Yes—JetBrains identifies Mellum 2.1 as Apache 2.0 software, and the official JetBrains/Mellum2.1-12B-A2.5B-Thinking checkpoint is marked apache-2.0. That supports commercial use of those model weights under the applicable license. It does not mean that inference, GPUs, hosting, storage, electricity, or a managed API are free. You can run the model locally or on infrastructure you control, but you must verify the exact checkpoint, runtime, artifact availability, and operational cost before deploying it in a product.
What “free for commercial use” means for Mellum 2.1
There are two separate questions behind the word “free.” The first is whether a business may legally use the model. The second is whether running it costs nothing. Mellum 2.1 is favorable on the first question, not automatically on the second.
Commercial-use permission
JetBrains’ October 2026 release announcement says Mellum 2.1 is released under the Apache 2.0 license. The official Hugging Face page for the named Thinking checkpoint repeats that designation as apache-2.0. On that evidence, a company can use the identified weights in commercial software, internal tools, research services, or a customer-facing product, subject to the Apache 2.0 terms and the files distributed with the exact checkpoint.
Operating costs remain your responsibility
A permissive weight license does not pay for a GPU, cloud instance, electricity, bandwidth, storage, monitoring, engineering time, or a third-party inference service. JetBrains positions Mellum 2.1 for local and self-hosted deployment, so the operator supplies or arranges the infrastructure. The public materials reviewed do not publish a universal per-request price, minimum workstation specification, minimum VRAM figure, or guarantee that a particular machine will run every artifact.

What license does Mellum 2.1 use?
The release announcement and the model repository provide the clearest answer: Apache 2.0 for the Mellum 2.1 release and for the named JetBrains/Mellum2.1-12B-A2.5B-Thinking checkpoint. Treat that scope precisely. A license label on one checkpoint does not automatically establish the license for unrelated tools, hosted services, future conversions, or third-party wrappers.
What Apache 2.0 generally allows
Apache 2.0 is a permissive open-source license. In ordinary software distribution, it permits use, modification, and redistribution, including in commercial products, provided the applicable license and notice requirements are met. It also contains patent and warranty provisions that matter when you redistribute software or modified material.
Before shipping, inspect the license and notice files packaged with the exact model revision you use. Keep required notices with a redistributed product, document any changes you make, and have counsel review unusual arrangements such as embedding weights in a commercial appliance, sublicensing a hosted service, or combining the model with other restricted components. What the label does not cover automatically
- A cloud provider’s machine, storage, network, or managed inference fee.
- A runtime such as Transformers, vLLM, SGLang, Docker, or a conversion utility, each of which has its own release and license terms.
- Third-party model checkpoints, quantizations, adapters, datasets, or code that you add to a deployment.
- Your obligations under privacy, copyright, export-control, consumer-protection, or sector-specific law.
Can you use Mellum 2.1 in a commercial product?
For the identified Apache-licensed weights, commercial use is supported by the stated license. A responsible release process still needs to separate model rights from product compliance.
Checklist before launch
- Pin the artifact. Record the repository name, revision or commit, variant, format, and any quantization. Do not assume that every file carrying “Mellum” has identical metadata.
- Read the distributed notices. Preserve the Apache 2.0 license text and any NOTICE material required by the exact checkpoint package when you redistribute it.
- Audit added components. Check the licenses for the serving runtime, container image, tokenizer, adapters, evaluation code, and any data used for fine-tuning.
- Define data handling. If prompts or generated code contain customer information, set retention, access, encryption, logging, and deletion policies before exposing the model to production traffic.
- Test the intended workload. Measure latency, throughput, context behavior, failure recovery, and output quality on your own prompts. Vendor benchmarks are not a substitute for product testing.
- Document limitations. Tell users how output is reviewed, what the model is not authorized to do, and how to report unsafe or incorrect results.
Can you run Mellum 2.1 locally or self-host it?
Yes. JetBrains explicitly presents local and self-hosted operation as a way to keep code and data under your control. The official repository includes examples using Transformers, vLLM, SGLang, and Docker. Those examples are deployment guidance, not a promise that every combination of hardware, driver, operating system, context length, and runtime version will work.
A practical self-hosting workflow
- Choose the exact checkpoint. The repository documents a named 12B-A2.5B Thinking model. Confirm that its tokenizer, configuration, weight format, and context settings match your application.
- Check current files and revisions. Read the repository README, license file, release notes, and issue history for the revision you intend to deploy. Artifact availability can change after the October 2026 announcement.
- Select a serving path. Use the documented Transformers loading example for application-controlled inference, or evaluate the vLLM and SGLang serving examples for an API-style server. Docker can standardize the environment, but it does not remove GPU-driver or capacity requirements.
- Prepare compatible compute. The public pages reviewed here do not state a universal minimum GPU, VRAM amount, or workstation model. Confirm memory use, precision, batching, context length, and expected concurrency with a representative test rather than buying hardware from the parameter count alone.
- Run a smoke test. Load the tokenizer and model, issue a short prompt, verify a deterministic health response, and then test the longest input and output sizes your application will permit.
- Measure production behavior. Record time to first token, tokens per second, queue time, memory utilization, error rates, and behavior under concurrent requests. Repeat after changing quantization, batch size, or runtime version.
- Harden the service. Put authentication, rate limits, request-size limits, secrets management, network controls, audit logging, and an upgrade rollback plan in front of the inference endpoint.
Why the parameter count is not a hardware specification
JetBrains describes Mellum 2.1 as a mixture-of-experts model with 12 billion total parameters and 2.5 billion active parameters. “Active” parameters describe the portion used for a token during inference; they do not by themselves establish total memory consumption. Weight precision, runtime overhead, key-value cache, context length, batching, and parallelism all affect the machine you need.

Local/self-hosted versus hosted inference
The two routes solve different problems. Local or self-hosted operation gives you control over where prompts, source code, and outputs are processed, while hosted inference can reduce infrastructure work. The available evidence does not establish a JetBrains-hosted Mellum 2.1 service, a current third-party provider, geographic coverage, or pricing.

What performance does JetBrains claim?
JetBrains reports, under its own evaluation setup, that Mellum 2.1 served almost twice as many tokens under heavy load as Qwen3.5-9B. It also reports that a single request was about 1.6 times faster with multi-token prediction (MTP). These are vendor-reported results, not independent measurements, and they do not predict performance on every machine, runtime, prompt mix, or concurrency level.
The MTP result requires particular support. JetBrains said an MTP head for vLLM was coming soon in the release announcement. Do not promise that speedup unless the current repository provides the required artifact and your serving stack supports it. Benchmark both ordinary decoding and MTP-enabled configurations when available.

The official model repository documents a named Thinking checkpoint and serving examples for Transformers, vLLM, SGLang, and Docker. The October 2026 release announcement described GGUF builds for llama.cpp, Ollama, and LM Studio, plus an MTP head for vLLM, as “coming soon” at publication time.

What is publicly disclosed about the training content?
JetBrains’ legal training-content summary describes the Mellum 2 family, listing Base, Instruct, and Thinking variants. It says the data is text and identifies categories including Common Crawl-derived material, public repositories with permissively licensed code, educational content, and multilingual reasoning and question-answering material. It also says no transactional commercial licensing agreements were concluded for the listed third-party datasets.
That summary is not explicitly a Mellum 2.1 inventory. Its versioned model list does not name Mellum 2.1, so it should be treated as background about the Mellum 2 family rather than a complete disclosure for this release. If your product requires a documented provenance standard, obtain the records and legal review appropriate to your jurisdiction and use case.

- You can operate GPU-capable infrastructure and maintain the serving stack.
- You need predictable behavior from a pinned checkpoint and can benchmark it yourself.
Consider managed inference when
- You prefer to avoid provisioning and maintaining model servers.
- Your data policy permits sending requests to a provider.
- You have verified current Mellum 2.1 support, region, retention terms, limits, and price.
Pause before production when
- The exact artifact’s license or provenance is unclear.
- Your workload has not been tested at its real context length and concurrency.
- You cannot explain how license notices, personal data, logs, and model updates will be handled.
