. An entry in an allowed list can override a blocking default, while an entry in a blocked list can restrict a generally permissive default.
When Chrome blocks an attempted pop-up, it marks the event in the address bar. Click that indicator to review the blocked window and, where appropriate, choose whether to allow pop-ups from that site. Treat an allow decision as a site-specific exception, not as proof that the global blocker has been turned off.
What a Chrome result tells you
- Blocking default plus no allow exception: Chrome is configured to block automatic pop-ups for the site.
- Blocking default plus an allow exception: the site is permitted even though most sites remain blocked.
- Allowing default: Chrome will generally permit pop-ups unless a site-specific block or another control applies.
- No address-bar indicator: this does not prove the blocker is disabled. The site may not have attempted a pop-up, the interface may not have displayed an indicator, or the interruption may not be a pop-up.
How to check Firefox
Review the built-in setting
- Open Firefox and select Settings.
- Go to Privacy & Security.
- Find the pop-up blocking setting.
- Confirm whether blocking is enabled.
- Open the Exceptions list and search for the website you are testing.
The exceptions list is essential because an allowed site can bypass the general blocking choice. Remove or edit an exception only if you understand why it was added; a web application may depend on a separate window for sign-in, printing or payment.

Understand Firefox’s limitation
Mozilla describes Firefox’s built-in control as covering pop-ups and pop-unders, but it also notes that the blocker does not block every kind of pop-up. The setting is therefore evidence of Firefox’s configuration, not a guarantee that every visual interruption will disappear.

If Firefox reports a blocked window, use that event together with the setting and exceptions list. If no report appears, inspect the page behavior and extensions before concluding that blocking is off.
How to check Microsoft Edge
Inspect the default rule
- Open Edge’s menu and choose Settings.
- Select Cookies and site permissions.
- Open Pop-ups and redirects.
- Read the default rule and determine whether pop-ups are blocked or allowed.
- Review the site-specific permissions shown on the same page.
Microsoft support describes an address-bar indicator when Edge blocks a pop-up. Use it to review the blocked event and decide whether the site should receive an exception.
Account for extensions and policies
If Edge’s setting says pop-ups are blocked but windows or overlays still appear, check installed extensions as part of troubleshooting. An extension can modify page content or browser behavior independently of the built-in pop-up rule.
Edge can also be managed by an organization. Microsoft’s policy documentation for DefaultPopupsSetting explains that an administrator can set the default behavior. When that policy is not configured, pop-ups are blocked by default and users can change the setting; a configured policy can limit or override the choice available to you.

Review the default and current-site menus
- Open Safari.
- Choose Safari > Settings.
- Select Websites.
- Choose Pop-up Windows in the left-hand list.
- Look at the menu for the current website.
- Also inspect When visiting other websites, which is Safari’s general default.
Safari offers three relevant choices: Allow, Block and Block and Notify. A site-specific menu can differ from the general default, so read both values before deciding whether the blocker is active.

Use “Block and Notify” as a diagnostic setting
Block and Notify blocks the pop-up while notifying you that Safari stopped it. The notification gives you a way to choose to show the blocked pop-up when a legitimate site needs it. This is different from Allow, which permits the site’s pop-ups without the same blocking step.
Apple notes that some websites use pop-up windows for essential content. If a trusted site’s sign-in, document viewer or checkout does not work, temporarily review its site-specific rule rather than changing Safari’s global default for every website.
How to check Safari on an iPhone or iPad
- Open the device’s Settings app.
- Tap Apps.
- Choose Safari.
- Find Block Pop-ups.
- When the switch is on, Safari is configured to block pop-ups. When it is off, Safari permits them.
This is an iOS/iPadOS device setting. The Safari on Mac Websites menu does not apply to an iPhone or iPad, and changing the setting on one device does not establish the setting on another.

| What you find | What it establishes | What it does not establish |
|---|---|---|
| Global blocking is enabled and the site has no allow rule | The browser is configured to block automatic pop-up windows for that site. | It does not prove that every visual interruption will be hidden. |
| Global blocking is enabled but the site is allowed | The site-specific exception overrides the general rule. | It does not mean the blocker is disabled for all websites. |
| Global blocking is disabled | The browser is generally configured to permit pop-ups. | It does not prove that a particular site will successfully open one; other permissions or extensions may interfere. |
| A blocked-pop-up indicator appears | The browser blocked an attempted pop-up event. | It does not identify every other type of interruption on the page. |
| No indicator appears | There is no documented blocked event shown by the interface at that moment. | It does not prove that blocking is off or that no pop-up was attempted. |
The strongest determination combines the setting, the site-specific rule and any browser indicator. A test page that does not actually request a new window cannot prove that the blocker is functioning, so avoid treating the absence of a window as a complete diagnostic.
If something still appears, identify what it is
A visible interruption is not automatically a pop-up window. Classifying it prevents you from changing the wrong setting or assuming a security problem without evidence.
Browser notifications
Website notifications can appear as operating-system alerts or browser messages even when pop-ups are blocked. They are controlled through notification permissions, usually in the same site-permissions area but under a separate Notifications category. Review the permission for the site that is sending the alert and revoke it if you do not want further messages.

In-page content
A banner, modal dialog, interstitial, cookie prompt or advertisement drawn inside the current page is not necessarily a separate pop-up window. Pop-up blocking may have no effect on it because the page is displaying ordinary in-page content. Use the page’s own close or dismissal control, and review the site’s settings or privacy choices when appropriate.
Extensions
Extensions can inject advertisements, redirects, toolbars or other overlays. If the browser setting is correct but behavior changes when extensions are disabled, inspect the extension list and remove anything you do not recognize or no longer need. Test in a private window only if the browser is configured not to load the relevant extensions there; private browsing is not a universal extension test.
Unexpected software
Apple warns that persistent Safari pop-ups can be associated with adware or other unwanted software and recommends checking unexpected apps and extensions. A pop-up alone does not prove that a device is infected. Consider unwanted software when interruptions continue across unrelated sites, appear when no browser page is open, redirect searches, change the home page or resist normal permission changes.
Suspicious messages
Do not click buttons, call phone numbers or download files from a suspicious pop-up merely to make it disappear. Close the tab or window using the browser’s normal controls. If the page traps the pointer or repeatedly reopens, quit the browser and reopen it without restoring the suspicious tab.
A practical troubleshooting sequence
- Record the browser and device. Confirm whether the problem is in Chrome, Firefox, Edge, Safari on Mac or Safari on iPhone/iPad.
- Read the global pop-up setting. Use the exact path for that browser and note whether blocking is enabled.
- Inspect the site rule. Remove the assumption that the global default applies; check the allowed and blocked lists for the domain.
- Look for a browser indicator. Chrome and Edge can show a blocked-pop-up indication, while Safari on Mac can use Block and Notify.
- Classify the interruption. Decide whether it is a new window, a notification, an in-page element, an extension effect or a system-level symptom.
- Check extensions. Temporarily disable unfamiliar or recently installed extensions, then retest the same site.
- Review notification permissions. A notification permission can continue producing alerts even while pop-ups remain blocked.
- Check for unwanted software only when symptoms justify it. Look for persistent, cross-site or browser-independent behavior rather than diagnosing malware from one event.
- Consider management controls. If a setting is locked, missing or repeatedly reset, the browser may be governed by workplace or school policy.
Managed work and school browsers
Organizations can set browser policies centrally. In a managed Chrome or Edge installation, an administrator may control the default pop-up behavior or prevent users from changing it. A locked switch, a message saying the browser is managed, or a setting that returns after you change it are clues that a policy is involved.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Do not try to bypass a workplace or school control on a managed device. Ask the organization’s administrator whether the specific website is approved and whether an exception can be added. The administrator may need to change the policy rather than your local browser preference.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When to allow a pop-up
Allow a site only when you recognize the domain, understand why it needs a separate window and trust the activity you are about to perform. Common legitimate uses include authentication, printing, payment windows, document viewers and appointment systems. Prefer a site-specific exception over changing the global setting, and remove the exception when the task is finished if you no longer need it.

Quick comparison by browser and device
| Browser/device | Settings path | Site-specific rule | Blocked-event clue |
|---|---|---|---|
| Chrome on computer | Settings > Privacy and security > Site Settings > Pop-ups and redirects | Allowed and blocked site lists | Address-bar indicator |
| Firefox | Settings > Privacy & Security > pop-up blocking | Exceptions list | Use the setting and exceptions; the built-in blocker does not cover every kind of pop-up |
| Edge | Settings > Cookies and site permissions > Pop-ups and redirects | Site permissions on the same page | Address-bar indicator |
| Safari on Mac | Safari > Settings > Websites > Pop-up Windows | Current-site menu plus When visiting other websites | Block and Notify can identify and reveal a blocked pop-up |
| Safari on iPhone/iPad | Settings app > Apps > Safari > Block Pop-ups | Not the same per-site Mac menu | Use the device switch; behavior may vary by site |
Common mistakes to avoid
- Checking only the global switch: a site-specific Allow rule can override it.
- Assuming every overlay is a pop-up: notifications and in-page dialogs use different controls.
- Using the Mac path on an iPhone or iPad: mobile Safari’s control is in the device Settings app.
- Treating no indicator as proof: an indicator may be absent because no pop-up was attempted or because another interface is involved.
- Declaring malware from one advert: investigate broader, persistent symptoms before considering unwanted software.
- Ignoring management policy: an administrator can override or lock the user-level choice.
Bottom line
To determine whether your pop-up blocker is activated, read the browser’s default pop-up rule, inspect the exception for the current site and check for a blocked-event indicator. Chrome and Edge can flag blocked pop-ups in the address bar; Safari on Mac can use Block and Notify; Safari on iPhone and iPad uses the Block Pop-ups switch in device Settings. If the setting says “block” but interruptions continue, investigate notifications, in-page content, extensions and persistent unwanted-software symptoms separately instead of assuming the blocker is disabled.

Can a site show a pop-up when my browser’s blocker is on?
Yes. A site-specific Allow exception can override a blocking default, and some interruptions are notifications or in-page content rather than pop-up windows.
Why is my pop-up setting greyed out or changing back?
The browser may be managed by a workplace or school policy. Contact the organization’s administrator rather than trying to bypass the control.
Does one suspicious pop-up prove that my device has malware?
No. A single pop-up is not proof of infection. Check the site permission, extensions and broader symptoms such as cross-site redirects or alerts that appear when no browser page is open.
