“Native PC port” describes the project’s stated approach, not an endorsement by Konami or a guarantee that every release works identically. How to approach the download safely

What the project’s SHA-256 check tells you
The installer documentation describes a self-integrity check that compares the setup file with a SHA-256 value written into that file. It does not tell you who created the installer you obtained, prove that the embedded value came from a trusted publisher, or show that the program contains no malware. In the United States, 17 U.S.C. § 106 gives copyright owners specified exclusive rights, including rights to reproduce a work, prepare derivative works, and distribute copies, subject to statutory limitations. That is a general framework, not a decision about PT-PC. Applying it to a particular port or set of game files would depend on facts and relevant legal limitations; the statute alone does not settle the project’s status.

That history helps explain why preservation projects prompt questions about rights and availability.
