Short answer: In the United States, writing or using an emulator is not automatically illegal. The legal risk depends on what you copy, how you obtained the game and firmware files, whether you distribute them, and whether you bypass a technological access control. Owning a disc does not by itself make every download, shared file, or circumvention method lawful.
Technically, a game dump is a digital image of game data from a physical disc. A BIOS dump is different: it is a copy of the console’s firmware. For the PlayStation 2 workflow documented by PCSX2, you can play an original disc directly or create an ISO/CSO image with a CD/DVD-capable optical drive. The instructions and legal discussion below are U.S.-focused; other countries can apply different rules.
Four separate questions are hidden in “Is emulation legal?”
Emulation, game copying, firmware copying, and circumvention are related but legally distinct. Treating them as one question produces misleading yes-or-no answers.

| Developing or using an emulator | Running software that imitates a console’s hardware and operating behavior | The existence or use of an emulator is not automatically infringement. A particular emulator’s code, assets, distribution method, or use can still create separate issues. |
| Dumping a game | Making a digital copy of software stored on a disc, usually as an ISO or CSO image | Copyright law and the facts of the copy—ownership, purpose, method, and later use—matter. |
| Dumping a BIOS | Copying console firmware from a device | A BIOS is not the same file as a game image. A project’s requirement that users provide their own BIOS is a project policy, not a court ruling. |
| Circumventing protection | Bypassing a technological measure that controls access to a copyrighted work | U.S. Digital Millennium Copyright Act (DMCA) rules can apply even when the person owns the physical game. |
The facts that usually change the analysis are whether you own the original copy, whether the copy is kept for a permitted purpose, whether a protection mechanism was bypassed, and whether the files are shared with anyone else.

What a PlayStation game dump actually is
A disc image contains game software
A game dump copies the data stored on a game medium into a file. A disc-image file represents the disc’s contents in a form an emulator can read. PCSX2 documents two PS2 options: playing from the original disc or using a dumped ISO/CSO image. Its documentation describes PS2 games as CD or DVD media and says a standard optical drive that supports those media can be used for dumping.
An image is not a license and does not change who owns the underlying copyright. It is simply another way to store and present the game data. Downloading an image made by someone else raises a different set of questions from making a copy from your own disc.
A BIOS dump is console firmware
The BIOS is firmware from the console itself. It performs low-level startup and hardware initialization that an emulator may need before it can run game software. It is therefore a separate file with a separate origin from the game image.
PCSX2 asks people seeking support or contributing to its official platform to have legally obtained games and a BIOS dumped from a PS2 device they own. That expectation explains the project’s preferred provenance; it is not an independent legal safe harbor. A BIOS copied from someone else’s console, downloaded from a file-sharing site, or distributed to other users presents different facts from a BIOS extracted from your own hardware.
How to dump your own PS2 disc
The following is the PS2-specific workflow described in PCSX2’s documentation. It does not automatically apply to every PlayStation generation, disc format, or protection scheme.

- A perfect console for fans with a lot of taste and for a new generation wanting to experience the dawn of PlayStation for the first time. Playstation Classic design
- Same famous logo, button layout and outer packaging, but this mini console is approximately 45% smaller than the original PlayStation and includes an HDMI cable to connect directly to a TV.
- The USB AC adapter is not included or sold separately. You can use your own USB AC adapter for smart devices, the required specification is 5V/1.0 amp/5W or higher.
- Confirm the source. Use a PS2 disc you lawfully possess and identify the console firmware you intend to use. Keep the original disc; an image does not replace your ownership obligations.
- Provide an optical drive. A computer with a CD/DVD-capable internal drive can read PS2 media. If your computer has no optical drive, the documentation identifies an external USB optical drive as an option. Check that the drive actually supports the type of disc involved.
- Insert the disc and run a disc-imaging utility. Use a current, trustworthy utility that can read the PS2 disc and save an ISO or CSO image. The exact program and screen labels vary by operating system and PCSX2 version, so follow the current instructions for the tool you choose.
- Save the image to local storage. Choose a location with enough free space and use a clear filename. Do not upload the resulting file or make it available to other people merely because you created it.
- Add the image to the emulator’s game list. In PCSX2, point the game-directory or game-selection control at the folder containing the ISO/CSO, then select the image. Labels can change between releases; the goal is to select the image as the game source rather than a downloaded copy.
- Provide your own BIOS dump when required. Keep the BIOS file separate from the game image and configure the emulator’s BIOS directory according to its current setup instructions. A game image cannot substitute for firmware.
If you prefer not to create an image, PCSX2 also documents playing from the original disc. That route still requires a compatible optical drive at play time.
Original disc or ISO/CSO image?
| Consideration | Original disc | ISO/CSO image |
|---|---|---|
| Hardware | Requires a CD/DVD-capable optical drive whenever you play. | Requires an optical drive only for the initial dump; later use reads the stored file. |
| What PCSX2 documents | Direct play from the original PS2 disc. | Play from a dumped ISO or CSO image. |
| Storage | The physical disc remains the game source. | Uses local storage for the image and any backups you lawfully retain. |
| Legal question | Whether the emulator can access the disc does not answer copyright or circumvention questions. | Creating, retaining, obtaining, and sharing the image are separate questions; the file’s existence is not a blanket permission. |
| Best fit | You have a working optical drive and want to use the disc directly. | You want the documented image-based workflow or your computer lacks a permanent optical drive. |
Neither option is automatically lawful or unlawful. The technical choice affects hardware and storage; it does not erase the legal conditions attached to copying or access controls.

Section 117 is conditional, not a universal dumping license
Section 117 of Title 17 allows the owner of a copy of a computer program to make another copy or adaptation when it is an essential step in using the program with a machine and the copy is used in no other manner. It also describes a narrow archival route. The statutory language for that route says the new copy must be “for archival purposes only” and that “all archival copies are destroyed in the event that continued possession of the computer program should cease to be rightful.”
The statute also restricts transfers of copies and adaptations made under these provisions. That means “I bought the disc” is only one fact. The purpose of the copy, how it is used, whether it is transferred, and whether possession remains rightful all matter.
The Copyright Office describes an even narrower backup concept
The U.S. Copyright Office’s software-backup explanation describes an archival copy of a computer program made by the legal owner of the copy. It says the archival copy must be destroyed or transferred with the original when the original is transferred and advises checking the terms that accompanied the original copy.

- Sony Playstation 1 (PS1) console
The same explanation cautions that Section 117 applies to computer programs rather than every other type of copyrighted work. A commercial game can contain program code alongside audiovisual, musical, and other protected material. Consequently, do not treat the backup explanation as an automatic answer for every component of every game or every way of making a dump.

Downloading someone else’s image is a different fact pattern
A file downloaded from an unverified site may have been created by someone who did not own the game, may be distributed without permission, and may contain altered or incomplete data. Your ownership of a physical copy does not automatically authorize obtaining a second person’s upload. The legal analysis must focus on the actual source and conduct, not only on whether you could have made your own copy.
Circumvention and the DMCA
DMCA Section 1201 generally prohibits circumventing a technological measure used to control access to a copyrighted work. This is a separate question from whether a particular copy might qualify under Section 117 or another copyright doctrine. In practical terms, a person can face a circumvention issue even while claiming a lawful purpose for the resulting file.
Congress created a triennial rulemaking process for limited, temporary exemptions. The current video-game regulation includes specified situations involving lawfully acquired complete games that depend on an external authentication server that has stopped providing access. It also includes a preservation route for eligible libraries, archives, or museums under defined conditions. Those provisions are not a general exemption for personal dumping, routine console modification, or every protection found on a PlayStation disc.
Whether a particular disc uses an access control, whether a particular method bypasses it, and whether an exemption covers that method are fact-specific questions. A legal conclusion should identify the exact title, console generation, protection, and jurisdiction rather than assume that all PlayStation media are treated alike.

What Sony v. Connectix actually decided
The Ninth Circuit’s decision in Sony Computer Entertainment, Inc. v. Connectix Corporation is often summarized as “emulators are legal.” That is too broad. The case involved intermediate copying of PlayStation BIOS code during reverse engineering. The court found fair use on the facts described in the decision: the copying enabled development of a non-infringing Virtual Game Station, and the final product did not contain infringing material.
That holding addresses a particular reverse-engineering process and product. It does not establish that every personal game dump, every BIOS download, every copied disc, or every emulator distribution is fair use. The decision is a Ninth Circuit precedent, not a universal rule for every U.S. jurisdiction or every country.
Why Bleem is not a general personal-copy ruling
The cited Bleem litigation concerned screenshots used in comparative advertising for an emulator. That is a different question from whether a consumer may copy a game disc or download a BIOS. It can be discussed when analyzing comparative advertising, but it should not be presented as a general ruling on personal game dumps.

Before creating or using a dump, identify the facts that are actually known:
Recommended Free Tools
- Source: Is the game disc lawfully yours, or did the file come from an unknown uploader?
- File type: Are you dealing with game software, console firmware, or both?
- Purpose: Is the copy being used only in a way that could fit a statutory condition, or is it being shared, sold, or posted online?
- Protection: Does the method bypass an access control, and is there a current exemption that specifically covers the conduct?
- Retention: If relying on an archival theory, would you destroy the archival copy when continued possession of the original is no longer rightful?
- Jurisdiction: Are you in the United States, and if so, does the relevant precedent bind your court?
- Terms: Do the original purchase terms impose contractual conditions that add facts beyond copyright law?
If any answer is uncertain—especially the source of a downloaded file or the operation of a protection mechanism—do not infer legality from emulator availability alone. For conduct involving a particular title or circumvention method, obtain advice specific to your jurisdiction.

Common technical problems and what they mean
The emulator asks for a BIOS
The BIOS and game image are different inputs. A valid ISO cannot replace firmware. Recheck that the BIOS was dumped from the PS2 you own and that the emulator is pointed to the directory containing that file.
The computer cannot read the disc
Confirm that the optical drive supports CD and DVD media as required by the PS2 disc. If the computer has no built-in drive, use a compatible external USB optical drive. A drive purchase changes the hardware setup, not the legal analysis.
The game list does not show the image
Verify that the emulator’s game directory points to the folder where the ISO or CSO was saved, then rescan or refresh the list using the controls in your installed PCSX2 version. Do not assume that a renamed or partial file is a complete dump.

The image fails to load
Check that the dump completed without interruption and that the file remains readable from local storage. If the disc or drive produces read errors, try the documented workflow again with a compatible drive rather than replacing the image with an unverified download.
Geography, versions, and limits of this explanation
The statutory discussion here is based on U.S. federal law, the Copyright Office’s explanations and rulemaking materials, and Ninth Circuit decisions. It is not legal advice for a particular person. Laws in other countries can differ substantially, and a state contract, a game’s license terms, a console generation, or a specific protection mechanism can change the analysis.
PCSX2’s disc and image workflow is specific to PlayStation 2 documentation. Do not generalize its CD/DVD procedure to PlayStation 1, PlayStation 3, handheld systems, digital purchases, or proprietary formats without checking the documentation and law applicable to that system.
Bottom line
Using an emulator is not automatically unlawful, but legality does not follow simply from owning a PlayStation game. A PS2 game dump is a copy of disc software; a BIOS dump is firmware from the console. Create and use files only with a clear understanding of their source, purpose, distribution, and any access-control bypass, and treat Section 117, DMCA exemptions, and the Connectix decision as narrow, fact-dependent rules rather than blanket permission.
