Short answer: For food uses currently authorized in the European Union, the European Food Safety Authority (EFSA) concluded in February 2026 that sucralose remains safe. EFSA kept an acceptable daily intake (ADI) of 15 milligrams per kilogram of body weight per day and estimated that exposure stayed below that level for every population group it assessed. In the United States, the Food and Drug Administration (FDA) lists a lower ADI of 5 mg/kg of body weight per day. These are jurisdiction-specific, lifetime-average safety benchmarks—not recommended amounts to consume.

The conclusion has limits. EFSA could not confirm safety for a proposed expansion into additional fine bakery wares because prolonged, high-temperature processing could create uncertainty about chlorine transfer to organic molecules. That finding concerns the proposed extension, not the currently authorized uses. Separately, the World Health Organization (WHO) conditionally advises against using non-sugar sweeteners to control body weight; that is dietary guidance, not a finding that sucralose is toxic and not a replacement for an ADI.

What the latest safety assessments actually conclude

European Union: safe for currently authorized uses

EFSA’s Panel on Food Additives and Flavourings published a 2026 re-evaluation of sucralose (food additive E 955). The assessment combined toxicological, exposure, animal and human evidence. EFSA retained the existing ADI of 15 mg/kg body weight per day and reported that estimated exposure was below that value in all EU population groups. Its public summary, dated 17 February 2026, says sucralose is safe “when used as currently authorised.” Read the full notice at EFSA’s announcement and the EFSA Journal opinion.

“Currently authorised” matters. The conclusion covers the permitted food categories and conditions evaluated by EU regulators. It does not automatically approve every new product, use level or manufacturing process that a company might propose later.

United States: FDA’s listed ADI is lower

The FDA’s current information page lists an ADI of 5 mg/kg body weight per day for sucralose in the US context. FDA says it reviewed more than 110 studies, including investigations of toxic effects, reproduction, the nervous system, cancer, metabolism and human clinical data, before authorizing the sweetener. The study count describes the breadth of the review; it is not, by itself, a guarantee that every possible outcome or exposure has been tested. See FDA’s “Aspartame and Other Sweeteners in Food” page.

The different numerical limits do not show that one regulator is correct and the other is wrong. EFSA and FDA use their own assessments, assumptions and regulatory frameworks. Always identify the jurisdiction when quoting an ADI, and do not treat the larger EU value as a personal target.

ADI explained: a lifetime safety benchmark, not a goal

An acceptable daily intake is a conservative estimate of how much of a substance a person could consume every day over a lifetime without appreciable health risk, based on toxicological evidence and safety factors. It is expressed per kilogram of body weight so that the benchmark scales with body size. FDA explains that ADIs are derived from evidence and uncertainty factors; they are not a line at which harm suddenly begins.

Authority and region Sucralose ADI What the figure covers
EFSA, European Union (2026) 15 mg/kg body weight per day Current EU-authorized uses evaluated in the 2026 re-evaluation; estimated exposure was below the ADI in all population groups.
FDA, United States (current agency page checked October 2026) 5 mg/kg body weight per day US regulatory assessment and listed uses; FDA’s benchmark for lifetime daily exposure.

For an arithmetic illustration only, a 60 kg adult multiplied by the FDA value has an ADI of 300 mg of sucralose per day (5 × 60). That calculation does not tell you how much sucralose is in a particular packet, drink or baked product, and it is not a recommendation to consume that amount. Body weight, product formulation and the applicable national rules all matter.

How much sucralose do people get from foods?

Exposure depends on products and serving patterns

Exposure is the amount actually consumed from all sources, not the amount used in one recipe. Products can include tabletop packets, drinks, dairy products, desserts, chewing gum and other foods where sucralose is an authorized additive. A person who uses several products in the same day can have a different total from someone who uses one packet occasionally. Labels may list sucralose by name or by additive number (E 955 in the EU), but they often do not state the exact milligrams per serving.

Regulators estimate exposure by combining concentration data, consumption surveys and body-weight distributions. EFSA reported that its estimated EU exposure remained below 15 mg/kg per day in every population group. That is a population assessment, not a measurement of your personal intake.

FDA’s packet example and its assumptions

FDA illustrates its US ADI with a 60 kg (132 lb) person and says reaching the ADI would require about 23 sucralose packets, assuming each packet provides sweetness equivalent to two teaspoons of sugar (about 8 g of sugar). This is a communication example, not a serving suggestion. Packet sizes and formulations vary, and sweetness equivalence does not reveal the exact mass of sucralose in every brand or product. FDA’s illustration appears on its sweeteners page linked above.

A practical way to review your own exposure

  1. List all sources for a typical day. Include packets, beverages, supplements or foods that identify sucralose or E 955.
  2. Check serving sizes. Note how many servings you actually use, rather than relying on the package’s “per serving” example.
  3. Look for the additive name. If the label does not disclose an amount, you cannot calculate milligrams precisely from the label alone.
  4. Use the ADI for the relevant jurisdiction. Multiply body weight in kilograms by 5 mg for the FDA benchmark or 15 mg for the EFSA benchmark; these values are regulatory reference points, not targets.
  5. Ask a clinician about special circumstances. Pregnancy, gastrointestinal symptoms, a medically prescribed diet or concerns about a child’s intake may require advice that a general ADI calculation cannot provide.

What EFSA found in human and other evidence

Human studies at lower intakes

EFSA reported that human studies involving intakes up to 3 mg/kg body weight per day were well tolerated in studies lasting months to years. This describes the evidence EFSA reviewed; it is not a second ADI and does not prove that every outcome, exposure pattern or population has been studied equally well.

Confidence differs by outcome

The 2026 opinion did not assign one blanket certainty level to every question. EFSA reported moderate confidence for conclusions involving cardiovascular outcomes and glucose or insulin homeostasis, high confidence for some other findings, and low confidence for a single-study signal concerning altered thyroid function. Different confidence grades mean that “no safety concern for authorized uses” should not be rewritten as “all possible effects have been ruled out.”

Animal, toxicological and exposure data

EFSA integrated laboratory toxicology, animal studies, human evidence and modeled dietary exposure. FDA describes a similarly broad review covering carcinogenicity, reproductive and nervous-system effects, metabolism and clinical data. These evaluations support regulatory decisions for specified uses; they are not proof that a sweetener is necessary, beneficial or appropriate for every person.

Does cooking with sucralose make it unsafe?

EFSA’s current-use conclusion does not mean every high-temperature experiment has been cleared. When EFSA evaluated a proposed extension into more fine bakery wares, it could not confirm safety because uncertainty about possible chlorine transfer to organic molecules during prolonged high-temperature conditions could not be dismissed without restrictions on baking time and temperature.

This is a limitation on that proposed extension. It is not evidence that ordinary, currently authorized uses are unsafe, nor does it establish that every home-baked recipe creates harmful compounds. The practical distinction is to check whether a use is authorized in your jurisdiction and to avoid assuming that approval for one food category automatically covers a new processing condition.

Safety is different from advice about weight control

WHO’s 2023 guideline conditionally recommends against using non-sugar sweeteners to control body weight or reduce the risk of noncommunicable diseases. WHO notes that observational associations may be affected by uncertainty and confounding. Its recommendation addresses dietary purpose and long-term outcomes, not whether sucralose passes a toxicological safety assessment.

“The recommendation does not apply to individuals with existing diabetes.” — World Health Organization, Use of non-sugar sweeteners: WHO guideline, 2023.

WHO also states that its guidance is not a toxicological assessment and does not update or replace ADIs established by JECFA or other authorities. The full guideline is available at WHO’s publication page, with the announcement at WHO’s May 2023 news release.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

WHO’s broader healthy-diet advice says free sugars should provide less than 10% of total daily energy, with 5% or less potentially providing additional benefits. It says reductions should be achieved without relying on non-sugar sweeteners. That is a dietary pattern recommendation, not a sucralose-specific safety limit or an ADI. See WHO’s healthy-diet fact sheet, updated 26 January 2026.

How to interpret the evidence without overclaiming

  • “Safe” is conditional. EFSA’s wording applies to uses authorized and assessed in the EU; FDA’s ADI applies to the US regulatory context.
  • An ADI is averaged over a lifetime. A single day above or below the number is not a diagnostic test, and the number is not a recommended daily allowance.
  • Jurisdiction matters. The EU value is 15 mg/kg per day; the US value is 5 mg/kg per day. Do not merge them into one global limit.
  • Evidence has different strengths. Moderate, high and low confidence findings should not be flattened into certainty about every possible effect.
  • Processing conditions matter. The unresolved high-temperature question concerned a proposed bakery expansion, not all existing food uses.
  • Dietary goals are separate from toxicology. Choosing not to use a non-sugar sweetener for weight-management reasons is compatible with regulators finding authorized exposure safe.

When should you seek individual advice?

General regulatory assessments cannot determine whether a particular product fits your medical treatment, allergy plan, gastrointestinal evaluation or prescribed diet. If you have persistent symptoms after consuming a product, are managing diabetes or another condition, are pregnant, or are calculating intake for a child, discuss the specific foods and quantities with a qualified health professional. Do not change prescribed treatment solely because of a headline about sucralose.

For most readers, the evidence-based answer is therefore specific rather than absolute: sucralose remains within established safety limits for currently authorized uses when exposure is below the relevant jurisdiction’s ADI, while a proposed high-temperature bakery expansion remains unresolved and WHO’s weight-control advice addresses a different question.
