Yes—Swift itself is free to use. It is open-source software licensed under Apache 2.0 with a Runtime Library Exception, and Swift toolchains are available for macOS, Linux, and Windows. That does not mean every part of building or distributing an Apple app is free: Swift’s license, Apple’s Xcode workflow, and any developer or distribution services are separate questions.
What “free” means for Swift
Swift is a programming language and an open-source project. Its license is based on Apache License 2.0 with a Runtime Library Exception. Swift.org explains that the exception removes the attribution requirement when using Swift to build and distribute your own binaries. In practical terms, you can use Swift to create commercial software without paying a fee to use the language or crediting Swift in the finished binary solely because it contains portions of Swift.
This is a statement about Swift project code and the relevant redistribution terms, not blanket legal advice. It does not automatically settle the license terms of third-party packages, or the costs and obligations associated with Apple services or app distribution. Read the Swift license for the applicable terms.

Can you use Swift commercially?
Yes. Swift’s open-source license permits commercial use subject to its terms. The Runtime Library Exception addresses attribution when compiled Swift code is redistributed in a binary; it does not make every dependency or service in a software project subject to the same terms.

Swift.org says the language, supporting libraries, debugger, and package manager were published under Apache 2.0 with the Runtime Library Exception on December 3, 2015. That date is historical context, not a guarantee that platform support or other project details have stayed unchanged.
Do you need a Mac to learn Swift?
No. Swift.org provides toolchains for macOS, Linux, and Windows, so a Mac is not required simply to learn the language. Swift’s current platform table distinguishes platforms with development tools from deployment-only targets; check the live table for supported systems and minimum operating-system versions, which can change.

For a beginner, the official Swift Programming Language book is available online, and Swift.org provides installation and getting-started instructions. Buying a printed book is optional.

Install Swift for learning or cross-platform work
Choose the toolchain for your operating system and intended target. Swift Package Manager is used in the official getting-started command-line workflow. After installing Swift, open a terminal and run swift --version to check that the command is available.

Installation details vary by platform. Swift.org’s Linux guidance presents Swiftly as an installer. On Windows, its manual setup guidance lists additional dependencies, including Visual Studio C++ build tools, a Windows SDK, Python, Git for Windows, and Developer Mode. Follow the current platform-specific instructions rather than assuming the same setup applies everywhere.

Do you have to pay for Xcode to make iPhone apps?
Swift’s free license does not answer the price question for every part of Apple app development. For development targeting Apple platforms, Swift.org directs users to Xcode on macOS. Xcode provides the development, testing, debugging, and distribution workflow for Apple-platform apps, and App Store submissions must be built with the Swift version included in Xcode.

Which setup should you choose?

What Swift being free does not establish
- Whether Apple developer membership or App Store distribution has a fee, or what current eligibility conditions apply.
- Whether you need to buy hardware for your particular development goal. Swift learning is available beyond Mac, while the Apple-platform Xcode workflow is macOS-based.
- The license or cost of every third-party library, hosting provider, or other service used with Swift.
Those are separate questions from the price and license of the Swift language itself. Confirm current Apple policies and fees with Apple before relying on a cost estimate.
