Jodrell Bank Observatory is not closing. The University of Manchester will continue to own and operate the Lovell Telescope, while the site’s current e-MERLIN operating contract runs until March 2028. UK Research and Innovation (UKRI) and the Science and Technology Facilities Council (STFC) have decided not to fund e-MERLIN after that date, so Manchester and its partners must secure and agree a new operating model for continued research.

What has actually been decided

UKRI and STFC completed a prioritisation process and will withdraw from e-MERLIN when the existing contract ends in March 2028. e-MERLIN is the network of radio telescopes coordinated through Jodrell Bank, and its funding decision is the immediate reason ministers and MPs are discussing the observatory’s future.

The decision is about an operating contract, not a closure order. The University of Manchester owns and operates the Lovell Telescope. Its ownership does not change in 2028, but the university and its partners need to determine how telescope operations, staffing, maintenance and observing time will be paid for after STFC support ends.

Is Jodrell Bank closing?

No. In a written parliamentary answer dated 7 September 2026, the government said: “The Prime Minister has been clear that Jodrell Bank has a secure future.” A separate parliamentary answer states: “Jodrell Bank Observatory is not closing and remains an important UK science asset.”

Those assurances cover the observatory as a science, heritage and education asset. They do not constitute a published replacement budget for e-MERLIN or the Lovell Telescope’s full research programme. In a Hansard debate on 15 October 2026, MPs asked how the promised future would be delivered. The minister repeated that Jodrell Bank has a future, but the debate did not announce a completed operating package, funding amount or implementation timetable.

Why the government is “exploring” the future

The phrase reflects an unresolved transition rather than a confirmed shutdown. Manchester is exploring alternative funding streams beyond 2028, and the government says it is working with partners on research, heritage and education. Possible sources could include public, university, commercial or charitable support, but no replacement combination has been announced.

The Institute of Physics chief executive Tom Grinyer welcomed the commitment, saying the Prime Minister’s pledge to safeguard Jodrell Bank was “extremely welcome news for physics, science and the North of England.” The practical question is how that political commitment becomes a sustainable operating budget for active radio astronomy.

What happens to the Lovell Telescope after March 2028?

Two broad outcomes are consistent with the official statements:

Active scientific continuation

Manchester secures enough alternative public, university, commercial or charitable support to keep the Lovell Telescope and e-MERLIN operating at substantial scientific capacity. Under this model, the telescope could continue scheduled observations, network coordination, technical work and access for research communities, subject to the terms of the new arrangement.

Reduced research activity with protected heritage and education

Jodrell Bank remains open and supported as a UNESCO-listed and educational site, but the Lovell Telescope’s observing programme is reduced if a replacement research budget is not secured. Reduced use would not mean the telescope disappears or that the observatory closes; it would mean fewer or more limited scientific operations.

Who owns and operates the telescope?

The University of Manchester owns and operates the Lovell Telescope. Jodrell Bank also hosts the international Square Kilometre Array Observatory (SKAO) headquarters, creating a wider institutional and scientific presence on the site. The headquarters and the Lovell/e-MERLIN operating budget are related to the observatory’s profile but are not the same funding decision.

The Lovell is described by the UK government as the world’s third-largest steerable radio telescope. Its research role, Jodrell Bank’s public heritage status and its education work are distinct functions that can have different funding sources and requirements.

How the SKAO investment fits in

Government investment in the SKAO demonstrates a continuing national commitment to radio astronomy infrastructure, but it is not a published replacement for e-MERLIN funding. The recorded contributions are:

Investment Amount Attribution and year
UK commitment to the SKAO £327 million UK government, 2021–2030
SKAO headquarters building £9.8 million STFC, 2015
SKAO headquarters building £5.7 million University of Manchester, 2015
SKAO headquarters building £1 million Cheshire East Council, 2015

These figures support the SKAO and its headquarters. They do not state a post-2028 operating allocation for the Lovell Telescope or e-MERLIN.

Is space-domain awareness providing replacement funding?

No announced link has been established. The government said its National Space Operations Centre (NSpOC) does not currently use Jodrell Bank data and has no plans to use it. That separates the telescope funding debate from the government’s separate £85 million investment, announced in 2026, to enhance UK space-domain-awareness capabilities.

What to watch before 2028

  • A published operating agreement naming who will fund and manage the Lovell Telescope and e-MERLIN after March 2028.
  • Details of any replacement budget, including its duration, eligibility and support for staffing, maintenance and observing time.
  • Whether alternative partners are contributing cash, facilities or guaranteed research access.
  • Parliamentary statements that move from a general assurance about Jodrell Bank’s future to a specific delivery timetable.

Until those details appear, the clearest reading is that Jodrell Bank has government-backed strategic importance and will remain open, while the future scale of its post-2028 scientific operations is still being worked out.
