There is not enough verified public information here to confirm that SpaceX proposed 456 Starship launches a year in Texas or that regulators are reviewing that specific figure. A September 2025 Texas notice does describe proposed infrastructure expansion at Starbase to support increased launch cadence, but it does not state an annual launch number. The FAA also published a draft environmental assessment for Boca Chica in 2021; that historical document does not establish the status or scope of a current review of 456 launches per year.
What the Texas notice actually says
A September 2025 notice in the Texas Register identifies Space Exploration Technologies, Inc. as the applicant for a proposed expansion at the Starbase Launch Area in Cameron County. The proposal covers about 21 acres and describes upgrades to vehicles, pads and supporting infrastructure intended to accommodate an increased launch cadence. Texas Register notice
The described work could include test and staging areas, storage, access and other support infrastructure. The notice also identifies proposed permanent impacts to wetlands and wind-tidal flats. Those details indicate that the proposal has environmental and infrastructure dimensions; they do not establish a launch schedule.

Crucially, the notice does not give a figure of 456 launches per year. It therefore cannot substantiate that number or show that the state is reviewing a request for that specific cadence.

What the FAA records establish—and what they don’t
The FAA’s September 2021 draft Programmatic Environmental Assessment concerns the Starship/Super Heavy program at the Boca Chica Launch Site in Cameron County. It is relevant background on federal environmental review at the Texas site, but it is a historical draft document, not evidence of the scope or status of a later proceeding. Accordingly, the available records do not establish which authority, if any, is currently reviewing the 456 figure, what document introduced it, or what stage such a review has reached. A notice describing infrastructure expansion and an FAA assessment published years earlier should not be treated as proof of a current review of that number.
Don’t confuse the Texas proposal with a Florida review

What would verify a 456-launch proposal
To establish the headline claim, a public filing or agency record would need to connect the annual figure to a specific proposal and identify the authority reviewing it. The document should also make clear what the number counts and the time period it covers.
- Find the source of “456.” Determine whether it appears in a SpaceX filing, an agency document or a separate capacity estimate.
- Identify the action and authority. A state infrastructure notice, environmental review, FAA license action and company estimate are different kinds of records and do not prove the same thing.
- Check the document’s date and status. Establish whether it is an application, notice, draft, final decision or license action, and whether it remains current.
- Read what the rate counts. A launch cadence should not be confused with landings, tests or other vehicle activity; confirm that the stated number concerns launches at the Texas site and covers a year.
- Compare like with like. To describe a change in cadence, records would need to establish both a relevant authorized baseline and the proposed annual rate.
Until a direct filing or agency record supplies those details, the accurate conclusion is limited: Texas has a documented proposal for Starbase infrastructure expansion intended to support increased cadence, while the 456-per-year figure and a current review of that figure remain unverified.
